Office of Campus Security (OCS) Program Coordinator
Community Colleges of Spokane
Location: Spokane Falls Main Campus Spokane
Department: District Security
Non-permanent, classified position. This position will not exceed 18 months.
Salary Range: $3,477 - $4,632
Starting salary for this position is: $3,477 (Monthly)
Employees hired at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. An employee hired at anything higher than the entry step of the range will have salary step advancement after 12 months and every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase.
About Us
Spokane Colleges is comprised of two accredited colleges, Spokane Community College (SCC) and Spokane Falls Community College (SFCC) serving Spokane, Stevens, Whitman, Ferry, and Pend Oreille Counties, as well as portions of Lincoln County.
Both colleges are accredited by the Northwest Commission on Colleges and Universities and governed by the Washington State Board of Community and Technical Colleges.

About the Office of Campus Security (OCS) Program Coordinator
JOB SUMMARY
Under the general direction of the assigned Director of Security, the Office of Campus Security (OCS) Program Coordinator will exercise independent judgment in interpreting and applying Spokane Colleges' rules and regulations.
The OCS Coordinator independently advises students, staff, program participants and/or the public regarding program content, policies, procedures, and activities.
The OCS is comprised of security operations, parking operations and emergency management across the Spokane Colleges' district service area.
This is a non-permanent, classified position. Not to exceed 18 months.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
Program support
- Spokane Colleges' parking management: Serve as the Primary Back up for the District Parking Coordinator. *
- Interpret Spokane Colleges' parking and traffic regulations and advise students, faculty, staff, and members of the public. *
- Coordinate with the Director of Security regarding the CCS parking management plan; implementation of the plan to include parking related databases, support documentation, enforcement protocols, management software and revenue processing for both campuses. *
- Track data for all phases of parking management: including permit management, revenue control, accounts receivable, collections, permit sales and citation payments. Produce related reports and present information, as requested. Prepare reports, budget summaries, or proposals at the request of the Director of Security. *
- Oversee collection and management of various fees and fines relating to parking, campus compliance and transportation. Coordinate related revenue collection districtwide, following all security and cash handling policies and procedures; maintain necessary data as it relates to parking citations for both campuses. Process citation appeals and schedule appeal boards, as necessary. *
- Compile and prepare periodic fiscal reports; assist higher-level fiscal personnel with summary information; review and verify fiscal reports for accuracy; investigate and correct errors to ensure compliance with established procedures and policies. *
- Maintain the district's parking enforcement and dispatch software to include overseeing and coordinating system upgrades and working with vendors to correct errors; serve as the primary vendor contact. Train users regarding software and operations. Mitigate any software performance issue by collaborating with the vendor. *
Front Office
- Provide information and advice to students, faculty, staff, and members of the public on OCS operational matters; maintain a calm, polite, positive, and professional demeanor while communicating with all community members. *
- Compose correspondence, printed materials, or news releases for program policies, procedures, and operations; edit materials for accuracy, appearance, readability, and style. *
- Perform clerical support work to include but not limited to: Clery Report distribution; monitor and update OCS web page; maintain emergency contact lists, mailing lists and prepare correspondence for mass mailing. Screen, prioritize, and distribute mail, and perform related office support duties. *
- Coordinate arrangements for OCS activities such as meetings, conferences, etc. *
- Order, receive, and maintain inventory for the OCS. Equipment maintenance includes: duty gear, hardware, software, Keytrac, coin counter, vest exp, radio, and AED supply. *
- Provide as necessary administrative support to security personnel
Budget related
- Monitor budgets and complete monthly reporting. *
- Prepare purchase requisitions. Reconcile receipts, purchase card statements, and invoices. Process travel and expense reports. *
- Process and deposit funds. *
Data and scheduling
- Support building and campus scheduling using 25Live event management software. *
- Maintain awareness of lock, unlock, and building access protocols for various locations. *
- Monitor program activities and collect data related to OCS operations. Prepare reports, budget summaries, or proposals at the request of the Director of Security. Respond to Public Records requests. *

MINIMUM QUALIFICATIONS

DESIRED QUALIFICATIONS
- Associate degree or higher in criminal justice, public administration, or a related field from an accredited institution.
- Two years of related experience in parking enforcement, software administration, dispatching, clerical work, or related field.
- Knowledge of and ability to operate a variety of software programs including:

- Nupark
- Motorola cameras & access control
- 25live
- RAVE Emergency Alerts
- Experience in a higher education environment.
- Knowledge of parking enforcement, dispatch console, and incident management software.
- Experience with dispatch systems/protocol, multi-channel radios, console computer terminals and multi-line telephones.
- Dispatch security, fire, and medical resource experience.
- Experience with emergency management.
PHYSICAL REQUIREMENTS
- Work is performed in an office environment with frequent interruptions and background noise.
- Work is sedentary.
- Work directly with students/clients.
- Requires communication ability necessary to understand instructions and recognize hazardous, unsafe or poisonous materials and/or products.
CONDITIONS OF EMPLOYMENT
- Non-permanent, classified position. Not to exceed 18 months.
- Full-time schedule (40 hours a week).
- This position is overtime eligible.
- Hours & holidays: 8-hour shifts Monday - Friday between 7:30 am and 4 pm with weekends off. There are 11 paid holidays.
- Paid leave and accrual rates: 1 personal holiday, 2 personal leave days, vacation leave accrual starting at 11 hours 20 minutes per month and sick leave accrual of 8 hours per month.
- Criminal background check is required.
- Requires local or regional travel.
- This position is covered under a collective bargaining agreement. Membership is optional.
Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. Medical, dental, life and long term disability insurance benefits are provided as currently administered under Public Employees Benefits Board; WA State Retirement Plan; vacation and sick leave begin to accrue at the rate of one (1) day per month, upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.) This position is designated a bargaining unit position and union membership is not a condition of employment. Leave accruals and usage are governed by the WFSE collective bargaining agreement.
