General Statement of Job

To expedite and support processes related to ACC business services for Adult Education (AE) by monitoring and facilitating the orderly flow of information including critical financial information and time-sensitive documents to internal and external stakeholders.

Description of Duties and Tasks

Essential duties and responsibilities include the following. Other duties may be assigned.

  1. Acts as a point of contact for programs and initiatives to facilitate the flow of AE financials to and from internal and external partners.
  2. Works with AE Executive Director to plan and optimize budgets for the coming year, including payroll. Creates and develops personnel authorizations (PAs) for hourly employees and position management forms for staffing table employees.
  3. Compiles, reviews, and analyzes AE financial data including reconciliations, payroll, Texas Workforce Commission (TWC) budget information, TWC Cash Draw Expenditure Reporting System (CDER), and subrecipient allocations.
  4. Monitors and projects AE spend rates including spend rates for subrecipients. Performs regular budget reviews to ensure spending is on track and communicates with subrecipient financial contacts monthly on spend rate status.  Works with AE Executive Director to adjust subreceipient allocations and amend Memoradums Of Understanding (MOUs) as needed.
  5. Creates, monitors, and maintains AE asset inventory. Coordinates with internal and external partners. Maintains documentation for grant records according to TWC rules.
  6. Monitors both AE internal financials and subrecipient financials and accounting records using onsite visits and desk reviews in compliance with TWC rules.
  7. Tracks and verifies ACC account reconciliations to ensure the College is accurately compensated in a timely manner through CDER and communicates any issues to AE Executive Director, ACC Business Services, and TWC for resolution.
  8. Coordinates all aspects of AE purchasing following ACC and TWC rules. Maintains documentation as required by TWC and ACC.
  9. Helps to identify, mitigate, resolve, or escalate potential or actual operational issues with internal and external partners.
  10. Gathers data and communicates successes, challenges, trends, and lessons learned to the leadership team.
  11. Creates, locates, updates, generates, and distributes routine and ad hoc reports, correspondence, presentations, and documentation  as requested.
  12. Develops and reviews MOUs for financial and non-financial partnerships and ensures all MOUs are up to date and current.
  13. Manages the collection, flow, distribution, processing, and archiving of documentation according to TWC and ACC rules.
  14. Identifies process improvements, including recommending new procedures or best practices to improve efficiency, accuracy, and timeliness of deliverables, while maintaining or enhancing appropriate controls.
  15. Assists with other initiatives, projects, and special projects as assigned.
  16. Reviews invoices for accuracy and requests revisions, or obtains the approval(s) required to complete the payment process.
  17. Monitors the status of audit deliverables with the designated stakeholders, uploading the files to a secure portal, and providing periodic updates to the leadership team.
  18. For external and internal financial monitoring visits, serves as resource and contact for ACC Business Services and TWC for financial monitoring.
