Promotes the enrollment and retention of students for career and technical education programs, focusing on under-represented populations.  Participates in, and implements activities that reach out to potential students using techniques such as speaking to schools, occupational programs in at school districts, and community-based organizations.  Organizes, schedules, and delivers presentations to groups and makes direct contact with potential students.
 
Distinguishing Career Features
The Outreach Specialist – CTE and Career Services is a mid-level paraprofessional/entry-professional position focusing on initiating, establishing, and maintaining visible connections with targeted student populations that would be candidates for career and technical education programs resulting in a certificate or degree.  The Outreach Specialist requires the ability to employ self-starting skills to reach out to students in the K-12, continuation, and adult school environments, as well as community-based agencies and College student services to deliver presentations.  The Outreach Specialist also requires basic demographic research and data management skills to identify potential students and monitor recruitment and retention success. 
 
Essential Duties and Responsibilities 
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties: 

  • Researches and receives demographic and academic data from schools and other resources and otherwise identifies potential candidates for CTE certificate programs.
  • Serves as a liaison on behalf of the District and its Colleges to local schools, continuation schools, regional occupational programs, and community organizations to build enrollment in CTE programs. 
  • Schedules, coordinates, and presents information to individuals and/or groups to provide general information about the District and its College about career and technical education opportunities and specific program information to prospective students at local area continuation high schools, community organizations, and other locations. 
  • Distributes career and technical education and other collegiate literature to adult schools and participating local agencies serving adults or promoting post-secondary education.  Attends career fairs and other events to present information and materials. 
  • Conducts classroom and other presentations at the secondary education level for student audiences represented underserved populations or who may be intimidated by post-secondary education and training programs, to provide information on the education opportunities at community colleges. 
  • Participates in planning and conducting recruiting and outreach events that may include funding and in-kind resource development activities.  Follows up with arranging and facilitating college visitations, tours, and special presentations, often conducted in conjunction with evening and weekend events. 
  • Identifies and learns about support services (e.g., EOPS, Veterans, Adult Education, and DSPS) provided by the District and its Colleges.  Serves as a liaison to local workforce development boards and similar governmental and social service agencies.  
  • Assists with budget development activities by researching costs and proposing events and activities.  Organizes and maintains records of expenses. 
  • Organizes and maintains records and statistical data necessary for research and program development, performance evaluation, and to support performance reports to funding and grantor agencies. 
  •  Performs other duties as assigned that support the overall objective of the position.

Qualifications and Physical Demands

MINIMUM QUALIFICATIONS
 
Knowledge and Skills:
The position requires working knowledge of vocational/career and technical education certificate programs and/or publicly-funded programs and resources encompassing socially and economically disadvantaged student populations.  Requires working knowledge of post-secondary education, certificate, and degree curriculum that can attract career-minded as well as underserved student populations.  Requires basic knowledge of grants and special funds that are for targeted populations. Requires knowledge of the social and cultural programs that can enhance student retention.  Requires basic knowledge of the services that may be available to students from other agencies.  Requires sufficient language and writing skills to prepare reports and correspondence.  Requires working knowledge of common office productivity software such as student databases, word processing, spreadsheets, and presentation graphics.  Requires math skills sufficient to compile and maintain budgetary and statistical records.  Requires well-developed human relations skill to convey technical concepts to students, exercise patience, and make presentations secondary schools and outside community-based agencies. 
 
Abilities:
Requires the ability to carry out all aspects of the position.  Requires the ability to learn and apply regulations, guidelines, and objectives for career and technical education programs.   Requires the ability to implement programs and services that enhance outreach to and registration of adult students to curriculum of interest and value for career enrichment.  Requires the ability to employ self-starting skills for outreach to other schools and organizations providing adult education.  Requires the ability to demonstrate a unique sensitivity to a diverse population of individuals.  Requires the ability to determine student eligibility to participate in special-funded programs by interpreting rules and regulations. May require the ability to perform work assignments at all College locations and off-campus settings.

Education and Experience:
The position typically requires a Bachelor's degree in a counseling, communications, social services, or education and concurrent experience working with underserved populations.   Alternatively, an Associate's degree and four-to-six years of experience that includes outreach/case management to vocational and underserved student populations would be acceptable. Or, any combination of education and experience which would provide the required equivalent qualifications for this position.
 
Licenses and Certificates:
Requires a valid driver license.

Physical Abilities:
Requires ambulatory ability to sit for extended periods of time and to move to various campus and community locations.  Requires the ability to use near and far vision to view moving objects, groups, and read printed materials.  Requires auditory ability to carry on conversations and project voice in person and over the phone to groups and individuals.  Requires the ability to lift, push, and pull lightweight materials up to 25 pounds in an intermittent basis.  Requires the ability to retrieve work materials from overhead, waist, and ground-level files.  Requires manual and finger dexterity to write, use a pointing device and keyboard at an acceptable rate and use a computer and other standardized office equipment to perform desk work.  Requires the ability work extended evening and weekend hours.

Working Conditions:
Work is performed indoors where minimal safety considerations exist.

Conditions of Employment

This is a categorically funded, full time, 12-month per year position. The district reserves the right to extend, modify, or eliminate this position based upon available funds.  The normal hours of work will be Monday through Friday, scheduled between the hours of 8:00 a.m. to 7:00 p.m. based on the needs of the department.  The effective date of employment will be arranged with the supervisor.

Academic Senate

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
