Summary
 
Plans, organizes and manages the network services division of the Instructional and Information Technology Services (IITS) department. Provides sophisticated and effective enterprise network infrastructure, voice and data network services, and workstation and data center services that support achievement of District technology goals.
 
Distinguishing Career Features
The Senior Director, IT Infrastructures and Systems directs and integrates the development network architecture and administration of infrastructure enabling operations among district computer users and subscribers, network standards and configuration, wide area database integration, and telecommunications.  The Senior Director requires the ability to integrate these services, optimize users' access to information supporting decisions, transactions, access, and ensure secure, continuous operations.  The Senior Director also requires the ability to participate as a peer with other Senior Directors to develop the capabilities within IT that support business and academic computing and growth.
 
Essential Duties and Responsibilities
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties: 

  • Plans, organizes, directs, and evaluates the work of staff engaged in network design and architecture, infrastructures, telecommunications, analytics, and support.  Establishes departmental standards, work plans, and priorities.  
  • Participates in the development and implementation of IT's strategic and business plans, goals, and objectives and leads and directs staff in the development and application of new processes and technologies to achieve efficiency, productivity and customer service. 
  • Establishes standards for staff, monitors, coaches, and evaluates the performance of staff to departmental requirements and personal development targets.  Monitors the work of staff and offers coaching for continuous performance improvement and development.  
  • Directs the work of staff and contractors for the conceptual and detailed design of District network infrastructures that support local and remote voice, data, video and wireless communication.  Directs and monitors development of infrastructure and/or hardware/software migration projects and in developing IT policies and standards.  
  • Serves as project director/owner's representative for large scale, enterprise-wide server installation and conversion and operating system upgrade projects. Reviews and approves project scope of work, detailed project plans, milestones and deadlines. Recommends selection, design, and configuration of servers, devices, and wiring. 
  • Plans for and directs the connection of new and remodeled buildings to the campus voice and data networks.  Participates in construction management project teams to ensure proper adherence to District standards and codes. 
  • Directs and integrates the work of staff engaged in establishing and administering network infrastructure, configuring network and wireless connectivity for hardware and devices and resolving all levels of support. 
  • Coordinates network and infrastructure service activities with other technology sections and departments to optimize performance and use of installed systems in meeting customer needs. 
  • Consults with departments and users regarding the feasibility of alternative approaches to meeting technology and communications requirements. Works with District executives and campuses, through committees and one-on-one consulting, to prioritize development and enhancement requests. 
  • Serves as the District liaison for working with telecommunications and broadcast equipment suppliers and local/long distance service providers to ensure telecommunications requirements and reliability standards are met. 
  • Serves as project director for district-wide voice telecommunications development and implementation projects.  Establishes the capability for maintenance of systems, including additions and moves of users, timely installation of equipment and wiring and periodic system maintenance activities. 
  • Directs and evaluates results of regular system audits and capacity/utilization checks, and troubleshoots user problems. Periodically evaluates the competitiveness of vendor and provider cost structures.  
  • Stays up-to-date with advancements in information system and computing technologies and capabilities.   
  • Performs other related duties as assigned that support the objective of the position.

Qualifications and Physical Demands

Minimum Qualifications
 
Knowledge and Skills:
The position requires advanced specialized professional knowledge of networked personal computer operations, including the principles, techniques, and complexities associated with networks using web portals, the relationship and usage of various input and output components, business and education support software, and terminology.  Requires advanced specialized knowledge of network programs such as Windows Server Operating Systems, Active Directory, Microsoft Exchange, Microsoft SQL, and web server platforms. Requires in-depth knowledge of 'best' business practices used to develop information systems and work process flow charts, ultimately leading to integrated, networked applications.    Requires in-depth knowledge of the organization and operations of a hardware and software technical support function.  Requires working knowledge of the role of network infrastructure with enterprise systems built on relational databases.  Requires sufficient written English language skills to convey technical concepts in easy-to-learn formats and develop network and system documentation.  Requires well-developed human relations skills to manage projects, facilitate small group planning and problem solving, conduct training and advanced technical assistance on the use and application of a full range of hardware, software, internet, and connectivity. 
 
Abilities:
Requires the ability to establish and develop formal plans pertaining to personal, administrative, and academic computing.  Requires the ability to coordinate systems development functions and steps and follow logical progressions, and to think logically, creatively, and in abstract terms.  Requires the ability to discuss technical information with users, discern their needs and develop solutions to meet those needs.  Requires the ability to communicate technical and complex information to non-technical users.  Requires the ability to read, understand and apply information from technical manuals.  Requires the ability to operate a variety of network equipment, computers, printers, and peripheral equipment.  Requires the ability to analyze multi-dimensional technical problems and develop and implement appropriate solutions; read, understand, and apply information from technical manuals.   Requires the ability to select, train and supervise the performance of staff.  Requires the ability to work cooperatively and productively with internal and external constituencies.  Requires the ability to advocate for shared governance, collegiality, staff cohesiveness and the core values of the institution.

Education and Experience:
The position requires Bachelor's Degree with concentration in computer science or information technology, specializing network infrastructure design and networked operating systems, and eight years of experience in a networked personal computer hardware/software environment working with Microsoft operating systems.  Or, any combination of education and experience which would provide the required equivalent qualifications for this position.

Physical Abilities:
Incumbent must be able to function effectively indoors engaged in work of primarily a sedentary nature.   Requires the ability to sit for extended periods of time to accomplish data entry and desk work.  Requires sufficient arm, hand, and finger dexterity in order to use a personal computer keyboard, multi-media presentation, and other office equipment.  Requires normal hearing and speaking skills to communicate with staff in one-on-one and group settings.  Requires visual acuity to read printed materials and computer screens.

Licenses and Certificates:
May require a valid driver license.
 
Working Conditions
Work is performed indoors where minimal safety considerations exist.

Conditions of Employment

This is an Interim temporary contract, educational administrator position, reporting to the President of the college.

PAY PHILOSOPHY: 
Starting salaries for academic positions are based on a combination of education and experience. Initial placement is within the starting salary range. Further advancements are based on longevity and professional development. An additional annual stipend is offered for possession of an earned doctorate from an accredited institution.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
