Summary
Plans, conceptualizes, and produces multi-media programs supporting public information and access, special events, business, and academics.  Consults with and assists administrators, teachers and activities staff, and others to produce presentation quality videos and content.  

Distinguishing Career Features
The Multimedia Production Specialist is a journey-level technical position requiring specialized training in video all aspects of video production including, but not limited to conceptualizing and directing production of informational videos, and demonstrated understanding of multi-media production equipment such as computers, peripherals, and transmission devices.  

Essential Duties and Responsibilities
  • Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties:
  • Designs, conceptualizes, and coordinates production of informational and other videos. Produces videos for use in educational and current events functions.  Meets with staff to develop and discuss course, meeting, or conference objectives. Shoots and edits content to produce the video.  Coordinates and/or shoots and edits content to produce the video.
  • Performs a variety of technical duties supporting audio and video media production such as, but not limited to, pre-production planning and post-production editing and titling,  writing of scripts, dubbing of tape-to-tape or film, slide shows, and filmstrip programs recorded on tape.  Assures high technical quality of final product. 
  • Performs logistics functions for productions such as preparing cost estimates, designing and adjusting sets and lighting, and scheduling airtime.  
  • Coordinates and maintains backup tapes of classes, assuring alternative delivery options in case of technology problems. Programs automated video playback systems.  Assures records are maintained to verify the location of tapes, e.g., on-campus delivery, off-campus mailing, and location of tapes and other instructional materials. 
  • Performs repair and maintenance of electronic media equipment and systems, troubleshooting problems by using electronic test equipment, oscilloscopes, and other devices. 
  • Consults with and recommends options to faculty and staff for video enhanced teleconferencing.
  • May prepare slide shows for broadcast of instructional and non-instructional materials.
  • Prepares and distributes program, procedure, and participant materials and manuals, technical documentation describing equipment operation, room setup, and voice projection for areas such as, but not limited to distance learning and teleconferencing. 
  • Uploads content to departmental web pages.  Assists faculty with development of web pages that support distance learning and class broadcasting.  
  • Organizes the studio areas to assure compliance with safety standards and the security of equipment.  Performs preventive maintenance on equipment. 
  • May train and provide work guidance to student assistants.
  • May be required to layout, organize and facilitate production aspects of special events and conferences that occur on evenings and weekends.
  • Conducts periodic research of industry trends in broadcast technology, grant opportunities, computer-aided software, and operations of other distance learning entities. 
  • Utilizes computer software to design and prepare graphics for multimedia classroom presentations, incorporating print, video, photographic slides, digital camera images, and audio and to create, input, and enhance daily bulletin board information.  
  • Gathers and scans course materials for inclusion to distance learning programs.  Digitizes and downloads distance learning materials to a web site under the appropriate instructor's page and assists in establishing links to other sites, as requested by faculty.
  • Performs other duties as assigned that support the overall objective of the position.
 

Qualifications and Physical Demands

Knowledge and Skills
Requires technical knowledge of the principles and practices of design and coordination of broadcasting, and networking systems that support multi-media production.  Requires a working knowledge of television programming concepts, principles, methodology and techniques.  Requires basic knowledge of marketing and customer relations concepts.  Requires working knowledge of the use and repair of equipment used in media production.  Requires skill in editing, non-linear editing, and camera work.  Requires knowledge and skill in applying electronic systems, e.g. Windows-based computers and peripherals, to production. Requires creative, visualization editing and program development skills. Requires skill at planning and communicating program activity sequencing.   Requires sufficient math skill to read, summarize, and record detailed numbers and measurements.  Requires sufficient human relations skills to work collaboratively with faculty and staff, to explain technical concepts, and facilitate discussions with small groups.  

Abilities
Requires the ability to independently perform all of the duties of the position.  Must be able to design and produce computerized multimedia presentations and programming.  Must be able to operate all of the equipment related to multimedia production. Requires the ability to operate cameras, special effects generators, microphone systems, audio boards, and other specialized equipment common to live television studio broadcasting.  Must be able to determine methods of transmitting signals to and from remote areas.  Must be able to work with end users to determine specific program needs and creatively develop programs to meet those needs.  Must be able to plan and prioritize projects to meet required schedules and timelines.  Requires the specific ability to work with faculty, supporting their efforts to present information and materials over distance learning networks.  Must be able to work with peers in a team environment and with individuals beyond the department in a professional and technical manner.  Requires the ability to work in a studio environment subject to noise from equipment operation.  Requires the ability to work a schedule that is flexible and will conform to distance education class schedules, including split shifts and extended hours to resolve technical issues.

Physical Abilities
Incumbent must be able to work indoors in a studio/control room environment and/or outdoors, engaged in work of primarily a moderately active nature.  Requires the ability to maintain cardiovascular fitness to engage in moderately active physical labor such as carrying equipment to remote sites for shoots.  Requires the ability to use near and far vision to write, to read printed materials and computer screens, and to observe studio productions, including television monitors and camera view finders, often for lengthy periods of time.  Requires sufficient hearing and speech ability for ordinary and telephonic conversation and to hear and adjust quality of sound transmission.  Requires manual hand-eye-arm and finger dexterity to use a computer keyboard, pointing device, and specialized video production equipment.  Requires the ability to stand upright and forward flexing during remote shoots, lift (from overhead, waist and floor levels (50 lbs. max.), carry (50 lbs. max.), and move boxes of video tapes and other materials and equipment in the studio and remote sites.

Education and Experience
The position requires an Associate's degree in a media or communications field and 4 year of media production experience.  A Bachelor's degree is preferred and may substitute for some experience.

Licenses and Certificates
Requires the ability to obtain a valid driver license.  

Working Conditions
Work is performed indoors where some safety considerations exist from physical labor and handling of medium weight, yet, awkward materials.

Conditions of Employment

Ancillary funded, full time, 12 month per year classified position. The normal hours of work will be Monday through Friday, scheduled between the hours of 8:00 a.m. to 5:00 p.m. based on the needs of the department. The effective date of employment will be arranged with the supervisor.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
