Summary
Supports the District's recycling center operations by communicating its objectives and instructions to consumers, placing containers and other capacities at a centralized drop off and collection facility, overseeing other work-study student employees and participating in collection and classifying of recyclables, and reviewing and verifying daily receipts.
 
Distinguishing Career Features
The Recycling Center Assistant provides recycling program coordination in addition to routine operations and collection of recyclable refuse at a centralized collection station.  In addition to the position requiring a demonstrated ability to perform sustained physical labor and operate a specialized vehicle, it also requires the ability to be an advocate for recycling to meet environmental requirements and to assist with collection and verification of receipts.
 
Essential Duties and Responsibilities
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties: 

  • Explains the recycling program and works with individuals and businesses that participate in the recycling program to have problem-free transactions. 
  • Coordinates collections of recyclable refuse from trash receptacles located throughout the campus.  Hauls refuse to one or more central storage and compacting locations using a specialized motorized vehicle for accumulating refuse and forklift when needed. 
  • Collects and sorts recyclable materials to comply with recycling regulations and goals.  Trains work-study students and customers for proper separation of materials.  Sorts and process paper, glass, cardboard, newspapers, magazines, aluminum and scrap metal and loads trucks with such materials to deliver to market locations. 
  • Coordinates pickup of materials by contracted recyclers.  Documents distribution activity to includes material content and weights. 
  • Receives, organizes, and classifies electronic waste by type onto pallets for easy pickup and removal by vendors.  
  • Places recyclable refuse and recycling bins at various campus locations.  Orients site-based staff and custodians on recycling techniques and goals.  Consolidates recycle-eligible refuse for pick up by outside recycling organizations. 
  • Compacts refuse using a trash compactor.  Performs routine servicing on the compactor(s) such as, but not limited to, lubrication, tightening and adjusting of hoses and clamps, wheels, and general cleaning. 
  • Reconciles cash and replenishes cash registers of those taking in fees. Trains staff and oversees proper cash-handling procedures and balances cash drawers as assigned. 
  • Maintains the recycling center in clean and presentable order and performs routine maintenance on equipment and initiates work orders for major repairs to equipment, bins, and material handling machinery. 
  • Maintains trash receptacles and central storage/compacting locations in a clean, orderly and safe condition.  Replaces trash receptacles with liners.  Washes trash receptacles. 
  • Documents work activities, inspections, unanticipated occurrences, and may fill out MSD sheets. 
  • Ensures that caustic or hazardous materials are properly packaged and labeled. 
  • Maintains up-to-date knowledge of recycling regulations and commercial requirements. 
  • Performs other related duties as assigned to support the objective of the position.

Qualifications and Physical Demands

MINIMUM QUALIFICATIONS:
Knowledge and Skills:
The position requires working knowledge of refuse management and operation of specialized vehicles and equipment for collection, storage, and transportation.  Requires general knowledge of the methods, materials, tools, and equipment used in custodial service.  Requires general knowledge of recycling programs and processes including 'CalRecycle' which specifies receipt, handling, and off-loading of recyclables.  Requires basic knowledge of work hazards and safe work techniques, including lifting procedures. Requires some knowledge of chemical reactions and proper safety precautions for use.  Requires sufficient reading and writing ability to read work instructions and document work activity onto standardized forms.  Requires basic arithmetic to make measurements.  Requires sufficient human relations skills to exercise courtesy when dealing with others, convey policies, and train students on safe and compliant work routines.
 
 
Abilities:
Requires the ability to perform all essential duties of the position with general supervision.  Requires the ability to observe all safety precautions and procedures.  Requires the ability to operate and maintain assigned specialized equipment.  Requires the ability to use a computer for common office productivity and specialized programs for recycling. Requires the ability to perform custodial cleanup and routine maintenance tasks on equipment.  Requires the ability to follow oral and written directions and read MSD sheets.  Requires the ability to work independently and collaboratively.  Requires the ability to learn and apply District policies and procedures within a reasonable period of time.  Requires the ability to maintain cooperative and productive relationships with others.  Requires the ability to obtain a forklift certificate within a reasonable timeframe.

Education and Experience:
The position requires a High School diploma or GED and 2 years of custodial, refuse hauling or recycling experience. Or, any combination of education and experience which would provide the equivalent qualifications for the position.
 
Licenses and Certificates:
Requires a valid Class B driver license.  Requires the ability to get a forklift operator's certificate.

Physical Abilities:
Incumbent must be able to function effectively indoors and outdoors engaged in work of primarily an active nature.   Requires the ability to maintain cardiovascular fitness to engage in strenuous physical labor.  Requires near visual acuity to write, to read directions and to observe environmental conditions.  Requires sufficient hearing and speech for ordinary communication, to hear sound prompts from equipment, and to determine if the equipment is functioning properly.  Requires manual and finger dexterity to write and to clean and make minor repairs.  Requires the ability to lift (from overhead, waist and floor levels, max. 75 lbs.), carry (max. 75 lbs.), push, pull, bend, squat, reach (from low, level, and overhead), and twist and turn head and trunk to clean and to remove trash, move furniture and equipment.  Requires the ability to stand and walk for extended periods of time.

Working Conditions
Work is performed outdoors where safety considerations exist from physical labor and exposure to septic conditions.

Conditions of Employment

This is a regular, full-time, 12-months per year classified position. The normal hours of work will be 8:00 am to 5:00 pm, Thursday through Monday, with the flexibility to work mid-week, evenings and early mornings when necessary to meet the demands of the department.

Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
