Summary 
Plans, organizes, and administers a comprehensive temporary staffing program to ensure district-wide short-term/temporary staffing requirements and needs are fulfilled.
 
Distinguishing Career Features 
Staffing Coordinator provides temporary support solutions for managers and departments to operate at maximum efficiency during position vacancies, employee vacation periods, employee leaves of absence, and during other appropriate situations.  The Coast Temporary Employment Services (CTES) program is administered by District Human Resources. This position reports to the District Director and provides district-wide temporary staff solutions by developing and maintaining a pool of qualified, available applicants for short-term and special projects throughout the year.  The Staffing Coordinator will ensure that all temporary employee support solutions are in compliance with the provisions of applicable collective bargaining agreements, state and federal post-retirement employment restrictions, Affordable Care Act requirements, Labor Code, student enrollment requirements, Equal Employment Opportunity, and other state and federal laws governing public education temporary employment.
 
Essential Duties and Responsibilities 
 Incumbents typically perform a substantial portion or all of the following kinds of duties: 

  1. Develop effective methods of communicating CTES program objectives and services.
  2. Review, assess, and evaluate Divisions/Department's requests for temporary staffing.
  3. Assist Divisions/Departments in evaluating and planning their temporary staffing needs.
  4. Ongoing recruitment, selection, and maintenance of a qualified applicant pool for temporary assignments.
  5. Develop and oversee a district-wide, web-based job posting, onboarding, and time and attendance system for CTES.
  6. Develop reports, processes, and procedures for tracking temporary employees and ensuring compliance with Temporary Employment Services guidelines and restrictions.
  7. Develop skills assessments to verify qualifications for various occupational categories.
  8. Develop and maintain a sufficient applicant pool to meet the diverse temporary help needs of college and district departments throughout the year.
  9. Develop position/assignment descriptions and procedures.
  10. Develop a robust CTES webpage with information on temporary assignment procedures, hours and assignment restrictions, performance expectations, and pay.
  11. Develop an orientation program for CTES employees.
  12. Coordination and development of a student career connection program that identifies and provides temporary student work assignments that complement and reinforce the educational program or vocational goals of qualifying students.
  13. Develop and present workshops on resume writing, interviewing, and job search techniques to career connection students.
  14. Develop marketing campaigns for student career connections to college and district departments to promote interest and create work based learning opportunities for student placement; provide guidance, training, and support to students in career connection assignments.
  15. In the event of performance or personal conduct problems, liaison with Human Resources Employee Relations to take appropriate action, such as reassignment or termination from the CTES pool.
  16. Performs other duties as assigned that support the overall objective of the position.

Knowledge and Skills:
Operational characteristics, services, and activities of human resources administration and temporary employment restrictions in California public higher education; methods, terminology, practices, principles, and procedures used in temporary employment services; principles and practices of job development, evaluation, and skills assessment; compensation principles, practices, methods, and techniques; principles and practices of position and budget verification; principles and practices of employment documentation and personnel file management; pertinent federal, state, and local laws, codes, and regulations, California Education Code, and Title 5.
 
Abilities:
Develop and manage a comprehensive temporary employment services program; develop, coordinate, and oversee a student employment program; maintain an up-to-date temporary employment webpage; participate in the development and administration of goals, objectives, procedures, and assessments for assigned program; participate in the selection, recommendation, scheduling, onboarding, and evaluation of temporary employees; prepare and present comprehensive, concise and clear oral and written reports, records, and presentations; interpret and apply California Education Code, Title 5, federal, state, and local policies, laws, and regulations as it relates to temporary employment; demonstrate sensitivity to, and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of community college students and personnel, including those with physical or learning disabilities; demonstrate professionalism; establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience:
The position requires a Bachelor's degree in public administration, human resources, business administration or related field and three years of professional human resources experience, including one year in a lead or supervisory role. Or, any combination of education and experience which would provide the required equivalent qualifications for this position.
 
Licenses and Certificates:
May require a valid driver license.

Physical Abilities:
The position requires sufficient visual acuity to recognize printed materials.  Requires auditory ability to speak and hear in large and small group settings and carry on in-person and phone conversations. Requires hand-eye-arm coordination to retrieve work materials and use a personal computer keyboard.  Requires sufficient ambulatory ability to move to various work locations.  Requires the ability to attend meetings at multiple locations and at off-hours.

Working Conditions:
Work is performed indoors where minimal safety considerations exist.
 

Conditions of Employment

This is a regular, full-time, 12-month per year, classified management position. The normal hours of work are typically 8:00 a.m. to 5:00 p.m., Monday through Friday; with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
