OCC Title V:  STEM Academy Project 
To increase the number of Hispanic and other low-income students attaining degrees in the fields of science, technology, engineering, or mathematics, Orange Coast College proposes to implement three components:

  1. Strengthening the institution's commitment to inform, prepare, and track potential and current STEM students with a focus on the Hispanic community; 
  2. Strengthening student learning and services in STEM;
  3. Establishing teacher education services with a focus on future STEM teachers.
Overall, strategies include: early identification, preparation, and tracking of potential STEM students through a comprehensive pre-collegiate program; strategic mentoring, Supplemental Instruction (SI) in key math and science courses, dedicated counseling, and student research/internships opportunities; and establishing teacher education services that includes counseling and workshops on becoming a teacher with a focus on STEM teaching.
 
Sample key outcomes include:
  • increase the number of students earning an AS degree in STEM;
  • increase the number of students transferring in STEM;
  • increase the number of student declaring STEM;
  • increase success rates in key math/science courses;
  • increase student participation in research opportunities;
  • increase the number of students pursuing a teaching career with an emphasis on STEM.

Summary 
Oversees the primary functions of the day-to-day operations of the Science, Technology, Engineering, Math (STEM) Program. Plans and coordinates activities and function for the STEM grant-funded program. The Program Coordinator, STEM ensures the goals and objectives specified for the program are accomplished in accordance with established priorities, time limitations, funding limitations or other specifications related to the program. Program Coordinator, STEM will coordinate the logistics of major activities of the grant and perform multiple administrative tasks.  Administers leadership education, service learning, and community service program experiences, working closely with students, faculty, and staff to assemble, populate, and implement services.

Distinguishing Career Features
The Program Coordinator, STEM serves as a technical and procedural advisor as well as the program facilitator to enhance students' capabilities within the STEM Program, organizing and carrying out prescribed and pre-determined activities, and to support student success. recruitment.  The Program Coordinator, STEM works closely with faculty, administrators, managers, staff and students to provide effective STEM grant operations, participant outreach and support to the college student population.
 
Essential Duties and Responsibilities 
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties: 
  • Plans, organizes, coordinates, and oversees the daily operation of the STEM Program and grant activities and events. Develops efficient and thorough processes for implementation of STEM Program.
  • Works closely with the administrator in the STEM Program development, implementation, and management of the program requirements.
  • Oversees, prepares and maintains compilation and maintenance of statistical data and records related to STEM grant; prepares reports, records on program activities, progress status or other reports for management or outside agencies.
  • Collaborates with functional departments in the development, compilation, and distribution of promotional materials such as newsletters, brochures or flyers; coordinates process from development through printing and distribution.
  • Coordinates the logistics of grant activities, events, in-service trainings, and meetings to promote STEM Program awareness throughout the college and student population; maintains and coordinates schedules and calendar of events hosted or conducted by STEM Program.
  • Ensures compliance with District, state, and federal policies and procedures, applicable laws and regulations and generally accepted technical principles.
  • Maintains STEM Program budget expenditures; prepares reports as required by college and state. Provides updates to administrator and Director, Fiscal Services of concerns related to budget expenses or funding issues.
  • Interprets District and college policies and procedures pertaining to grant funding of special programs for student success.
  • Assists students in selection of career inventories for STEM career exploration and decision-making in concert with counselors and instructors to define educational pathways leading to completion of STEM career goals.
  • Prepares and delivers presentations to describe and publicize STEM Program, events, activities, and services; prepares and disseminates web-based and print publications, newsletters, correspondence, and other materials describing STEM Program, events, activities, and services.
  • Researches, compiles, and analyzes data for assessing program effectiveness and recommends change to encourage program growth and student satisfaction.
  • Serves as the STEM Program liaison serving on various college task forces, committees and workgroups to bring awareness of STEM Program throughout the college community.
  • Attends conferences and workshops relating to STEM program to generate new ideas, enhance students' experience, and support the mission and vision of the college.
  • Provides work direction and guidance for assigned staff and student workers to ensure student needs are met.
  • Performs other duties as assigned that support the overall objective of the position.

Requires a well-developed knowledge of the philosophy and practices of student learning outcomes and student success.  Requires a working knowledge of California State Education Code, federal and state laws and other applicable laws. Requires working knowledge of college programs, entrance requirements, and application procedures.  Requires a working knowledge of District policies and procedures governing grant-funded programs, student activities, governance, and conduct.  Requires knowledge of and skill at using personal computer-aided applications for office productivity, research, and preparation of communications materials.  Requires knowledge of modern office practices, procedures and equipment. Requires knowledge of population demographics focusing on characteristics and needs of students with diverse backgrounds.  Requires skill in writing professional communications, reports, and materials.  Requires well-developed human relations skill to convey policies, procedures, and instructions to others, to make presentations to small and large groups, contract in-service training, and to persuade students toward a course of action.

Requires the ability to establish effective work relationships with transfer universities and colleges as well as other student service departments and academic areas.

Education and Experience:
The position requires a Bachelor's degree in STEM discipline OR an Associate's degree in a STEM field and two (2) years of experience in a student program/services environment.  Or, any combination of education and experience that would meet the required qualifications.
 
Licenses and Certificates:
Requires a valid driver license.

Physical Abilities:
Requires sufficient ambulatory ability to move to various campus and off-site locations.  Requires hand-arm-eye coordination to operate a personal computer keyboard and to retrieve files and work materials.  Requires visual acuity to recognize words and numbers.  Requires auditory ability to carry on conversations and to project voice to small groups.

Working Conditions:
Work is performed indoors where minimal safety considerations exist.

Conditions of Employment

This is a temporary, categorically funded, full-time, 12-months per year classified position. The position will be renewed fiscally for up to 5 years.  The normal hours of work will be from 9:00 a.m. to 6:00 p.m., Monday through Thursday and 8:00 am to 5:00 pm on Friday.  This position may also be required to work on Saturdays to meet the needs of our students and college.  The effective date of employment will be arranged with the supervisor.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
