Summary 
Provides for the effective operation of a campus-based, dual-function child development program.   Works with staff, children, parents, ECE faculty and students to provide an integrated, child-centered curriculum, modeling state-of-the-art early childhood education practices, based on current theory and pedagogy, for staff and students. 
 
Distinguishing Career Features 
Early Childhood Education Lab School Manager provides leadership to a pre-school environment that also supports the College's academic program for ECE by offering a lab setting to college-level students pursuing a curriculum in child care and development.  The Early Childhood Education Lab School Manager requires credentials as a child development teacher and site supervisor as well as the ability to setup the lab to meet National Association for Education of Young Children (NAEYC) guidelines. 
 
Essential Duties and Responsibilities 
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties: 

  • Plans, develops, and implements the ECE Lab School philosophy, program elements, and methods to follow current pedagogy of the ECE department and licensing and NAEYC guidelines. 
  • Creates a child-centered, developmentally appropriate model preschool and child development program based on the needs of the children as a group, individual needs and interests reflecting the curriculum taught in the ECE program. 
  • Plans and implements developmentally appropriate content and approaches for children's learning in the ECE setting, emphasizing emergent and anti-bias curriculum, project approach, and methods for individualized programs.  
  • Develops classroom scenarios for students to learn the teaching methods that enhance children's engagement in activities and projects, critical thinking, and individual needs. 
  • Establishes standards for service delivery and instruction support.  Supervises, trains, and reviews/evaluates the performance of ECE staff, work study students, and other classroom personnel. 
  • Schedules and places students in the preschool lab settings and ensures that teaching staff model appropriate educational techniques.  Conducts individual and group discussions on methods, and daily field work session reviews. 
  • Develops proposals and administers approved budgets, recommends tuition rates, and organizes events to raise funds to support the School.  Orders and outreaches to community partners and funding sources to obtain classroom supplies.  
  • Plans, schedules, and holds parent-child orientations at the beginning of each semester. Develops agenda for a parent advisory/support teams and represents the ECE staff and provides regular reports of parent team activity at staff meetings. 
  • Ensures an assessment of each child's development is done by ECE Associates in order to develop and implement curriculum responding to the children as a group and to individual needs. 
  • Assures nutritious snacks that provide a maximum level of child participation by overseeing nutrition activities.  Posts menus for parent viewing.  
  • Assures compliance all licensing regulations and the safety of children by ensuring and practicing emergency preparedness, assessing facility conditions, and observing and reporting child abuse or neglect. 
  • Prepares performance evaluations, assessments, and participates in program reviews as required.  Participates in program reviews and resource requests and ensures that reports are submitted on a timely basis. 
  • Coordinates and participates in special events for the children and families, and for promoting the program, often occurring during evening and weekend times. 
  • Participates in and may oversee community outreach, recruiting and registration, fund raising and other special events.  Represents the College/District at external meetings. 
  • Performs other duties as assigned that support the overall objective of the position.

Qualifications and Physical Demands

MINIMUM QUALIFICATIONS:

Knowledge and Skills:
The position requires specialized knowledge of child development theory, principles, and practices and an understanding of the goals and objectives of a preschool program. Special knowledge is required in the emotional, physical, and cognitive and creative development, variations, and needs of children in a model preschool program.  Requires working knowledge of arithmetic, grammar, spelling, language and reading sufficient to stimulate children's learning activities or projects. Requires a working knowledge of curriculum planning concepts, including constructivist early childhood education, project based curriculum, emergent curriculum, anti-bias curriculum, and Reggio Emilia Approach. Requires knowledge of licensing requirements, funding, and contract terms governing child development centers.  Requires well-developed communication skills to interact with students, staff, children, faculty and parents, to conduct formal instruction of a small group, to resolve confrontation, and hold conferences.  Requires sufficient writing skills to document student and children's files.
 
Abilities:
Ability to perform the essential responsibilities and work tasks of the position.  Requires the ability to integrate a variety of activities that assure a smooth functioning Child Development Center.  Requires the ability to develop a daily schedule which provides children indoor and outdoor time, large and small muscle activities, quiet and active times, options for activities in large and small groups, in pairs or individually, limited teacher directed large group activities and an emphasis on child-initiated activities.  Requires the ability to understand the needs and differences of children and to reach and motivate them. Requires the ability to establish and maintain positive relationships with families and parents on a continuous basis. Requires the ability to balance emotional support and discipline to deal with behavior problems.  Requires the ability to observe, categorize, evaluate, and critique children's performance.  Requires the ability to work with college staff, students and parents demonstrating the use of active listening and conflict resolution skills, professional judgment, and knowledge of community and college resources.  Requires the ability to comply with State guidelines.
  
Education and Experience:
The position requires a Bachelors degree in child development, early childhood education, human development, or related field including six credit units of program administration and two units in adult supervision along with five years of teaching experience in a child care and development program, with one year in a supervisory capacity.
 
Licenses and Certificates:
May require a valid driver license.  Requires possession of California Children's Center Supervision Permit.   Possession of a valid pediatric first aid and CPR certificates, or the ability obtain certificates.  
 
Physical Abilities:
Requires normal hearing and speaking skills to communicate with staff, students, parents, and children.  Requires visual acuity to read numbers and words and maintain sight of children at all times.  Requires the ability to stand and walk for extended periods of time (greater than 2 hours), to lift light to medium weight objects on an occasional basis (10-40 lbs.), to move rapidly from a sitting position, and to push or pull medium weight objects.

Working Conditions
Work is performed indoors and outdoors where minimal yet some safety considerations exist due to the active nature of work.

Conditions of Employment

This is a full time, 11 month per year position. The normal hours of work are Monday through Friday 8:00am to 5:00pm.  The effective date of employment will be arranged with the supervisor.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
