Departmental Overview
The College of Engineering at UC Berkeley is recognized for its educational and research excellence, consistently ranking among the top three Engineering colleges in the United States. With more than 230 regular faculty members, 1,940 graduate students and 3,250 undergraduate students located in seven academic departments, Engineering is the second largest college on the Berkeley campus. Operating expenditures for the College are close to $200 million annually.

The Department of Electrical Engineering and Computer Sciences (EECS) in the College of Engineering is the largest department on the Berkeley campus consisting of over 130 faculty, adjunct, active emeriti and PIR appointments, 3,000+ undergraduates both in the College of Engineering and Letters and Science, 650+ graduate students, and 60+ staff members. EECS programs are consistently ranked in the top three by many measures, including U.S. News & World Report's national and global ranking. Annual operating budget not including research expenditures for EECS is about $33 million.

The Department is actively engaged in teaching and research in the disciplines of Artificial Intelligence, Computational Biology, Databases, Graphics, Hardware / Architecture, Human-Computer Interaction, Operating Systems / Networking, Programming Systems / Software, Scientific Computing, Theory, Vision (in Computer Science) as well as Biosystems, Communication/Networking, Communications/Physical Layer, Control, Design, Modeling, and Analysis, Electromagnetics/Antennas, Integrated Circuits, Optics, Physical Electronics Devices, Physical Electronics/MEMS, Optoelectronics, Energy, Robotics, Signal Processing for Image & Video, Signal Processing for Speech & Audio (in Electrical Engineering). Computer Science operates research and instructional laboratories in Soda Hall and Sutardja Dai Hall, and Electrical Engineering operates like facilities in Cory Hall and Sutardja Dai Hall. EECS also has a significant technical staff support structure to provide support for research and instructional laboratories and fabrication facilities.

The Academic HR Analyst reports directly the Senior Academic Personnel Manager for the EE Division. The position provides critical support in academic personnel matters including analysis and implementation of various phases of academic advancements and recruitment for EECS as well as coordinating and developing our program for EECS academic visitors, including Visiting Research Scholars and Postdoctoral Fellows. It also provides office management and guidance to the academic instructional support group members.

This position involves recommending, developing, implementing, administering, coordinating, and/or evaluating Academic Human Resources policies, labor contracts, statutes, programs, and procedures covering one or more of the following: academic recruitment, appointment, and advancement; compensation and salary administration; faculty welfare programs; visa procurement; benefits; payroll; training and development; faculty misconduct; and faculty equity.

Responsibilities
25% Academic Personnel Case Management (Academic Senate and Non-Senate ):
*Administers EE faculty academic personnel cases.
*Prepares and reviews candidate summary information for faculty advancement cases using APBears, working closely with Senior Academic Personnel Analyst and faculty members.
*Assesses and summarizes data and comments from course/teaching evaluations for faculty personnel cases.
*Oversees coordination and reporting of outside professional and additional teaching commitments for faculty using the OATS system. Advises faculty on reporting outside professional activities requirements per APM guidelines.
*Oversees the production of online course evaluations for all courses offered by the department (EE and CS divisions).
*Coordinates all actions with the College, HKN, Academic Personnel Analysts, and Schedulers to ensure that course offerings are accurately reported each semester with highest possible results for faculty merit and promotion and review, and also for courses that require outcomes assessed by students for accreditation reviews.

25% Recruitment Administration:
*Oversees EE faculty recruitment and special seminar activities involving high profile academic and industry members and partners.
*Works closely with the faculty search committee members and Sr. Academic Personnel Analyst to provide high-level data/report analysis.
*Handles sensitive and complex recruitment and hiring issues and researches/proposes workable resolutions to bring positive outcomes to important recruitment matters.
*Coordinates EE faculty recruitment data, reporting and analysis via APRecruit system in compliance with academic personnel policies and guidelines.

15% Visiting Scholar and Postdoctoral Fellow Program:
*Oversees the EECS Visiting Scholar and Postdoctoral Fellow Program. Develops and recommends improvements to the visitor intake process and workflow.
*Provides initial guidance to staff, visitors and host faculty members on visa needs and requirements and coordinate documentation logistics with ERSO about visa processing. Interprets policies and guidelines related to visa application process appropriately and work closely with ERSO to work out resolutions as needed.
*Oversees records of all approved visitor appointments. Corresponds with various Academic HR offices to confirm appointments.
*Provides metrics and analysis of the program.

15% Management of Front Office Staff and Process Improvement/Implementation:
*Provides day to day training and direction to staff member(s) and student assistants in main Cory office.
*Develops performance evaluations and manages Caltime accounts for Instructional Course Support staff.
*Trains student workers in new tasks as needed. Serves as their contact when they need to make schedule changes or if they have some difficulty.
*Analyzes processes undertaken on a routine basis and provides suggestions for increased efficiency to Managers and Chairs. With projects approved, sees improvements through a pilot phase and then implements change and provides documentation and cross-training, as needed.

10% Preparation and Submission of UCPath Academic Personnel Actions for EE Faculty:
*Prepares all UCPath HR and payroll actions for EE faculty, including hire, termination, advancement, and leave actions.
*Attends all required training and update sessions for UCPath, as well as skill building sessions as needed.

10% Oversight of Instructional/Course Support Administration (through subordinate staff and work-study students):
*Provides leadership and oversight on all instructional course support group functions.
*Provides guidance to the course support group on resolving and troubleshooting issues and problems related to course copying services.
*Arranges back up to CS Instructional Support.

Required Qualifications
*Analytical skills to conduct analysis and develop recommendations to Chairs/unit management.
*Demonstrated organization, problem solving and communication skills.
*Knowledge of campus, college and departmental formal and informal policies and procedures and understanding of variances to stated policies.
*Knowledge of Human Resources Management System/UCPath and other related business software programs and system preferred.
*Knowledge of unit academic culture and educational goals of discipline(s) served preferred.

Preferred Qualifications
*Bachelors degree in related area and/or equivalent experience/training.
