Counsel's department managers and supervisors. Provides support to departments in administering policies and programs to ensure early and/or on-time return-to-work dates.
  • Initiate early communication with injured employees and their supervisors.
  • Maintain effective communications throughout the recovery period in order to coordinate services among healthcare practitioners, workplace managers, and claims administrators
  • Facilitate, monitor, and support injured employees performing regular, modified, and transitional or alternative work during recovery with focus on restoring, improving, maintaining and/or preventing deterioration of functioning in all life activities, including employment at the earliest appropriate time consistent with an individual's strengths, abilities, capabilities, and limitations.
  • Work with supervisors to adjust workplace accommodations within the scope of return-to-work programs.
  • Ensure all Physical, Environmental and Mental Demand (PEM) forms are kept up-to-date.
  • Educate department heads on the value of a successful RTW program and recommended best practices that will improve their trends and experience.
  • Provide departmental training, which will be customized to meet the specific departmental needs.
  • Training topics for management, supervisors and employees will include: fundamentals of Workers Compensation, Disability Management Services (DMS), the Return-to-Work process, rights & responsibilities, and the relationship between RTW and ADA & FMLA.
  • Provide ongoing RTW support while maintaining a positive business relationship with departments by providing timely and effective customer service.
  • Mentor departments and explore RTW opportunities by providing suggestions of potential modified jobs within their industry.
  • Act as a liaison between medical providers, departments, and employees to interpret restrictions.
  • Maintain ongoing communication with the department throughout the RTW process to insure successful closure.
  • Trains communicates and sets follow-ups with department to complete injury reports in a timely manner through the University EFR system.

Counsel's employees concerning sensitive and difficult to resolve work-related problems. Provides management and employee support for medical separation process.
  • Identify the functions that are critical to the job and that the employee must be able to perform with or without an accommodation.
  • Obtain an assessment of the worker's capabilities from his or her treating physician. Actively works with physicians to clarify medical restrictions, limitations and their impact on work functionality.
  • Research available accommodations and review the options together.
  • If the worker cannot return to his or her regular job with or without an accommodation, offer an alternative in coordination with the department. Ensures proper documentation outlining process is appropriate.
  • Keep in touch with the worker after he or she returns to work to offer support. Adjust accommodations as the worker improves.

Prioritizes work assignments, conducts complex RTW trends analyses and develops resulting recommendations.
  • Analyze RTW data to identify and develop claim trends.
  • Produce statistical and analytical reports, charts and graphs that provide a visual representation of claim trends.
  • Track and report all RTW cost-savings related to temporary and permanent disability.
  • Provide clients with recommended best practices that will improve RTW trends and experience.
  • Monthly and year to date tracking of receipt of job descriptions, successful RTW claims, department meetings, department contacts, number of cases referred.
  • Track and report to management on open claims with significant reserves.
  • Document RTW Actions in University systems.
  • Keep management informed by submitting activity and results reports, such as monthly and annual reports.

Works with SA Division on complex RTW and workers' compensation liaison programs to assist in meeting business objectives.
  • Performs or directs outreach and communication to division personnel.
  • Development and delivery of an annual Risk Improvement Action Plan (RIAP).
  • Provide ongoing RTW training for new employees.
  • Monitors compliance with insurance requirements and campus policy.
  • Coordinate efforts with Environmental Health and Safety (EH&S), Divisional Safety Officer (DSO), Disability Management Services (DMS), Human Resources (HR), Union, and other University departments or partners.
  • Publicize using the Office of Ethics Risk and Compliance Services (OERCS) Whistleblower Hot Line, or other systems, as an anonymous method to report suspected Workers' Compensation abuse.
  • Relay any reports of suspected Workers' Compensation abuse or fraud to the FS Director (or designee)."
  • Maintains knowledge/expertise on existing/proposed changes in all regulations; interprets and applies relevant laws, regulations, codes and standards, including making recommendations for work environment changes based on interpretations and principles of professional practices.
  • With complete confidentiality, advises all levels of managers, supervisors, and employees in developing job descriptions, resolving benefits issues, and providing guidance on compensation programs, personnel policies and procedures.

Required Qualifications
  • 2+ years of experience in Worker's Compensation & Risk Management.
  • At least 1 year of prior claims handling experience.
  • Experience managing RTW programs for unionized staff across multiple contracts
  • Strong understanding of workers' compensation laws and regulations.
  • Considerable exposure to medical conditions and terminology; knowledge of impact of medical conditions on work functioning, job task analysis and worksite accommodations.
  • Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Is skilled in communicating clearly and effectively verbally and in writing.
  • Demonstrates skill in prioritizing competing work assignments, employing political acumen and integrating information to determine appropriate courses of action and their implications.
  • Possesses strong analytical, active listening and critical thinking skills.
  • Demonstrated ability to handle very difficult or volatile situations/individuals effectively.

  • Bachelors degree in related area and/or equivalent experience/training

Preferred Qualifications
  • Has thorough knowledge of campus policies and procedures; knowledge of functional area and understands how work may affect other areas.
  • Has thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.
  • Knows UC Berkeley's Human Resources Management System (HRMS) and other related business software programs and systems
  • Strong working knowledge of CA Worker Compensation Insurance.

Salary & Benefits
Annual salary is commensurate with experience. Hiring range will be $60,000.00-$70,000.00
