Departmental Overview

UC Berkeley Extension is the continuing education branch of the University of California, Berkeley. Extension offers more than 2,000 courses per year in a variety of subjects both online and in the classroom. Extension's administrative departments and units include student records (transcripts), registration, scheduling, international student services, facilities, financial services, and the cashier's office. In addition to the main Berkeley center, it has responsibility for the maintenance and operation of regional centers in San Francisco (Spear Street), and Belmont and other leased facilities in the San Francisco Bay Area.


In collaboration with departments across UC Berkeley and UC Berkeley Extension, continuously develops, directs and administers new forms of academic programs, including collaborative programs, study pathways with domestic and international partners, and custom programs with complete administrative and programmatic responsibility during the implementation phase of the programs.

New Program Development, Academic Quality, & Portfolio Management:
  • Ensures that the department continually assesses opportunities within the Global K-12 market for new certificates, courses and curricula; develops and implements innovative curricula to anticipate client needs updates, refines or phases out curricula as needed.
  • Ensures that the offerings of the department and recruitment of instructors are consistent with Berkeley quality and campus strengths and heeds economic and industry trends.

Strategic Planning:
  • In consultation with the Dean, develops an annual strategic plan for the department.
  • Converts the annual strategic plan into achievable activities for the department, ensuring financial viability and profitability of programs.
  • Ensures that the department achieves long-term strategic planning goals.
  • Provides insights and actionable strategy proposals to innovate the academic program offering to the Dean's Leadership Team.
  • Facilitates efforts of various departments, managers and outside constituencies to ensure interdisciplinary collaboration. Leads regular meetings with relevant parties across departments to coordinate internal and external program collaborations leading to the development of innovative, interdisciplinary programs.

Campus and External Relations:
  • Establishes, builds and maintains excellent relations with UC Berkeley campus departments, potential partner universities, K-12 schools, corporations, and other entities.
  • Networks and collaborates with appropriate individuals on the campus as well as individuals, organizations, corporations and businesses outside the university who have knowledge appropriate to the successful offering of the department's programs and who are possible candidates for instructors, advisory committees or custom contract training, and other potential partnerships.
  • Forms advisory committees to assess evolving professional development needs and to ensure that program content, curricula, and instructor recruitment reflect UC Berkeley quality and industry trends.
  • Conducts and/or attends regular student and instructor meetings, and information sessions, and solicits feedback to resolve problems and improve curricula and delivery of courses.
  • Identifies and pursues funding opportunities and revenue streams based on knowledge of the market.
  • Creates academically enriching programs in collaboration with advanced higher education institutions, K-12 schools, and corporations domestically and internationally.
  • Develops and implements a partnership development strategy to generate a growing number of sustainable streams of incoming students.

Marketing Planning:
  • Collaborates with the Communication and Marketing Services department to conduct market research, develop new markets, determine effective marketing strategies for the programs, and to create innovative promotional materials, websites, and tools.
  • Ensures that members of the department work with the Communication and Marketing Services department to promote the offerings of the department in the most effective way within the constraints of available funds.
  • Assists in developing research, participates in professional and international conferences and provides public relations support.
  • Directs the financial planning, budgeting and accounting processes of Global K-12 Programs to support financial infrastructure of program.

Financial Management:
  • Develops and monitors the annual budget and oversees the financial management and growth of department portfolios in a fully self-supporting environment.
  • Oversees assigned portfolios to ensure that they are meeting or exceeding financial targets.
  • Implements a process that ensures that individual course budgets are realistic and that courses are not repeatedly offered after having been cancelled or had a low enrollment.
  • Prepares the department budget, monitors it, and makes appropriate adjustments during the year.
  • Consults with the Chief Operations Officer of Extension and the Budget and Financial Services Department to assess risk and feasibility of contracts and to develop contracts within UC guidelines.
  • Manages financial and HR resources for Global K-12 Programs and new program creations.

Personnel Management:
  • In consultation with the Dean, oversees all hiring related matters for the department.
  • Determines, and is responsible for the organizational structure of the department.
  • Regularly consults the Human Resources Business Partner and the Dean on issues related to personnel management.
  • Motivates and leads staff, creates a positive collaborative culture, presents clear and honest communications, demonstrates respect and follow through on commitments, and models one Extension behavior. Leads by example and recognizes staff achievements in support of organizational goals
  • Provides leadership and direction for department members in the area of professional development.
  • Assesses the academic effectiveness of existing programs across UC Berkeley Extension, new program creations and Global K-12 Programs, and recommends changes to program's content, policies and procedures accordingly.
  • Collects intelligence on university admissions and student trends domestically and internationally, develops and implements course and program review processes with Department Heads and Program Directors to continuously improve academic design of existing programs.

Administrative Effectiveness, Collaboration & Committees:
  • Manages and oversees the program's day-to-day activities.
  • Collaborates with other internal academic and administrative departments to develop interdisciplinary programming and to streamline operations.
  • Ensures that the department follows effective, streamlined procedures and administrative guidelines.
  • Ensures that members of the department work cooperatively with members of other academic and administrative departments within Extension.
  • Supports a culture of one Extension, fosters cross-departmental program development, and works to collaboratively resolve problems with other departments as they arise.
  • Serves on appropriate Extension committees including the Academic Policy Committee (APC), and others as appropriate.
  • May designate members of his/her department to serve on other Extension committees as needed.

Required Qualifications
  • Academic background and experience in relevant disciplines which are offered at UC Berkeley Extension.
  • Advanced knowledge of administrative, budgetary, human resources and financial principles and practices.
  • Advanced oral and written communication skills in English and at least one of the following languages: Arabic, Chinese, French, German, Hindi, Spanish, or Japanese.
  • Advanced intercultural communication skills to effectively direct intercultural teams as well as manage the relations with international students and life-long learners, parents, agents and representatives of institutional or corporate partners.
  • Commitment to exceptional customer service to all constituencies (e.g., students, instructors, staff, and alumni, and partners/clients).
  • Advanced ability to think creatively and independently on concepts requiring advanced analytical skills.
  • Advanced interpersonal skills and ability to work with diverse groups to achieve results.
  • Advanced ability to work collaboratively with internal and external peers and managers.
  • Advanced experience in curriculum design and implementation in higher education, ideally in continuous education, and/or international K-12 education.
  • Advanced experience in program assessment, development, implementation, management, training or instruction.
  • Experience in directing a portfolio of programs from various different disciplines.
  • Experience in scientific research and teaching at higher education level.
  • Experience in outreach to academic departments, professional associations, and/or corporations and in developing organizational collaborations.
  • Experience with work environments in international higher education institutions and knowledge of their organizational structure and processes.
  • Advanced experience in academic partnership development in at least one of the following key regions: China, East Asia, Europe, South Asia, or the Middle-East
  • Thorough knowledge of international higher education systems and issues of concern with respect to developments in global economies and geopolitics.
  • Thorough knowledge of international academic standards and experience with their implementation in higher education institutions.
  • Experience in change management within higher education institutions.
  • Knowledge of supervisory and personnel management policies and practices. Demonstrated ability and skills to effectively lead, supervise, manage, motivate, and influence subordinate staff and others.
  • Ability to organize staff structures and work processes within the context of achieving the strategic goals of the department and the organization.
  • Ability to manage multiple projects with competing priorities and deadlines.
  • Thorough written, verbal and interpersonal communications, tact and political acumen to effectively represent the campus and interact with representatives and leaders of higher education institutions and corporations.
  • Ideal candidate will be a self-starter, with a strong entrepreneurial spirit.
  • Thorough research, analytical and critical thinking skills, including sound judgment and decision-making skills; ability to correctly identify real and potential problems, advise colleagues as needed, and propose effective strategic resolutions.
  • Skill in agile project management, including event planning and meeting deadlines.
  • Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume, intercultural and international environment.

  • Terminal degree, e.g., Ph.D., in a related field and/or equivalent experience/training.
  • Advanced degree in related area and/or equivalent experience/training.

Salary & Benefits

This is an exempt, monthly paid position. Annual salary is commensurate with experience.
