Departmental Overview

The Office of the Vice Chancellor for Research (VCRO) has overall responsibility for supporting Berkeley's research enterprise, and exercises primary leadership in research policy, planning, and administration. It aims to ensure Berkeley's position among leading universities by sustaining a research environment that encourages creativity, collaboration, and community. To accomplish this, the VCRO fosters multidisciplinary programs, support services, and infrastructure. The Financial Services Analyst 3 will be assigned duties involving the processing and servicing of a variety of operational and financial transactions and services including support for project-based activities.

Responsibilities
  • Responsible for providing analyses for complex budgetary, financial, and resource projects and reimbursements, often dealing directly with department managers. Recommends changes to policies and establishes procedures that affect functional area. Interprets related policies and advises division units and campus departments accordingly. Ensures compliance with federal and state requirements; stays current with policy updates and changes. Identifies consistent problem areas and policy exceptions. Interacts with different campus audiences to resolve varying cases.
  • Responsible for the review and approval of travel and entertainment reimbursements, for division units and the VCR immediate office. Applies knowledge of policy and procedures, i.e. functions as subject matter expert, on all cases and applicable unit interaction. Develops and implements financial transaction processes and procedures.
  • Audits procurement cases, internal records and processes to ensure compliance with all campus, university, state and federal policies.
  • Trains division staff on campus systems, processes and procedures on a regular and as-needed basis.
  • Provides customer service, consultation and case resolution to division.


Required Qualifications
  • Bachelors degree in related area and/or equivalent experience/training
  • Thorough knowledge of financial processes, policies and procedures, particularly related to travel and entertainment.
  • Knowledge of financial data management and reporting systems.
  • Must be proficient in use of Microsoft Office and common desktop/web applications.
  • Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, ability to multi-task in a high volume environment, organizational skills, effective verbal and written communication skills, sound judgment and decision-making; ability to develop original ideas to solve problems.
  • Leadership skills to provide guidance, coaching and mentoring to professional and support staff.
