Departmental Overview
Berkeley Regional Services (BRS) is comprised of six (6) Regions which provide services to specific "groupings/clusters" of schools, colleges, and organized research units (5 academic, 1 all other). This regional approach to providing administrative services is intended to improve service quality by re-establishing personal connections and to develop more local expertise.

Chemistry and Mathematical and Physical Sciences (ChaMPS) is a service region within Berkeley Regional Services, within the division of Vice Chancellor for Administration, providing reliable, high-quality integrative administrative support to faculty, academics, staff, student employees, and retirees in support of the UC Berkeley mission of teaching, research, and public service.

ChaMPS provides services in the areas of Business and Financial Services, Human Resources/ Academic Personnel Support and Research Administration (pre-award and post-award administration) for the College of Chemistry, the Division of Mathematical and Physical Sciences in the College of Letters & Science, Space Science Laboratory, and several other ORUs.

  • Mentors, trains and provides guidance to Junior research administrators.
  • Participates in the selection and development of staff to help ensure the efficient operation of the function.
  • Trains staff and helps to create an effective teamwork environment.
  • Advises, mentors and trains staff in carrying out their responsibilities.
  • Functions as a resource to advise staff on challenges such as researching complex research administration issues and escalating problems/concerns to Contracts and Grants Manager.
  • Assists the organization as needed with planning, establishment and monitoring of fiscal budget control of contracts and grants administration, submissions, budgets, support documents, gifts, endowments and privately funded projects for faculty research programs within their unit with the other team leads and Contracts and Grants Manager.
  • Recommends designs for the development and revision of operating procedures, polices and guidelines.
  • Participates in the development and monitoring of policies and procedures for department or department operations.
  • Administratively prepares and reviews complex grant or contract proposals and budgets, obtains/verifies necessary compliance approvals.
  • Provides guidance and counsel on research administration matters to principal investigators, departmental administrators and less experienced department staff.
  • Performs budget development, and proposal preparation.
  • Keeps abreast of relevant changes in University and sponsoring agencies' guideline by attending training seminars, monitoring listservs, and University and sponsoring agencies' websites.
  • Assists in keeping team members updated on all relevant changes.
  • Assists with establishing and achieving annual learning objectives for skill-building and professional development.
  • Learning opportunities may include self-directed activities (such as recommended reading or participation in online courses) and/or programs, courses and activities assigned by the incumbent's supervisor.
  • Assists in support of audit as directed by senior staff.
  • Performs other duties as assigned.

Required Qualifications
  • Leadership abilities to oversee multiple functions, including review and approval of work.
  • Enthusiastic leader with the ability to motivate others to complete unit goals.
  • Requires extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
  • Full facility with Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
  • Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies.
  • Extensive knowledge in research pre-award administration, proposal preparation/submission processes; institutions of higher education fiscal policies/procedures and with the internal financial systems.
  • Experience in managing financial accounts and funds, including cost projections and budgeting, ability to perform mid-level financial analysis and basic customized reporting; ability to manage high volume and complex transactions.
  • Experienced with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.
  • Requires independent judgment and strong organization and communication skills and customer service focus.
  • Ability to communicate clearly verbally and in writing to multiple constituencies.
  • Advanced skills using Microsoft Office and common desktop/web applications.
  • Service orientation, strong management skills, leadership, sound judgment and decision making, critical thinking and creative problem solving.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
  • Skills in establishing and implementing customer service standards.
  • Demonstrated experience managing a critical function in a complex environment.
  • Ability to produce original thinking, entailing innovative application of policy, situational solutions, and

applicable financial and budgetary principles.
  • Technical and computing skills sufficient to independently: produce complex financial reports, projections

and graphics; and extract and present data from a multitude of written and/or on-line sources.
  • Experience using an on-line budgetary and financial system.
  • Advanced competence in the use of spreadsheet and database in financial analysis, fiscal management and financial reports.
  • Working knowledge and experience with campus contract and grant policies, and extramural funding requirements.
  • Superior written and verbal communications skills and ability to communicate complex ideas.
  • Demonstrated ability to compose grant proposals and reports, and to articulate ideas, thoughts, and information with funding agencies' representatives.
  • Advanced knowledge of OMB circulars such as A-21, A110, A-133, Federal Acquisition Regulations, and principles of cost accounting standards, including allowability, allocability, and reasonableness.

Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $80,000.00 - $88,000.00.
