Departmental Overview

The Executive Vice Chancellor and Provost (EVCP) works in close partnership with the Chancellor, playing a critical role in developing and implementing her vision and priorities for the campus. As the chief academic officer, the EVCP has responsibility for the planning, development, implementation, assessment, and improvement of all academic programs, policies, and supporting infrastructure.

The Office of the EVCP is hiring a Project Policy Analyst 5 (PPA5) to support several critical functions with campus-wide impact. The ideal candidate will be detail-oriented with highly developed project management skills; have deep knowledge of the culture, organization, and inner workings of the University of California's academic enterprise; and possess superior political acumen.

This is a highly confidential position that requires the ability to manage sensitive issues, projects and processes, to build trust, and to communicate with diplomacy and tact. Reporting to the Chief of Staff (COS) to the EVCP, the PPA5 will bring the organizational acumen and hands-on skills to support executive searches and projects/programs run out of the EVCP office, expertise in personnel matters, and experience interpreting and advising on institutional policies. The Project/Policy Analyst provides comprehensive analytical support to the COS and the EVCP, and directly advises vice provosts, deans, and directors on a broad range of administrative and academic matters.


SMG and Senior Academic Leadership Support

  • Executive Searches - Working with or on behalf of the COS, serve as the campus's key contact and coordinator for SMG and vice provost searches, working with outside search firms when appropriate. Provide additional dean search support to the Vice Provost for the Faculty office as needed.
  • Dean Onboarding & Leadership Development - Manage annual performance review process for deans, vice provosts, and SMG members. In support of EVCP leadership development initiatives, work with COS to manage elements of dean orientation and onboarding programs, 360 assessments, mentorship program, and executive coaching program.
  • Senior Management Group (SMG) Support - Working closely with the Chief of Staff (COS), prepare requests for Presidential and/or Regental approval for personnel actions involving SMG members. Members of this group represent the highest-level senior administrators on campus. Develop and maintain excellent working relationships and communication networks with relevant offices and staff at the Office of the President. Develop expert knowledge in all policies regarding the SMG population. Research and provide recommendations and advice for multiple areas regarding SMG members, including reporting and compliance functions. Act with utmost tact, diplomacy, political acumen and sensitivity.

Project and Program Management

  • Provide high level analysis and project/program management for EVCP priorities such as EVCP-supported student- and staff-led projects (e.g., student computing device project, common solutions initiative), equity and inclusion initiatives, etc.
  • Serve as a representative and/or project team member on EVCP-, Vice Chancellor-, and Vice Provost-sponsored projects and/or campus-wide committees as an EVCP immediate office representative.
  • Support Chief of Staff and Senior Advisor in preparing briefing material, talking points, and/or communications for the EVCP, generating content and coordinating campus input.

Control Unit HR Administration for EVCP Division

  • Using expert knowledge of staff classification system, work with schools/colleges/divisions on classifying and recruiting higher-level staff and serve as an advisor to units regarding organizational structure and staffing levels. Serve as an advocate/liaison with central HR units on questions of classification and compensation. In partnership with the central HR compensation unit, provide analysis to the EVCP for exceptional salary requests. Analyze, predict, and advise constituencies regarding direction in the absence of clear external and internal practices.
  • Serve as the EVCP representative to the Control Unit Administrator (CUA) group. Serve as liaison between EVCP reporting units and central HR campus units when need be. Stay abreast of emerging concerns and problems, and work to resolve them. Maintain expert knowledge of all applicable HR policies, and recommend solutions and implementation strategies. Represent EVCP on strike coordination/communication, the Disability Accommodation Review Team (DART), and the Clery Act Compliance Committee.
  • Assist the COS with implementing HR actions within the EVCP unit, as requested.

Policy Development & Expertise

  • Provide leadership, guidance, education, and policy development to the campus and represent the campus to external agencies. Participate with high-level management in strategic thinking and planning in policy domain. Develop proposals and recommendations to guide and support strategic direction for the organization. Propose, lead, and/or participate on policy and planning committees and working groups.
  • Serve as EVCP representative on Compliance & Enterprise Risk Committee (CERC), the CERC policy sub-group, and other policy and campus-wide committees as requested.

Executive Team Support

  • Handle sensitive ad-hoc situations as assigned.
  • Support the Chief Administrative Officers group (as member).

Required Qualifications

  • Advanced analytical/problem-solving skills.
  • Advanced communication and interpersonal skills to communicate with and influence all levels of staff, both verbally and in writing.
  • Advanced skills in all levels of project management.
  • Ability to multi-task with demanding timeframes.
  • Ability to use discretion and maintain all confidentiality.
  • Experience working in an academic environment.
  • Expert knowledge of campus processes, protocols and procedures and external regulatory requirements in policy domain.
  • Intermediate to advanced knowledge of common campus-specific computer applications.
  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications

  • Knowledge and experiences of personnel policies pertaining to academic/research

personnel, staff, and senior managers.
  • A strong track record and expert ability in maintaining relationships with a diverse campus

population, including faculty, students, and staff.
  • Experience working in the planning, development, recommendation, implementation, and assessment of institutional policies.
