Departmental Overview

The UC Berkeley School of Public Health was founded in 1943; during 2018 we celebrated our 75th anniversary. We are fueled by a deep commitment to social and environmental justice, scientific inquiry and discovery, and community-engaged public health action. The School's mission is to improve population health, especially for the most vulnerable. We do this by preparing the next generation of diverse public health scholars, practitioners, and leaders through preeminent educational programs; transformational research that sheds new light on the public health threats and opportunities of today and tomorrow; and by translating new discoveries into practice through partnerships that address the critical health needs and inequities in our diverse communities. The School is a world-renowned institution and widely regarded as the birthplace of social epidemiology and community-based participatory research. Our research broadly focuses on the interaction of biological, behavioral, and environmental determinants of human health. In 2018-19, the School enrolled 720 graduate students across MPH, MS, MA, PhD, and DrPH degree offerings, with both residential and online programs, as well as educating 440 undergraduate students through an upper-division public health major.

The Division of Epidemiology & Biostatistics is one of the critical components of the School of Public Health. The work of managing the Epidemiology programs (PhD, MS, 11mo MPH, Gilead Fellows) Epi-Bio (2yr MPH, 4+1 MPH, MCP/MPH, MJ/MPH) is becoming more complex as newer programs are added. Biostatistics has advanced academic degree programs (PhD and MA). As a result, this position encompasses a wide range of student services duties and responsibilities. The incumbent provides assistance to the Division Head, faculty, and students in academic advising; curriculum development and support; recruitment and outreach to prospective students, including underrepresented groups; admissions; financial aid; the evaluation and awarding of fellowships and block grant funds from School or University resources; analysis and advising regarding course selection and scheduling to meet student requirements for multiple programs; student orientation and events, including commencement; career counseling; and related activities. The Program Manager works closely with Division and school wide faculty, the Division Manager, and Student Services.

Responsibilities

Applying advanced Student Services concepts, provides the most complex student services to the organization's management, faculty and students:
  • Assists in scheduling final oral examinations and other events for faculty and students.
  • Manages programs' faculty and students for Commencement participation; submits faculty regalia needs; distributes information prior to and during events. Helps plan and execute commencement, new student orientation, spring visit day and other school-wide events.


Department/School/University Policies:
  • Advises chairs/deans on the formulation of department/school/college policy by advising them on areas needing clarification and identifying solutions; analyzes the consequences of organization's academic policies and recommends new or changed policies; recommends solutions to organization's problems.
  • Manages and makes recommendations for the improvement of the Epidemiology and Biostatistics curriculum. Determines needs and advises students regarding courses necessary for program completion and any curriculum changes; Serves as staff curriculum representative at program retreats and faculty meetings.
  • Helps faculty track student progress on capstone project development and completion. Prepares and plans course schedules for submission to Student Services and Admissions team (course scheduler); contributes to the course matrix and updates as needed. Gathers TAS information (GSI needs) for Division Manager and the Education Operations Team to determine funding and hiring needs.
  • Directs faculty in collecting, formatting and editing course descriptions and documentation for new or revised courses for submission to SPH Education Policy & Curriculum Committee,
  • Maintains history of course offerings and enrollments; contributes information regarding course offerings as needed to accrediting bodies such as CEPH and ACEHSA.
  • Administers and prepares pre-hiring paperwork for academic and non-academic student appointments (GSI/GSR,) in collaboration with the Education Operations Team.


Academic Advising:
  • Identifies and refers for resolution intricate student issues/grievances, such as alleged discrimination, complex grade dispute issues, and students' personal crises; facilitates new course approval through interaction with the Coordination of College Policy, Academic Senate, or similar organizations.
  • Advises current students about curriculum requirements and registration for courses.
  • Counsels faculty on student advising issues and how to help students with any progress problems. Advises students on petitions for candidacy and exceptions. Keeps program students informed of changes in curriculum, advises students on course prerequisites, content, and access.
  • Oversees program-related components of graduation in conjunction with Student Services and Admissions team; tracks students; and monitors expected graduation dates; and advises students on completion timeframes. Provides documentation to Student Services and Admissions team regarding program completion for students.
  • Maintains and updates student handbooks to reflect current policies, frequently requested information, student resources, and curriculum requirements and changes
  • Identifies and recommends resolution for intricate student issues/grievances and students' personal crises; recommends petition exceptions that affect the requirements of multiple departments.
  • Attends SPH Student Advisors Resource Group (SARG) meetings and campus meetings relevant to student positions. Attends Grad Division meetings and GSAO Forum meetings, etc. to remain current with best practices in advising and to better share resources and collaborate effectively with advisors across campus.


Recruitment and Admissions:
  • Assists faculty responding to e-mail correspondents, callers, and visitors on choosing a degree and program suitable to their career goals and backgrounds, Discusses sequencing of degrees. Manages correspondence on preparation for application: relevant course preparation and work experience; appropriateness of program as it pertains to the prospective applicant's goals and submission of an effective application.
  • Identifies applicants with desirable backgrounds or characteristics for additional faculty review or for funding consideration. Advises international applicants on unique requirements for admission. Plans and implements the applicant evaluation process at the program level, managing admissions committees and an extensive and diverse applicant pool, Advises faculty committees regarding application requirements, timelines and fellowship criteria; keeps committees on track to meet School and campus deadlines, coordinates organization and review of files, ensuring confidentiality.
  • Designs Excel reports and rubrics to document applicant admissions criteria and committees' decisions.


Financial Aid:
  • Recommends resolution of sensitive, specialized, and/or complex financial aid issues; and/or administers department's/school's block grants and restricted funds. Advises faculty on available funds for entering students, based upon special funding from all sources.
  • Advises international students of GLACIER deadlines.
  • Assists faculty in the evaluation and nomination processes for student fellowships, grants, and other awards managed by the Student Services and Admissions team.
  • Advises students on financial aid options, including GSI/GSR options and requirements.
  • Connects students with GSI/GSR openings and other job opportunities.


Career Counseling:
  • Advises department/school management regarding enhancement of the organization's strategic plan for career counseling and placement services. Advises students regarding developing learning objectives and goals for professional education.
  • Supervises SSA II, who assists with diverse tasks.
  • Works as necessary with student assistants to ensure the smooth operational functioning of the Epidemiology and Biostatistics programs.


Required Qualifications

  • Advanced knowledge of advising and counseling techniques.
  • Knowledge of University-specific computer application programs and knowledge of University and departmental principles and procedures or the ability to learn.
  • Skills in monitoring/assessing people, processes or services, to make improvements.
  • Skills in project management, social perceptiveness to be aware of others' reactions and understanding why they react as they do.
  • Ability in problem identification, reasoning, ability to develop original ideas to solve problems, persuasion, leadership.
  • In-depth knowledge of the field's post-degree employment opportunities and practices.
  • Interpersonal skills. Multicultural competencies; ability to work with diverse populations.
  • Knowledge of professional practices related to public health education.
  • Required 3-5 years student services experience or equivalent.


Education/Training:
  • Bachelor's degree in related area and/or equivalent experience/training.


Preferred Qualifications

  • Team leadership or Supervision experience.
