Full Salary Range: $137,511.33 - $193,492.25 annually*
*Actual placement is based on applicant's verified education and experience (Customary Hiring Range: $137,511.33 - $151,606.24 annually). In addition, candidates with verified educational units beyond the minimum qualification may qualify for additional pay, up to $564 per contract month. NOTE: The salary advertised with this position is based on the 2017-2018 salary schedule. Effective July 1,2018 through June 30, 2019, the position will receive an additional temporary 5% increase. On July 1, 2019 salaries will revert to the 2017-2018 salary schedule unless another agreement is reached.

POSITION PURPOSE:
Reporting to the Online Education Initiative Executive Director, the OEI Director of Strategic Planning and Operations provides leadership for the development and implementation of strategic planning and operations necessary to support the mission of the Online Education Initiative; plans programs; develops the budget; integrates the activities of other OEI components; and supervises project staff, and task forces.

NATURE and SCOPE:
This position is responsible for coordinating overall planning, budgeting, and hiring for the OEI project; provides support and coordination to the entire OEI management team. Facilitates team communication and collaboration.

KEY DUTIES and RESPONSIBILITIES:
The following duties and responsibilities are typical but not limited to the following:
  • Provide critical leadership in the development of strategic immediate, mid-term, and long range planning for the Online Education Initiative.
  • Provides leadership and direction for the Online Education Initiative including statewide teams, committees, and work groups.
  • Facilitate a clearly defined and effective programmatic structure, as measured by feedback from stakeholders, for the operational components of the Online Education Initiative.
  • Oversee organizational activities to ensure consistency with the project's vision and mission.
  • Develop, follow, and monitor adequate planning activities to ensure progress toward milestones.
  • Plan, organize, coordinate, direct, and conduct financial, budget, and business related activities.
  • Prepare and make final expenditure recommendations to the Online Education Initiative Executive Director.
  • Coordinate procurement activities and lead contract negotiations with external vendors for specialized services, licenses, or products related to the Online Education Initiative.
  • Act as the Financial Liaison for the Online Education Initiative Project with Foothill - De Anza District Business Office, Human Resources, and Purchasing.
  • Coordinate external audits and financial reporting to the California Community Colleges Chancellor's Office.
  • Seek opportunities for additional funding from external sources, as appropriate.
  • Facilitates operational support for of the OEI Online Education Ecosystem and the Online Education Consortium.
  • Establishes policies and practices to structure the efficient operation of the Online Education Initiative and maintain compliance with grant and regulatory requirements.
  • Ensure effective daily operational integration of all components of the Online Education Initiative.
  • Participate in program assessment and dissemination.
  • Perform other duties as assigned.

  • Working knowledge of applicable laws, regulations, and guidelines, such as the California Education Code and Board of Governor's Title 5 Regulations.

MINIMUM QUALIFICATIONS:
  • Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff.
  • Master's degree in a related field.


Preferred Qualifications:
  • Experience in personnel management is highly preferred.
  • Experience in managing large, complex organizations.
  • Experience in an executive leadership role supporting higher education institutions and/or programs.
  • Three (3) to five (5) years of progressive administrative experience, preferably in the California Community College system.
  • Experience in leading institutional change efforts.
  • Experience with educational technology and infrastructure vendor relations with a focus on scalability.
  • Experience managing compliance with California public contracting requirements, Education Code, and California Community Colleges Chancellor's Office guidelines in budgeting, reporting, and monitoring program effectiveness.
  • Demonstrated experience with integrated budget and planning, tying resource allocations to performance and strategic goals.

CONDITIONS OF EMPLOYMENT:
Position: Full-Time, Contract, 12-months per year
