Departmental Overview

The Goldman School of Public Policy is a graduate school that prepares students for careers in public leadership.

The majority of the students at GSPP are enrolled in the Master of Public Policy (MPP) program, which emphasizes the applied and quantitative dimensions of policy making. The MPP may also be earned concurrently with degrees from several other UC Berkeley schools: law, public health, engineering, social welfare, international and area studies and the Energy Resources Group. GSPP also offers a Master of Public Affairs (MPA) program which focuses on policy management and leadership as well as a doctoral program for students interested in policy research. While the Goldman School does not offer a bachelors-level degree, the public policy minor is available to undergraduates enrolled at UC Berkeley.

Goldman School faculty represent the top researchers in their respective fields, which include economics, political science, law, social psychology and engineering. Their expertise ranges from education policy to racial profiling to clean energy. As teachers, they are dedicated to training tomorrow's policy leaders. As researchers, their work is shaping public policy today.

  • Provides complex analyses across a broad spectrum of programs, policies and initiatives as assigned by the Dean of the School, or by other School leadership (such as the Associate Dean, CAO, or Leadership Team).
  • Develops and presents complex proposals and/or recommendations on a broad range of issues to include problem identification, costs, benefits, political strategies, and other options.
  • Develops and advocates solutions to project issues, including developing and administering new systems, policies, processes, or programs.
  • Develops and coordinates efficient and effective systems for managing information, projects and communications for the School and for the Dean's Office; formulates strategies for education and followup with campus faculty, staff, students, and other external officials.
  • Researches, compiles and summarizes issues, policies and topics; provides background information, talking points and briefing materials for the Dean and Leadership team.
  • Makes independent, high level contacts of a sensitive nature (internally and externally), requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution.
  • Guides and directs planning which may include senior campus management, faculty, and/or external constituencies.
  • Researches and summarizes best practices in field.
  • Proposes, leads and/or participates on policy and planning committees and working groups in support of the project.
  • Serves as representative of the dean and senior School leadership in these meetings and activities.
  • Investigates issues and problems; drafts and prepare responses to urgent requests.
  • May provides analysis for complex budget, financial, academic, data, systems and resource projects, working directly with all levels of managers.
  • Acts as liaison with other campus units and their leadership teams - such as Capital Projects, Academic Personnel, Council of Deans, the Office of the CFO, the Vice Chancellor for Administration, and the Chancellor's Office - on projects staffed by the Dean and the School's leadership team.
  • Collaborates with units such as Finance, Student Affairs, Academic Personnel, Berkeley Regional Services and IT to coordinate the development, implementation and monitoring of new programs and processes in support of the School and its community.
  • Maintains a comprehensive database of initiatives and assignments, to include actions delegated.
  • Serve as Dean's liaison for Academic Personnel actions, and serves as backup access for CalTime, APRecruit, APBears, UC Path Person of Interest entries, BearBuy and all other administrative systems accessed by the dean.
  • Creates documentation for campus offices such as APO or SPO in the dean's name as required.
  • Serves as first responder for all inquiries to the Dean's office; strategizes and prioritizes all requests for time - inclusive of complex calendaring, travel arrangements and scheduling, resources, funding support, and other financial commitments; alerts senior staff of such requests, and routes them to lower level managers as appropriate.
  • Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization.
  • Responds to inquiries from faculty, staff, students and the public on behalf of the executive regarding campus operations, policies and procedures.
  • Organizes confidential ad hoc committees appointed by the dean and the leadership team on a broad range of issues.
  • Prepares confidential reports for senior staff, UC Office of the President, system-wide employees and other officials.
  • May lead a team of lower level analytical and administrative staff and/or student researchers for specific projects.
  • Other duties as assigned.

Required Qualifications
  • Thorough knowledge of campus processes, protocols and procedures. Knowledge of federal regulations such as FERPA.
  • Intermediate to advanced knowledge of common campus-specific computer applications.
  • Strong analytical/problem-solving skills.
  • Excellent communication and interpersonal skills to communicate effectively with all levels of staff and influence, both verbally and in writing, sufficient to represent the Dean and the School with the community.
  • Political acumen and sensitivities to the differing perspectives and political circumstances within all levels of the School, the Campus, UC Office of the President and external constituencies.
  • Strong service orientation and the ability to work proactively as part of a team.
  • Demonstrated experience with small to mid-level project management skills.
  • Ability and experience multi-tasking in a high-pressure environment, with demanding timeframes and demanding personalities.
  • Ability to organize information in a systematic, analytical way in order to optimize efficiency.
  • Ability to use discretion and maintain all confidentiality.
  • Ability to remain calm and maintain a professional demeanor at all times.
  • Occasional evening and weekend work is required.

  • Bachelors degree in related area and/or equivalent experience/training.

Preferred Qualifications
  • Project Management certification or Master's Degree strongly preferred.
  • Possession of a valid California driver's license is preferred.

Salary & Benefits

This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $65,700.00 - $91,100.00.
