Team Overview
This position is a part of the ServiceNow Team in the Campus Applications & Data (CAD) unit in Berkeley IT. This position is a key role in the ServiceNow and Service Management Unit in bIT that oversees the operations of software solutions that support mission-critical applications utilized to operate the University. The ServiceNow and Service Management team supports enterprise service management through the administration, implementation and management of ServiceNow. To ensure the success of this mission-critical system, the unit includes a blend of technical and functional experts who will define, test and implement new features, respond to customer issues and campus needs, and keep all systems running optimally.

We are looking for a highly skilled developer with at least 7 years of demonstrated experience administering and developing in a highly complex ServiceNow platform. This position supervises a team of ServiceNow developers, is a member of the service management leadership team, and performs duties as the Lead Developer. This position works with ServiceNow Service Manager, ServiceNow Business System Analysts, and peers to ensure that the configuration of and customizations to the ServiceNow platform adhere to the service designs, goals, and strategy, in addition to the system architecture standards. This position is expected to be highly familiar with standard ServiceNow capabilities and influence the implementation of scalable solutions. This individual is recognized as an organization-wide expert, who has significant impact and influence on organizational policy and program development. This individual regularly leads projects of critical importance to the organization; these projects carry substantial consequences of success or failure. This individual directs programs with organization-wide impact (or may have impact beyond the University) that include formulating strategies and administering policies, processes, and resources.

This position receives assignments in the form of objectives with goals and establishes the process by which to meet goals.

Responsibilities

Platform Architecture and Technical Management

  • Contributes to project development activities and provides deep technical support for escalations.
  • Performs highly complex and advanced applications programming techniques.
  • Able to code programs of high complexity; derive logical processes on technical platforms; engage in performance/integration testing, business and technical analysis, data analysis; data modeling; and build screens, windows and reports of high complexity.
  • Designs, develops, modifies, and evaluates programs for functional areas that are highly complex and have broad, campus-wide impact.
  • Regularly leads analysis of existing programs or works to formulate logic for new systems, devises logic procedures, prepares flowcharting, performs coding and tests/debugs programs. Reviews current status of system applications and prepares recommendations for systems improvements.
  • Develops highly complex conversion and system implementation plans.
  • Directs, analyzes, and prepares recommended changes in development, maintenance and system architecture standards having critical, campus-wide impact.
  • Establishes programming standards and program documentation requirements.
  • Demonstrates extensive subject matter knowledge.
  • Independently determines methods and procedures on new assignments. Has overall responsibility for quality of software or systems and relationships to other software products.
  • identifies risks and responds accordingly.

    Team Management and Leadership (including but not limited to):
  • Supervises staff to ensure accountability and stewardship of department resources (operational, financial, and human) in compliance with departmental goals and objectives.
  • Oversees ongoing business programming applications activities.
  • Oversees system development cost estimates, budgets, and schedules for the unit.
  • Monitors design processes and prepares reports on systems projects.
  • Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
  • Provides direction to employees following established policies and management guidance.
  • Administers policies that directly affect subordinate employees and their assignments.
  • Participates in the development and monitoring of policies and procedures for department or department operations and recommends changes to department policies and practices.
  • Manages and delegates applications programming assignments. Interacts with peer managers and supervisors across the organization.
  • Recommends hiring of new employees, salary actions, terminations, and performance ratings.

    Communication and Leadership
  • Establishes and communicates department priorities to team and stakeholders.
  • Interacts with peer managers across the organization and the campus. Interaction frequently requires the ability to gain cooperation of others, conducting presentations of technical information concerning specific projects and schedules.
  • Demonstrates values of excellence, innovation and integrity.
  • Strong written communication demonstrated in review of technical specs and technical proposals. Clear verbal communication with the ability to present technical content to both technical and non-technical audiences.
  • Prepares weekly status reports on the progress of the team.
  • Establish and maintain a strong partnership with the ServiceNow vendor to resolve highly complex issues with the application.

    Required Qualifications

  • Expert knowledge of application development processes (Agile Scrum, Waterfall)
  • Advanced knowledge of ServiceNow application programming with at least 7 years of ServiceNow programming experience, including JavaScript, HTML, CSS, and object oriented programming concepts.
  • Requires thorough expert knowledge of other areas of IT.
  • Expert knowledge relating to the design and development of diverse and highly complex applications programs.
  • Requires expert skills associated with programming design, modification and implementation.
  • Has skills and experience to recommend changes in development, maintenance and applications program standards.
  • Requires ability to understand business needs and how business systems can support those needs.
  • Exceptional interpersonal skills in order to work with both technical and non-technical personnel at various levels in the organization.
  • Must be able to communicate technical information in a clear and concise manner.
  • Excellent oral and written communication skills.
  • Demonstrates values of excellence, innovation and integrity.
  • Must be self-motivated, work independently and as part of a team, able to learn quickly, meet deadlines and demonstrate problem solving skills.

    Education/Training:
  • Completed ServiceNow Admin and Developer training
  • Completed ITIL or Service Management Training


    Preferred Qualifications

  • Recommended to have knowledge relating to the design and development of diverse and complex applications programs.
  • Familiarity with Service Management practices such as Incident Management, Change management, Problem Management, HR Service Management, Customer Service management, Chargeback Service Management, Service Catalog, Knowledge Management, CDSM, and CMDB.
  • Familiarity with the UC Berkeley ServiceNow team, business practices, and responsibilities.

    Salary & Benefits



    This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for full UC Benefits.

    Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

    The annual salary that the University reasonably expects to pay for this position is $117,000-$154,000.
