The University of California, Berkeley library seeks a seasoned academic personnel professional who is looking for a new and unique opportunity. The Academic Personnel Analyst 4 will oversee all aspects of the academic personnel program in the library which supports approximately 100 academic appointees across several academic titles including faculty director, associate and assistant university librarians, represented and non-represented librarians (at all ranks), academic administrators, represented and non-represented researchers, represented specialists, and post doctoral scholars.

Reporting to the Director of Human Resources, the Academic Personnel Analyst 4 functions as the technical leader regarding academic personnel programs and issues in the library. Providing thoughtful and informed guidance as well as superior customer service to internal and external constituents the incumbent will organize, integrate and implement academic personnel processes that are effective, efficient and compliant with policy, local procedures and bargaining agreements. This positon will represent the library in interactions with unions and should be aware of academic collective bargaining agreements and grievance processes. The incumbent will advise and inform the library leadership on strategic issues and direction while operating in a highly matrixed and complex organization characterized by participatory decision making. The Academic Personnel Analyst 4 will contribute to long-range planning and direction to support the Library's strategic plan -

  • Makes recommendations to library leadership that affect the strategic direction of the organization.
  • Provides advice to library leadership for addressing sensitive situations involving academic appointees and/or requesting exceptions to policy.
  • Interprets complex academic personnel policies, procedures, and practices from a variety of sources; determines relevancy of appropriate policies, applies them effectively.
  • Functions as policy expert and technical leader within the library, providing training and advising; coordinating processes and procedures; formulating and communicating effective strategies; and recommending efficiencies.
  • Identifies and utilizes precedent-setting situations to recommend new organizational procedures and practices.
  • Counsels represented and non-represented academic employees (including librarians, researchers, academic administrators, faculty, curators, visiting scholars and post-docs) concerning complex and/or particularly sensitive employment-related or career-related problems.
  • Conducts investigations into complaints involving academic appointees; provides feedback to management and makes strategic recommendations.
  • Represents organization in formal and informal complaint resolution processes.
  • Ensures compliance with bargaining unit contracts, the APM and local procedures.
  • Provides guidance and assistance on academic benefits issues.
  • Provides strategic advice and counsel to department heads by analyzing and interpreting system-wide and campus policies, collective bargaining agreements, academic personnel procedures and practices.
  • Works in concert with APO, People & Culture and Berkeley Regional Services to achieve objectives.
  • Coordinates multiple annual review (merit and promotion) processes for academic appointees including represented and non-represented librarians, researchers, academic administrators and post-docs.
  • Coordinates reappointments and academic reviews with University Librarian's (Dean) Office; advises Dean on review procedures.
  • Ensures timely submission of cases and guides the review process to completion.
  • Provides guidance to Dean on merit recommendation letters by applying a breadth of knowledge of multiple disciplinary areas.
  • Coordinate recruitment process for all levels of academic positions including executive positions.
  • Manages the hiring, onboarding, and transition or relocation of new academic appointees.
  • Coordinates post-offer visits and works with Library Business Services (LBS) to provide contracted services and/or reimbursement for post-offer trips and relocation.
  • Analyzes and interprets guidelines and policies to provide advice and counsel to unit clients on issues such as compensation, work-eligibility (visa) matters such as H1-B processing or PR application, and benefits considerations.
  • Assists in the gathering, reporting, and analysis of data related to academic hiring and diversity.
  • Develops statistical analyses (tracks, utilizes, and analyzes data) for decision-making purposes and proposes solutions for a variety of problems including case preparation timeliness, leave frequency and eligibility, recruitment and retention issues.
  • Ensures data integrity.
  • Collaborates with the Library Assessment Program for performance metrics and annual statistical reporting.
  • Advises others in the library on statistical reporting on academic labor to external agencies.

Required Qualifications
  • Requires advanced knowledge of and ability to apply and interpret system-wide, organization and campus policies and procedures which govern academic personnel.
  • Advanced knowledge of or ability to quickly learn organization and university goals, priorities and values and the legal and human implications of decisions.
  • Advanced knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic personnel administration.
  • Thorough knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
  • Ability to communicate effectively in writing and verbally with diverse audiences.
  • Excellent critical and innovative thinking to address complex issues and present nuanced analyses and effective strategies.
  • Demonstrated initiative, tact and planning skills.
  • Ability to address issues independently and/or in consultation with relevant campus offices of authority.
  • Advanced political acumen and sensitivity to diverse interests within the academic community.
  • Ability to maintain confidentiality.

  • Bachelor's degree and/or equivalent experience/training.

Preferred Qualifications
  • Advanced training in human resources or academic personnel.

Salary & Benefits

This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $75,400.00 - $110,800.00.
