Departmental Overview
The University of California, Berkeley (UCB) seeks a Housing Development Project Manager, to conduct program and planning analysis for Housing Projects, and provide recommendations to optimize the use of real estate assets to campus administration. The Housing Development Project Manager position will focus on planning and program development of the Chancellor's Housing Initiative, and implementation of the specific campus housing development projects resulting from that planning process. These housing projects will address a critical housing shortage for students, faculty and staff. Work may include both partnerships with private developers (to design and construct the projects) or planning and project management activities for campus developed projects, and other opportunities that may arise. These projects will fulfill campus housing needs, are aligned with essential university goals, and are a high priority for campus administration.

Successful applicants will have the knowledge, skill and ability to perform such tasks as planning, site analysis, analysis of existing buildings, development of user programs, development of preliminary cost estimates and proformas, development of preliminary project schedules, project management and conduct value engineering process in connection with the development of UCB-owned properties in Berkeley, California.

Responsibilities
  • Applies advanced planning concepts to work assigned to the Housing Development Division by the Associate Vice Chancellor of Capital Strategies and campus and/or University-wide administrative officers engaged in housing planning projects. Tasks may include organizing, supervising consultants or other staff, and/or planning or pre development activities associated with Housing projects.
  • Serves as technical specialist and provides expertise in campus planning and community planning programs relating to the campus housing plans.
  • Identify, evaluate and drive strategies needed for investment and development of the Project. Manage all aspects of work related to those strategies in support of both overall and individual program/project development, including business case analysis.
  • To ensure program success, develop and direct the overall management of the entire site development portfolio of projects on a day-to-day basis including design, budgetary costing, standardized construction, and final inspection.
  • Seek innovative development and financing opportunities to address demands for space of a growing and diverse university community.
  • Collaborate with other Capital Strategy divisions for construction design and ensure adherence to the level of architectural quality and state of the art infrastructure reflecting the campus vision, while ensuring adherence to building codes and zoning requirements.
  • Work closely with Capital Projects and Physical and Environmental Planning in the selection of design and construction professionals, fee and contract negotiations, project code compliance and regulations, engineering and technical support and in guiding project development in compliance with campus policies and procedures, federal regulations and state and local laws.
  • Proactively engage and communicate with key stakeholders, including, stakeholders within UCB, UC Office of the President, the city of Berkeley, and business and community partners. Cultivate and maintain strategic partnerships with these constituents.
  • Serve as technical advisor and assists senior management on all planning and related project matters, exercising independent judgment and initiative, and rendering opinions and making decisions having long-term effects on and off campus quality of life.
  • Prepares formal and informal presentations for UCB administration, constituents, and meetings with Project stakeholders.


Required Qualifications
  • Advanced knowledge/skills in city planning, housing development, redevelopment, architecture, or other planning-related fields.
  • Advanced written, verbal, and interpersonal communication skills, including advanced political acumen.
  • Advanced analytical and project management skills.
  • Advanced knowledge or ability to master knowledge of the campus, including its architectural history, short and long range development plans, infrastructure and current, on-going and future design and construction plans.
  • Understanding of the local, regional, and national markets for campus demand and supply.
  • Demonstrated ability to select, lead, direct and manage teams to execute complex program, planning and project management tasks with clear roles and responsibilities.
  • Ability to generate strong collaborative relationships with clear authority and accountability.
  • Ability to champion institutional-scale scientific and operational initiatives from conceptualization through completion.
  • Expert knowledge in the planning and management of large, complex initiatives and programs.
  • Must be innovative, entrepreneurial and knowledgeable about real estate development, financing complex capital projects and environmental design
  • Extensive experience developing strategic partnerships such as multi-agency frameworks, networks for collaborative programs and major real estate investment and development programs.
  • Expert written and verbal communication skills to work effectively with institutional, industrial and community partners including UC administration, the city of Berkeley, the public and others, to advance organizational objectives.
  • Knowledge or ability to master knowledge of the campus, including vision, mission, organization, goals, achievements and short and long range strategic plans will be useful to the successful candidate.


Education/Training:
  • Bachelor's degree in Architecture, Landscape Architecture, City Planning or other planning related field.
  • Extensive experience/training in a related field with substantial experience in the overall management of large scale projects of equal or greater scope and complexity.


Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $105,000.00 to $125,000.00.
