Departmental Overview

UC Berkeley's School of Law is one of the nation's great centers for legal education, ever exploring and pushing new intellectual boundaries while tackling urgent, real-world issues. The Human Resources and Academic Personnel department supports the goals and challenges of the law school by providing services which promote a work environment that is characterized by fair treatment, open communications, personal accountability, trust and mutual respect. This position is a member of the Berkeley Law Human Resources team and partners with Regional Services, Central Human Resources, and other campus partners to recommend, develop, implement, administer, coordinate, and/or evaluate Human Resources policies, labor contracts, statutes, programs and procedures covering several of the following: employee engagement, onboarding and offboarding, payroll, benefits, leaves management, training and development, recruitment, compensation, employee relations, labor relations, welfare programs, training and development, diversity and inclusion, ADA accommodations and employee services. The incumbent will partner with Regional Services, Central HR, and other internal and external constituents to provide employee services at Berkeley Law, with a particular focus on employee onboarding and offboarding, training and professional development for employees and supervisors, employee engagement, benefits and leaves counseling, diversity and inclusion initiatives, disability management, and leaves.

  • Serves as internal contact and partners with BRS (or other campus partners) to counsel department managers, supervisors, and staff on a wide range of HR-related policies, procedures, and practices.
  • Reviews requests for appointment actions and initiates or troubleshoots actions regarding separations; leaves of absence; extensions and changes in the appointment; percentages of time; contract renewals; and rehired retirees. Submits and tracks implementation of actions through BRS. Works closely with BRS to ensure HRIS transactions are processed in a timely manner.
  • Responds to general HR inquiries, coordinates with BRS, and directs employees to additional resources as appropriate.
  • Coordinates with BRS on leaves of absence actions and advises on Return to Work accommodations feasibility; serves as internal lead and provides counseling on disability management and the ADA interactive process.
  • Provides guidance and counsel on personal leaves and other leaves of absence.
  • Provides support to internal constituents in administering policies and programs in the areas of employment, labor relations, performance management, wage and salary administration, training, and other areas of HR.
  • Identifies and administers possible education and training activities to address knowledge gaps.
  • Serves as lead for employee engagement at the School of Law. Acts as a trusted advisor and partner to staff by gathering and analyzing HR and client information to drive the development and implementation of solutions to increase employee engagement and reduce turnover.
  • Initiates and/or assists with professional development or informational opportunities for staff, staff engagement activities, staff surveys, and staff training.
  • Coordinates rewards and recognition programs:
    • Collaborates with internal and campus partners to initiate and deliver recognition awards;
    • Ensures compliance with established processes and eligibility requirements;
    • Oversees the "Shout Out" Program (a peer-to-peer recognition program within the law school).
  • Partners with internal and external stakeholders to develop and implement diversity, equity, inclusion, and belonging (DEIB) initiatives and programs for staff at the law school:
    • Promotes and fosters a safe and inclusive work environment;
    • May provide guidance and advices to leaders on how to develop and drive DEIB within their respective departments and teams.
  • Serves as HR liaison to staff committees as needed.
  • Serves as internal lead for the staff onboarding process, including orientation to UC employment and the School of Law, benefits counseling, and other internal law school employee services, such as the "Welcome Wagon".
  • Identifies, recommends, and implements improvements to the onboarding and orientation process
  • Partners with hiring managers and supervisors to ensure that new employees receive significant on-the-job orientation during their first week(s) at the School of Law.
  • Serves as internal contact and partners with BRS to advise all levels of managers, supervisors, and employees in resolving HR-related issues, and providing guidance and counsel on employee and labor policies, procedures, and appropriate practices.
  • Coach and assist managers through the performance management process
  • Serves as internal contact and partners with BRS to counsel employees concerning sensitive and difficult-to-resolve work-related problems; conducts exit interviews, provides feedback to management, and engages in the following:
    • Conduct basic information gathering and policy interpretation;
    • Provide advice, counseling, and mediation services;
    • Resolve or escalate issues as appropriate;
    • Identify and recommend referrals to other campus resources (e.g. Ombudsman, Path to Care, Title IX Office, etc.) as appropriate;
    • Identify possible education and training opportunities to resolve both individual and systemic problems.
  • Organizes and maintains personnel records and employee files; ensures records documentation are current and accurate
  • Prioritizes work assignments; conducts complex HR trends analyses and develops resulting recommendations as needed.
  • Generates workforce data reports to inform appropriate actions
  • Conducts audits to identify discrepancies
  • Engages in professional development and training opportunities as needed.
  • Performs additional duties within the scope of this classification as assigned.

Required Qualifications

  • Possesses strong analytical skills to conduct analysis and develop recommendations, demonstrating organization and problem-solving skills.
  • Thorough knowledge of organizational policies and procedures, knowledge of functional areas, and understanding of how work may affect other areas.
  • Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training, and other areas of human resources.
  • Strong communication skills; ability to communicate clearly and effectively verbally and in writing.
  • Demonstrated ability to handle very difficult or volatile situations/individuals effectively. Strong conflict resolution and creative problem-solving abilities.
  • Demonstrates skill in prioritizing competing work assignments, employing political acumen, and integrating information to determine appropriate courses of action and their implications.
  • Thorough research, analytical, and critical thinking skills, including sound judgment and decision-making skills and skills to correctly identify real and potential problems, advising management as required, and proposing effective strategic resolutions.
  • Good change management, facilitation, and coaching skills.
  • Strong interpersonal communication skills, including sound judgment, tact, and political acumen to establish and maintain effective working relations with internal and external constituents.
  • Excellent project management and time management skills, strong attention to detail, and ability to multi-task with demanding timeframes to meet deadlines.

  • Working knowledge of multiple human resources disciplines, including employee engagement, leave management, benefits, disability management DEIB, performance management, etc.
  • Knowledgeable in state and federal employment laws, including applicable wage and hour, leave entitlement, and employment legal requirements.
  • Demonstrated ability to develop and foster positive and trustful relationships with a diverse workforce at all levels of the organization.

  • Bachelor's degree in related area and / or equivalent experience/training.
  • Progressive working experience as an HR Generalist or HR professional with broad knowledge in a range of HR functions, including employee engagement, leave management, benefits, DEIB, onboarding, training & development, and/or performance management.

Preferred Qualifications

  • Knowledge of a human resources management system (HRMS), and/or other related business software programs and systems.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary that the University reasonably expects to pay for this position is $83,500.00 - $95,000.00.

  • This is a 100% full-time (40 hours per week), career position that is eligible for full UC benefits.
  • This position is exempt and paid monthly.
  • This is a hybrid position, eligible for 20% remote capability.
