Departmental Overview

Residential and Student Service Programs (RSSP) is a complex cluster of departments within the Division of Student Affairs which provides housing, dining, residential and academic support to 7500+ bed spaces for undergraduates, 1100+ apartments for single undergraduate & graduate students, faculty and affiliated families along with ancillary programs such as campus dining, child care/education, and catering and conference services that support a broader student, faculty and staff customer base. With approximately 1,800 career, contract and student employees covered by multiple personnel policies and/or collective bargaining agreements, approximately 150 buildings (estimated 3 million square feet), and an annual budget in excess of $180 million, RSSP is one of the largest units at UC Berkeley.

This position is located off-campus at University Village in Albany, CA. It has over 950 family apartments with approximately 2700 community members.

  • Supervises front office operations and customer service.
  • Responsible for quality and quantity of work.
  • Plans, directs, supervises, coordinates work activities, and evaluates workflow of a staff often through customer service representative(s).
  • Recruit, select, train, and supervise student staff.
  • Assess the facility's needs, budget monitoring, facilities, payroll, human resources, communications, informational technology, and safety.
  • Maintains University and personnel records.
  • Monitors budgets; gathers and analyzes financial and other resource data; prepares reports and analyses of operational needs, evaluates current and proposed services, etc., for internal/external constituencies' review and decision-making.
  • Ensures consistent and timely communication and billing to all impacted customer accounts for property damage and/or additional services (extended dates beyond the contract, additional required cleaning, lost keys, etc.).
  • Functions as a resource on issues such as researching complex financial discrepancies, escalated customer service problems, and vendor concerns.
  • The incumbent is responsible for reporting and referring conflicts among residents and or staff, regarding any mediation or conflict resolution issues beyond the scope of the position.
  • Assesses and recommends changes to maintain compliance with federal and state requirements and internal policies, providing analysis for complex operational projects.
  • Participates in the development and revision of standard operating procedures and guidelines for administrative/customer services providing quality student family services, participating where appropriate in services development.
  • Develops and maintains performance metrics and standards to ensure excellent department performance.
  • Monitoring, adjusting, correcting, and tracking staff performance, maximizing space utilization, budget, and expenditure tracking responsibilities.
  • Recognizes operational processes and recommends improvements.
  • Tracks work order completion and advocates for prioritization of work.
  • Researches budgetary concerns and approve payments on expenditures.
  • Administers emergency preparedness for the unit within collaboration with Residential Education staff.
  • Respond and follow up to maintenance emergencies.

Required Qualifications
  • Working knowledge of policies and procedures relative to facilities maintenance, equipment, customer service, dispatch, building maintenance, safety and emergency preparedness, TMA and StarRez applications.
  • Good interpersonal skills, including active listening, critical thinking, and ability to multi-task effectively,
  • persuasion/negotiation, mentoring, leadership/supervision, problem-solving, operations analysis, and quality control analysis.
  • Solid communication and interpersonal skills to communicate effectively with all levels of staff, both verbally and in writing.
  • Interpersonal skills to provide high-level customer service for international and/or multicultural customers, and to support multi-generational families; including a solid understanding of CANRA, mandated reporting for minor children and elder abuse, and all regulatory compliance related to minor children on-premises.
  • Solid organizational skills and ability to multi-task with demanding timeframes.
  • Ability to use discretion and maintain all confidentiality.
  • Working knowledge in supervising facility maintenance and improvements along with building maintenance work to include one or more of the following: basic plumbing and pipefitting, carpentry, painting and plastering, service of machinery, electrical maintenance and custodial.
  • Broad knowledge of chemicals and custodial applications and safety practices
  • Strong budget skills and ability to operate in a fiscally responsible manner.
  • Availability for on-call and emergency response.
  • Bachelor's degree in related area and/or equivalent experience/training.

Preferred Qualifications
  • Child Abuse and Neglect Reporting Act (CANRA) training.
  • Higher education experience preferred.
  • Family housing experience highly preferred.
  • Department provides opportunities to stay current on Community First Aid and CPR certification.
