Departmental Overview

The Office of the Chief Information Officer (OCIO) includes nine departments and functions that directly report to the Associate Vice Chancellor for Information Technology and Chief Information Officer (AVC-IT & CIO). These reporting units include more than 330 staff and 30 student employees. The AVC-IT & CIO directly manages an operating budget of approximately $55 million which includes about $35 million of recharge revenue, and $1-2 million in grants and contracts. The AVC-IT & CIO is responsible for the strategic oversight of campus-wide information technology (IT). A member of the Chancellor's Cabinet, and reporting dually to the Executive Vice Chancellor & Provost (EVCP)(link is external) and the Vice Chancellor for Administration (VCA)(link is external), the AVC-IT & CIO leads the campus-wide IT strategic planning effort. The AVC-IT & CIO chairs the campus Information Technology Leadership Group (ITLG) which includes both solid and dotted line reporting relationships. This role involves sponsoring IT committees and collaborating with IT service units across campus in support of UC Berkeley's mission of instruction, research, and public service.


The position will be responsible for the successful delivery and operations of the Human Resource enterprise systems including UCPath and CalTime. UCPath support includes supporting campus integrations, technologies that fill functionality gaps, and supporting local UCPath IT and the overall smooth operation and usage of UCPath. CalTime (Kronos) includes supporting CalTime production, patching, upgrades, WIMs, campus clocks, and 2 CalTime related Rails applications (Friendly Names and Readers & Tutors). In addition, it is the technical lead for HR related API's that enable campus HR/Payroll data integrations and 2 Rails applications related to Caltime. Management and administrative responsibilities include the achievement of campus stakeholder satisfaction through project and operations direction, planning and control of all costs, schedules and scope. Manage and drive service engagement, development, analysis/designs, planning, and sustaining/support.
  • Plans, conducts, and coordinates business programming applications activities. Manage and drive all aspects of the service activities & processes including service planning, engagement, design, implementation, and on-going sustainablility. Technical lead over the UCPath Employee API. Manage and coordinate day-to-day service operation and work closely with service leads to ensure issues are addressed in timeline fashion & in accordance to campus stakeholder expectations. Oversee day-to-day relationships with the stakeholders and provide thoughtful and pragmatic leadership to the organization. Able to dive deeply into the strategic and organizational issues at hand to lead & achieve ultimate success.
  • Manages feasibility studies for new applications and/or revisions to existing systems. Responsible for regularly revisiting existing technologies to assess need for upgrades, replatforming, or divesting.
  • Oversees system development cost estimates, budgets, and schedules.
  • Prepares and presents project proposals to management and user departments.
  • Establishes programming standards and program documentation requirements.
  • Reviews current status of system applications and prepares recommendations for systems improvements.
  • Monitors design processes and prepares reports on systems projects.
  • Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
  • Provides direction to employees following established campus policies and management guidance.
  • Administers campus policies that directly affect subordinate employees and their assignments.
  • Hands on experience in performing application programming assignments as well as manage and delegate programming assignments.
  • Interacts with peer managers across the organization. Interacts with senior management on matters concerning several functional areas, department and/or customers.
  • Interaction frequently requires the ability to gain cooperation of others, conducting presentations of technical information concerning specific projects and schedules.
  • Demonstrates values of excellence, innovation and integrity.
  • Develops and monitors operational and budget processes, staff FTE, finance, human resources and space planning
  • Establishes and recommends changes to policies which affect the department.
  • Manages, through subordinate supervisors, the coordination of activities of a department with responsibility for results in terms of costs, methods, and employees.

Required Qualifications
  • Bachelors degree in related area and/or equivalent experience/training
  • Requires knowledge of applications programming function, organizational effectiveness.
  • Demonstrated track record in IT service and software development management. Demonstrated project team leadership and motivation experience with a grasp of resource management skills including management of cross functional project teams and customer relationship management skills.
  • Ability to work in dynamic environment with competing priorities, a team player comfortable with working across other groups and collaborating with customers, stakeholders, technologists, and management.
  • Ability to work effectively with a diverse group of employees.
  • Effective communicator and good time management skills.
  • Embraces unique viewpoints and outloooks.
  • Strong knowledge of IT software Development Life Cycle (SDLC) and direct experience in project assessment, scope planning, requirements gathering, business process & use case analysis, functional design, user interface design, and production support.
  • Technical background required includes:
  • Advanced knowledge of PS HCM
  • Expert knowledge in very complex SQL programming
  • Kronos timekeeping
  • RAILS programming
  • UC and UCPATH experience

  • High commitment to excellence, collaboration, team achievement, and good communication.
  • Must have knowledge of campus and system protocols and procedures for budget and account management.
  • Critical thinking, persuasion/negotiation, conflict resolution, mentoring and staff development, leadership/management, problem solving, human resources policies and procedures relating to management responsibilities.
  • Verbal and written communication, quantitative abilities, analytical, strong mechanical applications programming systems skills.
