Departmental Overview

The California Institute for Energy and Environment (CIEE) is based in the University of California, at the Center for Information Technology in the Interest of Society (CITRIS). CIEE puts its experts and other leading researchers from universities, government, industry, and nonprofits, to work on energy challenges, yielding new ideas and technologies to meet California's pace-setting energy goals.

CIEE is looking for passionate people who share our vision and values. A key focus for this position will be supporting The Oakland EcoBlock Project as well as supporting other research projects as assigned. EcoBlock is a California Energy Commission-funded research project led by CIEE.

The EcoBlock concept was motivated by urgent societal questions and California legal mandates related to climate change and urban vulnerability: How can we implement deep decarbonization in the most timely manner, without having to re-build a majority of housing and infrastructure? Specifically, how can we best reduce the resource use and carbon footprint of buildings and vehicles? How can essential services be provided to residents when the electric grid is disrupted? How can such a major transition unfold in a modular, affordable way that includes all communities? What law, policy, and financing mechanisms are needed to facilitate the project?


This is a one-year contract position

30% Applies professional concepts to monitor timelines, budgets and deliverables related to moderately complex projects, policies and/or processes and functions, specifically:
  • Monitor timelines, budgets and deliverables for projects; identify issues meeting these requirements well in advance of deadlines.
  • In partnership with the Director of Finance, Operations and Research Support, manages project budgets, which may include campus, grant, contract and gift funds.
  • Provide assistance and oversight with subawards/other agreements, including compiling required documentation, drafting scopes of work, monitoring sub-awards, including payments/invoicing and ensuring adherence to regulations/processes, human subject protocols, and reporting requirements.
  • Using subject matter knowledge, collects and prepares information for use in discussion, meeting of high level management and external constituents.

30% Gathers and assembles analytical and factual data on assigned problems and issues to prepare reports and / or analyses summarizing information on the assigned issues and commenting on their significance for internal or external constituents specifically:
  • EcoBlock community
  • California Energy Commission
  • As assigned

20% Prepares, edits and modifies documents including research reports, manuscripts, presentations and proposals, specifically:
  • Manage project-related communications for scientific directors, including analyzing, drafting and/or curating content for reports and presentations.
  • Conduct background research to assist with proposals and to support ongoing work.
  • Assist in preparation of documents and presentations for donor/sponsor reporting as well dissemination activities.

10% On a project basis, performs analytical studies on a variety of policies, research initiatives, programs and issues as assigned for projects other than EcoBlock.

10% Coordinates team members and prepares meeting documents and agendas for CIEE EcoBlock project meetings, specifically:
  • Manage relationships with research team members and community, gathering data from team members and other sources for research projects
  • Coordinating meeting logistics for the research project
  • Coordinating periodic research-related events, including oversight of logistics and budgeting, communications, and reimbursements.
  • Provides additional analytical duties in support of CIEE EcoBlock project.

Required Qualifications
  • Experience with program and/or project management skills and principles such as coordination, planning, scheduling, tracking and computer-based tools to perform the work successfully.
  • Excellent verbal and written communications skills, including demonstrated ability to communicate to all levels of an organization.
  • Ability to use discretion and maintain all confidentiality.
  • Demonstrates ability to use sound judgment in responding to issues and concerns.
  • Demonstrates ability to analyze, research and synthesize large amounts of data with strong attention to detail.
  • Ability to multi-task with demanding timeframes.
  • Working knowledge of applicable policy analysis techniques.
  • Experience in the development of collaborative processes and participating in multi-disciplinary scientific teams.
  • Strong competency with MS Office and Google Preferred applications.

Preferred Qualifications
  • Working knowledge of common campus-specific and other computer application programs, or the ability to learn.
  • Project management certificate.
  • Bachelor's degree in related area and / or equivalent Required experience / training.

Salary & Benefits

For information on the comprehensive benefits package offered by the University visit:
  • The hourly salary range designated for this position: $24.14 - $32.00; however, starting salary will be commensurate with experience.
  • This is a one-year contract position. Contract positions may be extended based on operational demand. Contract positions are eligible to participate in the health and welfare programs offered by UC Berkeley.
