Departmental Overview

Housed within the Division of Student Affairs, the Center for Educational Partnerships (CEP) is the primary unit on the UC Berkeley campus charged with developing and implementing programs and strategies to improve academic preparation, expand educational opportunities, and ensure access to higher education for low-income and educationally disadvantaged students. Working in partnership with secondary schools, colleges and communities, CEP's college preparation and access programs support students who face significant barriers to college by helping them to improve their academic success and to explore opportunities to attend postsecondary institutions.

Reporting to the Assistant Vice Chancellor, the Special Projects Manager (SPM) has expertise in Box, Google Drive, and CEP database tools, and understands business processes and documents and records flow throughout the various systems. The incumbent is knowledgeable about college access and outreach, CEP programs, working with minors, UC search and hiring processes, Canva and MailChimp, creating data reports and analysis, and developing collaborative high stakes partnerships on campus and externally. This person will be relied upon to support all 12 programs with technical systems support and training on key CEP and campus policies and protocols. The incumbent will work with a range of constituents and is responsible for ensuring all CEP document and data keeping systems are organized and synchronized across the unit. The SPM advises and performs long and short term planning for organization, especially around trainings. This position identifies potential financial risks and responds accordingly by identifying and recommending a plan and controls during the year-round administration of the statewide program. This position works collaboratively with other departmental support staff to analyze and implement campus policies, priorities and key initiatives. Uses skills as a seasoned, experienced professional with a full understanding of analytical practices and campus policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possible implementation. Involves analytical studies on a variety of policies, projects, programs and issues in support of a function, program and/or organizational unit, or in research of new or changing systems and programs. Assists in policy and program planning, development and administration; interprets, monitors and analyzes information regarding policies and procedures and provides consultative services regarding general management to department administrators.

Responsibilities

  • Provides analysis and department wide assessment of risk management protocols and policies and identifies gaps, needed updates and enhancements, and tools needed to minimize risk in order to keep staff and students safe. This will require auditing, for example, all program handbooks, training materials, and field trip checklists and other documents that guide staff work with minors.
  • Researches and summarizes all campus policies, guides, and protocols for working with minors and risk management policies and best practices. This requires engagement with campus risk management office, Praesedium, Title IX office, and potentially partner school district staff.
  • Stays up to date on these key issues and develops tools, guides, handbooks, and training for CEP staff. Creates a system for ensuring staff compliance with all policies, protocols and best practices.
  • Responsible for CEP and DCAC/EAOP data, records, document management and organization in Box and Google Drive.
  • Will also establish a succession protocol for staff separations and the transition of ownership of electronic files. This will require engagement with unit and program leadership and working with Associate Director of Data and Communications to ensure that data integrity and security is maintained department wide. Develops training for staff on Box and data security/FERPA compliance.
  • Coordinates efforts with a variety of external and internal stakeholders to organize meetings, events, and documents to support the K16 Bay Area Regional Collaborative, which is part of a statewide intersegmental initiative. Will need to draft and send communications to key stakeholders and track of key follow up items.
  • Drafts, organizes, and packages documentation, proposals, and reports relating to fundraising, donor stewardship, and partner and division requests.
  • Organizes key search committees, the interview processes, maintains communication with candidates, and closes out the required HR processes to complete searches. Supports the onboarding planning for newly hired employees.
  • Support AVC, Executive Director, and Director of Finance and Administration with Staff Equity Initiative. This work will include organizing all departmental job cards in Box, downloading all job cards from JobBuilder, and developing a tool for leadership to track progress of job card reviews for all employees and corresponding HR actions that need to take place. Will also be responsible for working closely with AVC and Director of Finance to provide department-wide trainings on job card development and the reclassification process.
  • Work with CEP leadership to develop short PD to take place during CEP Manager Meetings for unit's managers to support their ongoing development as highly effective supervisors.
  • Create monthly CEP Bulletins, the monthly unit staff newsletter. Work with Associate Director of Data and Communications to transition this project to assume full responsibility.
  • Performs ad hoc, analytical studies on a wide variety of policies, programs and issues which are complex in nature.

  • Strong project management skills. Ability to prioritize work assignments and manage multiple critical projects with deadlines; ability to effectively delegate. Ability to adapt to changing priorities, actively listen and values constructive criticism.
  • Advanced writing, research, and communication skills to prepare highly competitive proposals, reports, and materials.
  • Strong interpersonal skills, including presentation, communication, negotiation, leadership, problem-solving, and conflict resolution.
  • Ability to work effectively with all levels of staff and administration within the University as well as external contacts including alumni, visitors, vendors, volunteers, sponsors, community partners, and stakeholders.

Salary & Benefits

  • This is an 18-month, full-time (40 hours/week), Contract (temporary) position and eligible for full UC benefits.
  • This is an exempt, monthly paid position. The annual salary is commensurate with experience within the range of $80,000.00 - $90,700.00.
