DISTINGUISHING FEATURES OF THE CLASS:
The work involves the organization, implementation, and coordination of a set of services designed to enhance vocational, social, and educational development for program participants. The incumbent will work under general supervision of a higher-ranking administration. Supervision is exercised over a small clerical staff. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Interviews program applicants to obtain information on education, current skills, and abilities;
- Provides assessment of abilities and skills in written form and advises program staff in preparing individualized employability development plans;
- Serves as a team leader for all interviewing teams;
- Assumes responsibility for Intake of program participants;
- Assists program participant in assessing vocational and educational needs;
- Develops service plan for each program participant;
- Monitors program participant progress to insure completion of each service objective;
- Acts as liaison with job development unit and educational institutions;
- Acts as liaison with local social services governmental agencies;
- Maintains and fosters close working relationship with sponsoring agency personnel;
- Maintains counseling log for each program participant;
- Assists in weekly case conferences with program participants;
- Assists in all classroom instruction sessions, this includes but not limited to: career awareness, group counseling, job seeking skills, life and coping skills, and academic class instruction;
- Provides follow-up reports for all program graduates, up to five years, after completion of program;
- Maintains weekly reports of follow-up visits and services for program participants;
- Provides comprehensive monthly/quarterly evaluations/statistics of program activities and outcomes to the Project Director;
- Assists with program assessment activities;
- Ensures that all statistical records are adequate, up-to-date, and forwards required reports to appropriate agencies and the Project Director;
- Provide Best Plus \ TABE assessment to program participants;
- Provide information on the college ESL ACCUPLACER and determine results;
- Meets with students throughout the college enrollment process.
KNOWLEDGE, SKILLS AND ABILITIES:
Candidates must be able to demonstrate awareness and sensitivity towards promoting an inclusive and diverse learning environment. Good knowledge of vocational training and curriculum development; good knowledge of local community in terms of social and economic needs; ability to develop programs in vocational areas; customer service skills; strong communication skills; experience in workshop facilitation and delivering presentations; ability to adhere to strict deadlines as required by the NYS Department of Labor; ability to get along well with others and work well as part of a cross-agency, collaborative team; sound professional judgment; initiative and tact; dependability; strong computer skills, particularly in Microsoft Office (Word); physically capable of performing the essential functions of the position with or without reasonable accommodation.
Graduation from a regionally accredited college or university with an Associate Degree in Social Science, Counseling, Human Services or Career Education and four (4) years of vocational educational experience.
Experience in ESL curriculum development; Knowledge of ESL community resources; Experience in working with refugee resettlement agencies in the community. Bachelor's degree in Counseling or related area. Must Have BEST Plus Certification, BEST Literacy Certification, and TABE Certification.
