Position Summary
The Director of Strategic Portfolio Management partners with the VPCIO and the VPCIO Senior Leadership Team to lead campus strategic planning and reporting, for all aspects of information technology university-wide.

Engagement and Governance

  • Provides oversight and overall leadership in support of the VPCIO for establishing strategies to engage university stakeholders (senior university academic and administrative leaders; extant governance committees, e.g. Faculty Senate; student government officials and appointees; faculty & staff advisory committees; and, extant or ad hoc focus groups) in discussion to determine university IT directions and priorities.
  • Works with the VPCIO’s Senior Leadership Team and distributed IT leadership teams to prepare issues, business cases, projects and presentations for discussion during engagement sessions. Responsible for providing written synopses of sessions for leadership consultation.
  • Provides leadership in the planning, designing and implementation of strategic business objectives based on stakeholder and partner engagement.
  • Establishes processes to validate IT strategies and align them with campus business objectives and provides guidance to UBIT strategic planning processes with respect to campus business objectives.
  • Evaluates new strategic business opportunities, initiatives and/or joint ventures by monitoring technology market activity.
  • Work with the executive and senior leadership team to align the strategic business plan and roadmaps based on understanding the University’s strategy, goals and objectives.


  • Determine, develop, author, and administer campus-wide Information IT polices and procedures. These policies will govern the IT systems, data access of faculty, staff, students, and researchers at UB.
  • Ensure all IT policies are in compliance with SUNY policy; federal and state requirements.

Portfolio Management

  • Oversees the development of business cases, including strategy, business and technical analysis and cost savings complexities. Deliver management-level analyses and recommendations to the VPCIO Senior Leadership team based on sound business and financial analyses.
  • Develop thorough and consistent frameworks, templates and decision models to facilitate ease of analysis review internally and externally.
  • Ensure business analysis and project management training and development are focused towards building competencies to support both current and future needs of the university.
  • Advisor to IT leadership and or business executives about the IT portfolio regarding project status, value proposition, forecasting, and resource planning for delivering strategic initiatives.
  • Guide the executive and leadership teams, project teams and the organization in developing process maturity and organizational integrity with respect to governance and portfolio and project management.
  • Ensure project management on strategic projects as needed and mentor and develop project managers across the unit to support the University’s information technology project portfolio.
  • Plan, direct, and ensure the successful management of designed business solutions utilizing PMO resources, assigned project budgets, and assigned project management teams creating an environment built from continuous improvement striving for ‘on time’ and ‘on budget’ execution and organizational fit.
  • Oversee the Portfolio Management office including directing project management staff, administration of PMO tools, establishment of PMO standards and reporting mechanisms, and communication with the campus regarding UBIT program and project performance.

Minimum Qualifications
Bachelor’s degree with 7 years of experience or Master’s degree with 5 years of experience in an information technology related field, proven track record of successful multiple, large scale projects and programs, managerial experience including direct supervision, project budget administration, program development, and reporting.

Project Management certification (PMP, PfMP, or CAPM) and/or equivalent large-scale management experience.
