Departmental Overview

Facilities Services works to maintain a campus-built environment that is conducive to teaching, learning and research. The department strives to continuously improve the campus in partnership with all members of the campus community.

The Engineering and Technical Services unit of Facilities Services helps develop the vision, strategy, incentives, and initiatives that will align operations, planning and design processes, and resource management with the principles of sustainability.

Position Summary

Join the University of California Berkeley's (UCB) Facilities Services (FS), operating within the Utilities Engineering Team, and play a crucial role in helping UCB's efforts in becoming a fully electrified campus in meeting its and the University of California Office of the President (UCOP) Net Carbon Neutrality goals. The FS department consists of several units including: Engineering & Technical Services, Campus Operations, Asset Management, Customer Service Center, Safety, Maintenance Operations and Campus Building Department.

The Utilities Engineering team consists of six full-time staff members, including: two (2) high voltage electrical engineers, mechanical engineer (overseeing steam, natural gas), civil engineer (sewer, storm, water), energy engineer (metering systems), data analyst and manager. This position would work closely with the Utilities Engineering manager, electrical engineers, UCB Office of Sustainability, and Capital Projects (CP) department. DERs will be essential to UCB's transition to full electrification, and successful integration to existing electrical distribution systems will be paramount.

Distributed Energy Resource Project Manager Role Overview: A career position to manage business development/Request for Proposal (RFP)/ Power Purchase Agreements (PPA) contracting (negotiation/legal coordination) for Distributed Energy Resources (DERs, i.e. solar photovoltaic [PV]; battery, fuel cells, other), oversee implementation/installations of the DERs, and guidance and documentation to ensure maximum IRA/179D tax credits for the Berkeley Clean Energy Campus (BCEC), manage eventual energy service contract operations. This staff person will manage complex work and requires PPA renewable energy development experience (preferably from the private sector) singularly committed to Berkeley's interests.

Responsibilities

• Applies high-level expertise in strategic business development to identify procurement and contract opportunities for distributed energy resources.
• Recommends innovative approaches to achieving strategic goals for resilience and energy procurement. Leads analysis and concept review.
• Designs, evaluates, and negotiates arrangements.
• Manages and organizes contracts.
• Monitors ongoing contract performance.
• Provides data analysis on contract performance and outputs.
• Serves as an expert technical resource for enterprise.
• Keeps abreast of industry innovations, legislative and regulatory developments, and trends.
• Coordinates activities associated with technical implementation of specific systems with facilities project managers.
• Establishes project milestones and schedules; prepares cost estimates and functional studies; reviews and provide feedback on construction plans and specifications; and monitors for adherence to master plans, budgets and schedules.
• Develops criteria and performance specifications required to meet unique operating requirements and building safety codes.
• Research and recommend solutions, equipment, vendor and service offerings to support campus goals.
• Promotes areas of emerging technology consistent with area of expertise through programs and other educational forums, and creates an appreciation for and sensitivity to programs, projects and systems that employ, expand and enhance building projects utilizing new technologies.
• Manage and conduct internal billing (AP/AR support) and cash flow activities related to DER capacity, environmental commodities, purchases and sales.
• Summarize and present information related to such activity to the FS and Sustainability team.
• Data gathering: Gather and input usage and cost data related to DERs energy for UCB in general, and the Office of the President in particular. Such data to be managed in EnergyCAP application, in conjunction with team data analyst.
• Summarize, analyze and create visualizations of such data.

Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted annual salary that the University reasonably expects to pay for this position is $134,200.00 - $192,000.00. The full range for this classification is $134,200.00 - $263,400.00.
