Departmental Overview

The Sponsored Projects Office (SPO) is the Berkeley campus central pre-award administrative office with primary responsibility and delegated authority for liaison with extramural sponsors and is authorized by the Office of the President and the Chancellor to submit proposals and accept awards for research, instruction, fellowships, exhibits, performances, administrative activities and other public services. SPO reports to the Vice Chancellor for Research through the office of the Assistant Vice Chancellor for Research Administration and Compliance (AVC-RAC),

SPO is responsible for all aspects of pre-award and non-financial post-award contract and grant administration. The SPO staff work closely with Berkeley faculty to submit over 3,000 proposals, resulting in over 1,500 awards that total more than $700 million each year and account for approximately one-third of Berkeley's annual operating budget. These awards come from federal and state agencies, local and foreign governments, foundations, and other outside organizations. SPO has stewardship responsibilities for extramural awards from all government and non-profit organizations.

SPO works to ensure that U.C. Berkeley is fully compliant with sponsor terms and conditions, University policies, and federal regulations and requirements. Specifically, the Sponsored Projects Office is responsible for endorsing and authorizing proposals to, and interpreting, negotiating, and accepting contracts and grants from, federal and state agencies, foundations, and other public and private non-profit sources. SPO authorizes and initiates the set-up of sponsored project accounts through Contract and Grants Accounting, and prepares, issues and negotiates sub-awards for collaborative research, instruction, and non-work for hire service projects. SPO is responsible for nonfinancial post-award actions, including obtaining sponsor approval for changes after award, problem-solving and coordination of close-out reports to sponsors. SPO also provides resources on its website for identifying potential funding opportunities, and coordinates applications to programs with institutional limits on proposals.

Responsibilities

The Research Administrator 2 provides general administrative support as needed across the following areas of SPO responsibility: submission of proposals to and receipt of awards from federal, state, local and private non-profit sponsors; proposal and budget review from the standpoint of institutional risk, review to ensure compliance with institutional policy and federal regulations; institutional authorization of proposal submission; pre-award compliance review and update; contract and grant award negotiation and acceptance; sub-award issuance and administration; post-award interactions with sponsors to ensure compliance with financial, administrative and programmatic terms and conditions; and coordination of required reports contract and grant closeout.
  • Under general supervision, supports the processing of proposals, awards and related sponsored project transactions by the Sponsored Projects Office (SPO) as needed. This may include monitoring and managing central SPO email, maintaining central office calendar, scanning award documents, providing other SPO RAs with original awards, associating awards with previously submitted proposals in Phoebe to create an award template, facilitating the processing of 700Us, and ensuring any award checks are processed/deposited appropriately..
  • Facilitates campus access to federal proposal systems and portals, e.g. NSF FastLane, NIH Commons. Assists with access to various award portals (e.g. WAWF and Exostar) Keeps manual of office passwords needed for access to various proposal and award systems up to date.
  • Maintains contract and grant records in compliance with institutional and research sponsor policies. Analyzes problems, gathers data and information, and recommends solutions related to work assignments
  • Processes non-complex proposals, award modifications, no cost extensions, supplements, and other post-award modifications with supervision as needed. May assist with processing conflict of interest forms and data entry as well as other administrative support tasks based on office needs.


Required Qualifications
  • Bachelor's degree in related area and/or equivalent experience/training
  • Requires independent judgment and strong organization and communication skills and customer service focus.
  • Ability to understand applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
  • Ability to understand applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, bio-safety, and other compliance areas.
  • Proficiency working with computer and information management systems.
  • Ability to perform customized reporting.
  • Demonstrated competence in the use of computer databases and electronic systems.
  • Ability to maintain current knowledge of SPO and University policies and procedures in all areas of research administration.
