Departmental Overview
The Capital Projects team manages the design, construction, retrofitting, and restoration of campus buildings and their surroundings. Many skilled professionals work in Capital Projects as architects, landscape architects, planners, engineers, inspectors, construction specialists, contract administrators, accountants, and administrative personnel, all of whom work to serve the campus community.

The Construction Cost Manager position is responsible for developing budgets and reviewing project estimates unit-wide for all design and construction projects, performs studies, may manage the preconstruction phase, and manage projects as needed.
Responsibilities

  • Reviews and prepares budgets/estimates of projects ranging from $10k to $300M+ and develop tools for Project Managers to use for benchmarking.
  • Bids or negotiates construction contracts. Itemize specific scopes of work and manage the contractor bidding process in conjunction with Contracts Administration.
  • Reviews and manages construction activities, including contractor’s schedule, RFIs, Submittals, Change Order Requests and negotiations, and Punch List, and acts as liaison among project participants, resolving problems or conflicts
  • Meets with clients and other project managers to help define project scope and program; manages the project program and performs studies.
  • Special projects such as preparing the UCOP project fund submittals.
  • Formally establishes campus project, including working with other units, departments and the Office of the President (i.e., PEP, Budget Office and Capital Strategies Units) to facilitate this effort and ensure funding is transferred.
  • Hires architectural/engineering firms to develop project requirement definitions, design criteria, and preparing layouts and detail drawings and manages the services of the architects and engineers.
  • Coordinates the development and presentation of conceptual and detailed estimates to the client, establishes the project budget and schedule. When preliminary cost estimates exceed the client’s expected budget, works with architects and contractors in a value-engineering role, pricing the alternatives that offer the greatest opportunity for cost savings.
  • Ensures plans and specifications conform to the program and that the project is properly closed out and Operations & Maintenance Manuals and record drawings are turned over to the Capital Projects Close-Out Manager.
  • Creates project in Unifier, including systematic reporting and updating of project status as required by Capital Projects Management, including budget and schedule.
  • Performs organizational, campus and administrative activities not directly relating to projects, including serving on campus committees representing department or unit.
    Required Qualifications
  • Thorough working knowledge of building and construction, design, construction contract administration and California Building Codes, including full understanding of industry practices.
  • Thorough project management skills, including skill to manage complex projects.
  • Thorough knowledge of the campus, including its infrastructure and short and long range strategic building plans.
  • Thorough skills in problem recognition/avoidance/resolution.
  • Thorough organizational and analytical skills including skill to provide high quality control.
  • Thorough written, verbal and interpersonal communications skills including high level political acumen.
  • Thorough knowledge of project budgeting during preconstruction, including estimate reviews and budget creation.
  • Thorough knowledge of project cost controls, including change order review, schedule of values review, budget updating and forecasting.

Education/Training:

  • Bachelor’s degree in related area and/or equivalent experience/training.

Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience.
