Departmental Overview

Capital Projects manages the design, construction, retrofitting, and restoration of campus buildings and their surroundings. Many skilled professionals work in Capital Projects as Project Managers who have backgrounds in architecture, landscape architecture, planning, engineering, construction and administrative personnel, all of whom work to serve the campus community.

Position Summary

Manages the administrative and business services for Capital Projects. Capital Projects currently has a $1.5B portfolio consisting of 300+ design and construction projects including renovations, expansions, new facilities, infrastructure, tenant improvements, and landscape projects. The Capital Projects Administrative Manager works to achieve departmental, division and campus goals and assure a high level of business performance. Serves as executive advisor to the Director and performs long and short-range strategic planning of the administrative functions of the unit. Establishes and recommends changes to processes department-wide and oversees the accountability and stewardship of campus resources (operational, financial, and human).

Responsibilities

  • Manages, plans and administers the administrative operations for Capital Projects, including the operations budget financial management, processes, and human resources.
  • Provides accountability, stewardship and oversight of the unit's resources, including office operations, fleet, delivery services, and the associated fiduciary responsibilities.
  • Manages the administrative functions for personnel efforts.
  • Oversees the management of design and construction project budget approvals, fund requests, and annual reporting for the Office of the President.
  • Evaluates data and develops reports to be used to make informed decisions to track the department's performance for the leadership team and clients as needed.
  • Strategic and operational short- and long-range planning for administrative services operations.
  • Provides executive advising to the Director of Capital Projects and performs special assignments for the Finance Director and AVC of Capital Strategies.
  • Establishes and recommends improvements to policies and processes which affect the department, including policy changes as may be required by law, the UCOP Facilities Manual, and in collaboration with other campus units, i.e., the Campus Building Official, Campus Fire Marshal. Acts as the departmental resource on all applicable policies, and procedures.
  • Manages systems and procedures/business processes, including the department's financial and project management software system, Oracle Unifier Primavera, the system of record for all design and construction contracts. The system has 30+ business processes used to manage all design and construction projects, as well as reporting. Working with IT, serves as the Unifier Administrator role on behalf of the department.
  • Represents the department on business affairs to the institutional community and to other campus departments.
  • Manages the delegated authority agreements with the division, the campus, and with the Office of the President.


Required Qualifications

  • Broad knowledge of and/or can quickly learn the organization's processes, protocols and procedures with a focus on budget, account and fund management and/or personnel management under labor contract(s) and personnel policy.
  • Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; and/or accounting.
  • Strong verbal and written communication skills; ability to influence/persuade all levels of staff.
  • Skills in organization and customer service to effectively manage multiple important priorities.
  • Proven ability to organize department work functions in an efficient and effective manner and develop processes.
  • Proficiency with common organization-specific and other computer application programs. Expert knowledge in Excel.
  • Skills to work collaboratively with other locations.
  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.
  • Demonstrated management and conflict resolution skills to effectively lead and motivate others.
  • Bachelor's degree in related area and/or equivalent experience/training.


Preferred Qualifications

  • Experience within the construction, engineering and/or architectural industries or UC experience.
  • Experience with a project management financial system.


Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $105,000.00 - $175,000.00.
