Position Title:   Procurement Manager                                                               Department: Purchasing (Procurement and Business Services)

Status: Full-Time

Essential Duties and Job Responsibilities:

  •      Oversee all procurement and related activities to ensure compliance with related regulations, policies, and procedures in a legal and ethical manner.
  •      Reviews contracts, bids, proposals, and vendor agreements to ensure legal correctness, price, and acceptability of items to specifications. This may include assisting with Requests for Proposal (RFP’s),  purchase orders, consultant agreements, student affiliation agreements, and various license agreements. This also includes assisting in the development,  negotiation, and finalization of vendor agreements for signature, as well as monitoring contracts for compliance with university policies, internal procedures, and contract terms and conditions.
  •      Research and evaluate vendors based on price, quality, selection, service, support, availability, reliability, production and distribution  capabilities, and the vendor’s  reputation and history.
  •      Purchases the highest quality merchandise at the lowest possible price, while ensuring University’s expectations are met.
  •      Responsible for the development and implementation of contract compliance policies and procedures, to ensure sound fiscal management and compliance with the University Code of Ethics.
  •      Responsible for oversight and management of the day-to-day operations of the University’s Purchasing Card.
  •      Acts as liaison between Procurement and Business Services and individual colleges, schools, departments, and vendors.  Builds and maintains positive partnerships with University stakeholders through meetings, training, developing and driving communication  efforts, developing new committees to discuss procurement-related  issues, and providing guidance on complex procurement-related issues.
  •      Leads process changes and reviews existing policies to improve efficiencies and better utilize University resources.  Responsible for overseeing system upgrades and implementation of new technology.
  •      Supervises staff to include planning, coaching, rewarding, and recognizing.  Responsible for appraising performance and ensuring that the training and development needs of staff are met.
  •      Performs other duties and responsibilities related to those above which do not alter the basic level of responsibility of the positions                                                                                                            ·

Qualifications:

  •      Bachelor’s degree  in a relevant field, or an equivalent combination of education, training,  and progressively responsible professional experience.
  •      Extensive experience related to Supply Chain Management, Purchasing, or Contracting.
  •      Managerial/supervisory experience.
  •      Experience with contracting methods, including  RFP development, proposal  evaluations, and bidding  practices.
  •      Experience analyzing workflow and designing  efficient  business processes  to continually review and recommend best practices.
  •      Possess  strong  negotiation experience.
  •      Demonstrated ability to build strategic  supplier  alliances  and other contractual relationships.
  •      Interpersonal, verbal, and written communication skills to clearly and effectively interact  with a diverse  group of individuals to secure and/or  provide information  to clarify situations,  resolve problems,  and negotiate  services and/or  agreements.
  •      Leadership skills to implement  new systems  and processes that improve the overall  effectiveness of the unit and proven success training, mentoring, leading, and motivating a team.
