Departmental Overview

The Division of Data Science and Information has been created to meet the opportunities and demands of a world in which data, machine learning, and artificial intelligence inform policy and practice in virtually every arena. The Division brings together faculty, researchers, and students from computing, statistics, the humanities, and social and natural sciences, mirroring the cross-cutting nature of data science and redefining the research university for the digital age. Core to the Division is a commitment to examining how the digital revolution affects equity and opportunityand building the capacity to respond to these challenges. Formally established in July 2019 following a multi-year planning process that engaged faculty from across campus, the Division was created in response to intense student, faculty, and workforce demands. To fully support data science in a broad, rich, and deep manner, the Division connects the:
  • Data Science Education Program,
  • School of Information, and
  • Departments of Electrical Engineering and Computer Sciences and Statistics.


To enhance synergy, the Division includes the:
  • Berkeley Institute for Data Science and
  • Data Science Commons, an experimental space designed to advance outstanding new transdisciplinary programs that may not fit into the footprint of existing departments.


The Division's structure is unique. Its complex structure includes serving as Dean of I School and well as two departments that have bridging relationships with the Division, COE, and L&S. The leadership of the Division will involve complex working relationships with the Deans of the College of Engineering and the Division of Mathematical and Physical Sciences as well as working in close collaboration with all the Deans across campus.

Responsibilities

30% Management and Administration:

Determines and establishes organizational structures and supervisory relationships working with senior divisional management and through program and department managers. Acts as Chief of Staff for the APD in realization of their initiatives. Develops a deep understanding of the problem at hand and applies professional level analysis to create strategies and solutions. Engages in an iterative process with all stakeholders to refine and bring to closure initiatives and problems in the Division.

Makes decisions on administrative or operational matters and ensures achievement of operation's objectives (operational and budget processes, academic and/or staff FTE, finance, recharge administration, human resources, and IT). This includes supervision, the assignment of work, resource planning and maintaining a cohesive, effective work team.
  • Provides statistical analysis and financial statements for all aspects of the Division's operations.
  • Develops and monitors the Division's financial plan. Manages the general budget



planning process for the various units and directly administers the APD's Office budget and allocations.

  • Develops financial models for the distribution of TAS to support the Division's strategic goals. Oversees the computation leading to the distribution of Temporary Academic Salaries (TAS) budget.
  • Directs administration of academic and non-academic personnel functions of the Division through subordinate staff. Directs analysis of proposed and ongoing University and campus academic personnel policies and practices to determine their impact on the Division, its departments, and the Division academic staff. With regard to staff personnel, works collaboratively with Divisional staff to develop long-range personnel plans, implement programs, and formulate local policy. Oversees merit salary program for the Division's non-academic staff.
  • Provides comprehensive support for colleagues in the Division including Associate Deans and other Assistant Deans to facilitate accomplishment of their goals in the areas of research management, fundraising, student affairs, and facility and space planning and management. Oversees the development of analysis and financial planning expertise to the APD for major and minor capital projects. Consults with the Divisional development office to coordinate fundraising goals and capital project needs. Participates in strategy and planning discussions with the APD and development staff. Consults with partners inside and outside of the Division on both major and minor projects as well as space planning, which include planning a new building, relocating faculty and departments over time, and managing growth, for the Division and the APD's Office. Coordinates with the campus budget office and plant accounting on all capital project financing and initial project budget development.



30% Strategic Planning and Program/Project Management:

Participates with other higher-level managers to establish campus strategic plans and objectives.

Advises senior managers on controversial situations, customer negotiations, or influencing and persuading other high-level managers.
  • Stays well informed and keeps abreast of current and emerging issues associated with the Division in order to provide the APD a broad perspective across the campus. Strategic partner to the complex planning process of the development of the annual budget; determine expense priorities, recommend and implement changes to methods, unit planning, staffing, programs, and other financial activities.
  • In conjunction with the APD and Associate Deans, works to further develop the long-range plans for the academic programs in the Division including evaluating the various programs and potential growth in this area. The evolving nature of the Division will require attention by the APD's Office in new areas of inquiry and analysis.
  • Strategizes and analyzes the current and future needs of the Division and using that information formulates, proposes and implements policies, procedures and processes as appropriate to develop and meet Divisional goals.



Manages special projects with high visibility and impact for the Division, and with the potential of setting precedents for the control unit and possibly campus.

20% Makes decisions on administrative or operational matters and ensures achievement of operation's objectives (operational and budget processes, academic and/or staff FTE, finance, recharge administration, fundraising, human resources, IT and space planning). Manages, prepares, administers, and directs projects. Instills strong management practices among subordinate managers.
  • Manages the APD's Office and its budget to ensure effective provision of computing, fiscal/planning, personnel/payroll, and executive/administrative services. The position is charged with creating the APD's Immediate Office staffing structure so that workflow is organized, efficient and responsibly distributed, resources are maximized, and all personnel, technical, and campus resources are utilized in the best possible way to serve the Division's overall teaching mission. Involves selection, supervision, evaluation, and training of the immediate APD's Office staff and associated staff.
  • Oversees delivery of services to the full APD's Office


10% Represents the Division in campus-wide meetings and discussions. Plans, designs, influences and implements campus-wide processes. May be asked by other Schools/College and Control Units to serve on workgroups and committees that have campus-wide influence, such as Communications Network Funding Model - develop a sustainable model for campus IT/communication; Budget impact workgroup - a cross campus workgroup charged with analyzing the effect of budget reductions on campus. Represents the Division at meetings of groups such as the Chief Administrative Officers and other similar campus-wide groups.

10% Advises senior managers on controversial situations, customer negotiations, or influencing and persuading other high level managers. Instills strong management practices across the Division. Works collaboratively with the Executive Assistant Dean for COE, Assistant Deans for the I School, and Assistant Dean for Mathematical and Physical Sciences to ensure programs are effectively coordinated across the divisions.

Required Qualifications
  • Advanced skills in strategy development, systems planning and change management.
  • Excellent leadership abilities to oversee multiple functions or departments through subordinate managers.
  • Advanced knowledge of administrative management theory and ability to translate into practice.
  • Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
  • Advanced project management skills, including the capability to manage capital projects.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques. Skills in establishing and implementing customer service standards.
  • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
  • Bachelors degree and 10 years management experience in related area and/or equivalent experience/training.


Preferred Qualifications
  • Strong knowledge of common campus-specific and other computer application programs.
  • Experience working in higher education, preferably within the University of California, highly desired.

  • The salary range designated for this position: $103,000 - $164,000; however, starting salary will be commensurate with experience.
