Departmental Overview

UC Berkeley's University Health Services (UHS) is a comprehensive college health service providing fully accredited, primary medical care, counseling and psychological services, and innovative health promotion programs for students, faculty, and staff. UHS provides on-campus medical care and coordinates supplemental needs for off-campus care through a network of community specialists and hospitals. UHS manages the student health insurance and workers' compensation insurance programs.

Approximately 65,000 visits occur annually including Primary Care, Urgent Care, Occupational Health and Specialty Clinics. Services are designed to minimize the impact of illness, emotional distress and injury on studies and work. The Social Services (SOS) unit offers short-term counseling, groups, case management and nutrition services to the campus student population. Counseling staff consists of social workers who provide compassionate specialty counseling on a range of specific and highly sensitive topics. Responsible for the overall management of the University's Be Well at Work - Disability Management Services (DMS) program which includes the University's Workers Compensation Program.

Key Responsibilities:

Unit Management/Program Oversight
  • Responsible for the management and strategic leadership and oversight of the Be Well at Work - Disability Management program.
  • Responsible for managing and monitoring the University's Workers' Compensation program from incident reporting to claim closure.
  • Direct, design, and develop disability prevention and management procedures, initiatives, and protocols.
  • Promote the health and safety of employees while reducing the financial risk associated with work-related injuries and illnesses.
  • Develop and implement programs that reduce the financial liability to the University arising from claims and risks associated with Workers' Compensation.
  • Ensure timely and proper claim management from TPA.
  • Serve as point of contact for TPA for Workers' Compensation issues, such as subrogation, LC 132a petitions, and global settlements.
  • Analyze injury and illness data to identify trends in order to support loss control and loss prevention measures.
  • Oversee the Workers' Compensation leaves administration and supplemental benefits process.
  • Review and approve monthly Workers' Compensation management reports to ensure the absence of inappropriate claim activity.
  • Coordinate TPA claim reviews.
  • Review settlement authority requests.
  • Provide recommendations and advice around related disability programs, policies, and services.
  • Consult with Campus Counsel and UCOP Office of the General Counsel to interpret and implement disability laws and campus policies and procedures.
  • Supervise the Be Well at Work - Disability Management team which includes recruitment, retention, performance management, team-building, professional development, and other general personnel matters (timekeeping, leave approvals).
  • Provide primary guidance to Disability Management staff who perform a variety of employee disability management services including, but not limited to workers compensation reporting and claim processing, training and education, transitional return to work, interactive process, reasonable accommodation, and medical separation.
  • Manage the unit's budget and resources.

Organizational Consultation
  • Act as a consultant and primary point of contact for the campus on Workers' Compensation coverage issues.
  • Consult as subject matter expert regarding disability matters, such as reasonable accommodation, interactive process, and leaves.
  • Develop successful collaborations between internal and external partners, such as employees, manager/supervisors, Environment, Health, and Safety, third party administrators (TPA), and occupational healthcare providers.
  • Collaborate and communicate with internal occupational health and urgent care clinics.
  • Provide injury and illness data to various campus departments
  • Provide guidance on injury prevention and return-to-work initiatives.
  • Assist campus partners with OSHA inspections and investigations.
  • Recommend changes to relevant policies and established procedures.
  • Maintain ongoing, close interaction with campus partners to generate effective collaborative partnerships in complying with policies on accommodating employees with disabilities.
  • Collaborate with other involved parties, such as human resources and academic personnel, to develop and implement shared strategies to ensure alignment of initiatives.
  • Provide disability consultation and guidance to faculty, staff, managers, supervisors, and senior administrators.

Education, Compliance, and Service
  • Participate in legal case coordination for civil litigation and Workers' Compensation.
  • Serve as campus liaison with other University of California (UC) locations and the UC Office of the President.
  • Assist in the development and implementation of training programs and workshops focused on disability and employment topics.
  • Maintain a secure environment for confidential records (personnel, medical, case management in accordance with state/federal laws and UC policies.
  • Maintain appropriate records and statistics and prepare reports required by law, policy, procedure, or management.
  • Ensure compliance with OSHA injury and illness recordkeeping and reporting requirements.
  • Remain current and ensure compliance with all federal, state, and local regulations related to Workers' Compensation.
  • Remain current and trained on UC-specific Workers' Compensation claims management systems and databases.
  • Develop training materials, procedural documents, and website information regarding Workers' Compensation policies and procedures.
  • Represent the University on or at any UC-system-wide Workers' Compensation initiatives or meetings.
  • Serve on various committees and workgroups targeted to injury and illness prevention

Required Qualifications
  • Strong working knowledge of Federal and California State disability, employment and Workers' Compensation laws and regulations, including WC Labor Code, Cal-OSHA, ADAA, FEHA, FMLA, Rehabilitation Act-Section 504, CFRA, and PDL.
  • Strong knowledge of maintaining compliance with OSHA injury and illness recordkeeping and reporting requirements
  • Proven knowledge of medical terminology and the ability to understand and interpret medical reports in relationship to Workers' Compensation claims management and respective implications in the development of appropriate work accommodations.
  • Demonstrated knowledge and experience in analyzing injury and injury data to identify trends and develop corresponding loss prevention and loss control plans.
  • Demonstrated knowledge and experience utilizing counseling techniques, performing vocational assessments, and developing work accommodations for individuals with disabilities.
  • Demonstrated ability to analyze policy issues, procedures, laws, and collective bargaining agreements in order to provide appropriate recommendations or actions to be taken.
  • Ability to develop creative solutions for complex cases that are sensitive in nature. Ability to use critical thinking and analytical skills to solve problems.
  • Possess strong interpersonal and communication skills to effectively and professionally communicate using tact and diplomacy. Skill in working as part of a team; collaborating with colleagues. Ability to establish and maintain cooperative working relationships.
  • Demonstrated excellence in oral and written communications, including report writing, editing, procedure manuals, and policies.
  • Proven experience with claims administration systems and common computer application programs, such as Word, Excel, and Google applications.
  • Knowledge and experience working and consulting with all levels, including senior management, academic employees, staff employees, managers, supervisors, and HR professionals.
  • Demonstrated experience in supervising and leading a team of staff members. Skill in recruitment, retention, performance management, team-building, professional development, and other general personnel matters, such as timekeeping and leave approvals.

  • Graduate degree in rehabilitation counseling, psychology, or related field or equivalent experience and education.
  • Minimum of 6 years of full-time experience in the provision of disability management services and Workers' Compensation including experience working with or within a Workers' Compensation insurance company or third-party administrator.

Preferred Qualifications
  • Knowledge of University of California (UC) policies and collective bargaining agreements.
  • Knowledge of occupational ergonomics and the ability to apply this knowledge in the University setting.
  • Demonstrated experience in developing training curriculum and materials and delivering content to a diverse population.
  • Bilingual (English and Spanish).
  • Knowledge of the general principles of human resources, including benefits, compensation, recruitment, and collective bargaining.
  • Possess current counselor certification, such as Certified Rehabilitation Counselor through the Commission on Rehabilitation Counselor Certification (CRCC), Certified Disability Management Specialist (CDMS), or Certified Professional in Disability Management (CPDM).

Salary & Benefits
