Departmental Overview

The College of Engineering at UC Berkeley is recognized for its educational and research excellence, consistently ranking among the top three Engineering colleges in the United States. With more than 220 regular faculty members, 1, 600 graduate students and 2,700 undergraduate students located in seven academic departments, Engineering is the second largest college on the Berkeley campus.

The Department of Mechanical Engineering (ME) is one of seven academic departments within the College of Engineering and is the top ranked public mechanical engineering program in the nation and consistently ranked as one of the top mechanical engineering departments in the world. At present the department has 12 research areas and major fields consisting of 40 faculty and 25 career staff. In addition, we have 5 joint appointments, professor-in-residence, and Senior Lecturer with Security of Employment (LSOE) (with BIOE, EECS, MSE, NE, and Haas). In addition, we have four adjunct faculty, 7 Professors of the Graduate School, and 10 active emeriti. All of who actively collaborate on teaching and research, and a large number of visiting faculty researchers and post-doctoral fellows. The student population includes approximately 1091 graduate and undergraduate students (PhD, MS/PhD, MS, MEng, and undergraduates).

The Academic HR Analyst role involves recommending, developing, implementing, administering, coordinating, and/or evaluating Academic Human Resources policies, labor contracts, statutes, programs, and procedures covering one or more of the following: academic recruitment, appointment, and advancement; compensation and salary administration; faculty welfare programs; visa procurement; benefits; payroll; training and development; faculty misconduct; and faculty equity.

The incumbent supports the Department Chair, the Department Administrative Manager, Senate faculty members and non-Senate instructors (ME and Jacobs Institute), specializing in academic personnel policy, and procedure, faculty members' academic advancement; work-related problems governed by UC academic HR policy, and instructional labor contracts. Provides analytical support for the full range of high-level academic personnel matters including development of official faculty recruiting priorities and Strategic Plans in the context of State budget stringency, the new Campus Initiative FTE program and the faculty Market Adjustment salary program aimed at averting loss of faculty members to outside institutions; faculty recruitment strategies and practices, oversight of special projects. Position is responsible for responding to urgent Dean's Office, APO, or other campus-level queries regarding ME faculty salaries, personnel or recruiting matters, including sensitive and political aspects of internal faculty recruitment, in a climate of close State and Regional scrutiny of University affirmative action and faculty hiring practices. Incumbent backs up the Lead Academic Analyst 4 for academic matters as needed, representing Department with College of Engineering and other campus units.

50% Facilitates academic personnel administration essential to the success of faculty advancement cases and salary increases, faculty retention and recruitment, in the context of high sensitivity to fairness across large, multi-faceted faculty having competing interests and an international reputation to maintain. Independently determines when required academic personnel actions for Mechanical Engineering faculty must take place, initiates such actions, analyzes and synthesizes both qualitative and quantitative data relevant to such actions, and makes initial assessment of cases' strength and weakness. Advises faculty members on preparing self-evaluations. Reviews materials in AP Bears, collects or assists with the collection of materials, including the solicitation of external letters of recommendation. Provides analysis and makes recommendations regarding merit and promotion cases for Mechanical Engineering faculty. Drafts recommendation memo and prepares merit and promotion case materials for submission, including Targeted Decoupled Initiative requests and Value at Berkeley assessments during retention negotiations. Provides strategic advice and counsel to unit head by analyzing and interpreting system-wide and organization policies, collective bargaining agreements, academic personnel procedures and practices.

20% Facilitates/manages the Non-Senate faculty appointment process for ME and Jacobs Institute for Design Innovation. Coordinates with the Vice Chair of Instruction, Faculty Director, Chief Learning Officer, and Managing Director on the lecturers or Teacher Special Program (TSP) to be hired. Completes the process for seeking approvals for the non-senate academic hires by sending appointment and reappointment requests to the College of Engineering Dean's Analyst and summer hire requests via Berkeley Summer Sessions ehire. Facilitates the onboarding process and entering the non-senate appointees in UCPath. Processing of one-time payments and multi-location appointments. Counsels Senate and non/Senate faculty and other academic staff concerning moderate to complex work-related problems, recognizes potential labor-contract grievance situations; provides feedback to management and recommends strategies for addressing sensitive faculty situations and/or requesting exceptions to policy. Counsels faculty concerning complex and/or particularly sensitive work-related or career-related problems. Deals directly with faculty who are involved in strenuous recruitment or retention efforts. Coordinates the academic search process, including placement of ads, drafting of search plans, and conducting the initial screening of materials submitted.

15% Analyzes and interprets guidelines and policies to provide advice and counsel to unit clients on issues such as compensation, work-eligibility
(visa) matters such as H1-B processing or PR application, and benefits considerations. Faculty Benefits Counselor: Oversee record maintenance of various kinds of leaves, advise on their interactions, on Active Service/Modified Duties, on benefits enrollments for new-hires, on benefits continuance while on various forms of leaves which faculty are allowed. Liaison with research units to coordinate correct payment of ME faculty Research Leaves.

10% Provides strategic advice and counsel to unit head by analyzing and interpreting system-wide and campus policies, collective bargaining agreements, academic personnel procedures and practices. Conducts investigations into complaints involving academic appointees; provides feedback to management and makes strategic recommendations. Counsels Senate and non-Senate faculty and other academic staff concerning moderate to complex work-related problems.

5% Identifies and customizes training needs for diverse constituencies.

Required Qualifications
  • Bachelor's degree in related area and / or equivalent experience / training.
  • Requires in-depth knowledge of and ability to apply/interpret campus and college policies and procedures which govern academic HR.
  • Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.
  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration.
  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.
  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials and make critical decisions regarding personnel.
  • Ability to communicate effectively with diverse audiences.
  • Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses.
