Departmental Overview

The Office of the Registrar (OR) has primary responsibility for interpreting and implementing the academic policies of the Berkeley campus in the areas of student registration, course enrollments, classroom use, recording of grades, and the maintenance of student records. Increasingly, the Office of the Registrar plays a key role in policy development related to the efficiency of the campus' delivery of academic programs and deployment of academic resources and to the successful and timely progress of students. The Office of the Registrar provides comprehensive services to students, prospective students, alumni and the general public.

The Residency Affairs Unit is responsible for making residency determinations for all new undergraduates, all new graduate students as well as continuing students petitioning to change their residency status.

Responsibilities

RESIDENCE DETERMINATION AND STUDENT SERVICE:
  • Review Statement of Legal Residence for residency determination on a case by case basis for new, returning, and continuing undergraduate and graduate students using online database and communication systems.
  • Refer students to the Residence Affairs Officers when cases present unique conflicts/contradictions of policy, and be able to brief the officer on the conflicts of policy, and suggest alternatives and/or ramifications.
  • Consult supervisor when exceptional cases arise and suggest alternatives that may change policy of the unit or affect UC system wide determinations.
  • Document residency decisions (especially readmitted students), update information in database systems, and track residency fee waivers (including AB 540 waivers) and other residency determinations lists.
  • Act as initial student service contact for the high volume Residency Affairs Unit; this will include communicating extremely complex policies, procedures, deadlines and operations to students and parents via phone, in-person, and e-mail.
  • Outreach to students needing to provide additional documentation to the Residency Affairs Unit.
  • Manage, maintain, and extract data needed to determine residency using computer systems (e.g. Campus Solutions, Perceptive Content/ImageNow, Google Drive, MS Excel).
  • Follow OR procedure and policy on obtaining and accurately entering student data in a timely manner.
  • Independently complete administrative responsibilities.


ADMINISTRATIVE AND PROGRAMMATIC DUTIES:
  • Forward residency files and needed information to the Office of the General Counsel for student residency appeals on a timely basis.
  • Respond to written, phone, and e-mail residency inquiries.
  • Process and complete residency inquiries received through web-based ticketing system (Salesforce) in a timely fashion.
  • Coordinate forms processing and maintain files of all residency fee waivers and exemptions, ensure that all SLRs and forms are filed properly.
  • Through examining and indexing correspondence, via submitted documentation, ensure proper documents, signatures, term eligibility, and deadlines are adhered before processing and presenting to Residency Affairs Officers for handling.
  • Review and edit communication provided, or presented, to student, parents, and the university.
  • May oversee, supervise and/or assign tasks to work-study students.


GENERAL OFFICE TASKS AND OTHER DUTIES:
  • May assist with other duties in the Office of the Registrar as assigned by supervisor.


Required Qualifications
  • Strong verbal and written communication skills, including clear and professional writing skills.
  • Sound interpersonal skills with the ability to communicate with a diverse population.
  • Ability to listen to unusual and varied requests and respond with sensitivity and tact.
  • Excellent customer service skills (email, phone and in-person).
  • Ability to understand and interpret, and communicate complex policies and regulations.
  • Ability to prioritize, exercise initiative and demonstrate sound judgment while effectively and accurately executing numerous tasks in a high volume fast paced environment.
  • High level of organizational skills and attention to detail.
  • Ability to manage time well, compile tasks and work effectively in a busy environment with numerous interruptions and the pressure of deadlines.
  • Ability to adapt to changing environments, priorities and procedures.
  • Ability to research and resolve multi-dimensional problems independently.
  • Demonstrated ability to work both independently and as part of a team
  • Able to take direction and implement a plan of action.
  • Ability to maintain and use reference materials including written procedures.
  • Ability to maintain confidentiality and security of student records following confidentiality rules established by FERPA, the State of California and the university.
  • Knowledgeable about immigration and eligible visa documentation and practices as well as impacting legislation decisions.
  • Related administrative or student services experience.
  • Proficient in using the MS office suite in a Windows environment and familiarity with systems for registration and enrollment, and databases (Campus Solutions, Perceptive Content/ImageNow, Google Drive, MS Excel).
  • Ability to use multiple systems and learn new software quickly.


Education/Training:
  • Bachelor's degree or equivalent of 2 years of related experience/training.
  • FERPA knowledge and/or training.


Preferred Qualifications
  • Experience with interpretation of complex policies especially in student services or the related (i.e. academic advising, business, financial aid, immigration, law, student conduct, etc.)
  • Experience working in a confidential university environment
  • Knowledge of University/College policy and procedures
  • Demonstrated proficiency with common campus specific computer applications (student information systems)
  • Intermediate to advanced knowledge of Adobe Acrobat, and MS office suite applications, including Word, Excel, etc.


Salary & Benefits

This position is a non-exempt, bi-weekly paid position. Hourly pay for this role is commensurate with experience within the range of $25.31 - $27.71, Steps 3.0 - 7.0.

Other Information

This position is governed by the terms and conditions in the agreement for the Clerical & Allied Services Unit (CX) between the University of California and Teamsters Local 2010.
