Departmental Overview

The Disabled Students' Program (DSP) is recognized for its commitment to ensuring that all students with disabilities have equal access to educational opportunities at UC Berkeley and helps students to achieve academic success through its programs. DSP provides a wide array of legally mandated services to students with disabilities and consists of approximately 50 FTE, serves over 5500 students, and hires over 400 service providers and student volunteers to provide educational support to this growing population. The unit has an annual operating budget of approximately $3.5 million in state and permanent funding, while gifts and endowments add to that total. DSP is also responsible for administering a Department of Education TRIO Student Support Services federal grant. Responsibilities

Management & Supervision:

  • Provides leadership and direction to staff that provide proctoring and test-taking accommodations.
  • Develops work guidelines and documentation/reporting protocol for proctors and test-taking assistants.
  • Oversees the interviewing, selection, and training of proctoring and test-taking service staff (including represented employees covered by a collective bargaining unit).
  • Establishes work schedules based on the operational needs of the department. Responsible for day-to-day supervision.
  • Recommends corrective action for staff.
  • Manages staff responsible for the hiring, training, scheduling, and supervision of 60+ student staff in the Proctoring Center and satellite locations in multiple buildings around campus.
  • Manages all aspects of the Test Taking Services - including staff responsible for software, hardware, and assistive technology peripherals used and maintenance, upgrades, or purchases.
  • Follows up with student and proctor-reported issues.
  • Reviews issues with students and consult with Disability Specialists and/or Supervisors.
  • As necessary, refers students to the DSP complaint resolution process.
  • Develops and implements workflows and work plans.
  • Manages a detailed service log and tracks service-related expenditures for proctoring and test-taking services.
  • Responsible for adhering to a defined budget and initiating summer session recharge/fee for service billing.
  • Responsible for updating and maintaining faculty test-taking agreement forms that initiate proctoring standards and guidelines for students who require test-taking accommodations.
  • Works closely with faculty, DSP supervisors and managers, Disability Access and Compliance, and students to address compliance issues that arise from test-taking accommodations.
  • Participates as a supervisor in leadership team meetings with DSP.
  • Works collaboratively across units to establish goals and priorities for DSP as a department.


Assessment & Training:

  • Reviews exam accommodation requests from faculty and accommodation letters to clarify and/or verify disability related needs.
  • Consults with Disability Specialists as appropriate.
  • Discusses proctoring conditions and logistical needs with professors.
  • Takes steps to ensure that students with disabilities receive exam accommodations as specified in their letter of accommodation.
  • Provides consultation to faculty and academic support staff on best practices for implementing exam accommodations for students with disabilities.
  • Provides guidance and instruction to proctors and test taking assistants related to the complexity of individualized disability related needs when providing proctoring and test taking accommodations.


Program & Resource Development:

  • Researches, identifies, develops, and implements best practices for providing disability- related proctoring accommodations.
  • Identifies proctoring space needs and works with Capital Projects/campus partners to implement and oversee new construction in proctoring spaces.
  • Manages all aspects of Test-Taking Accommodations and Services.
  • Manages the purchase, maintenance, software upgrades, hardware, equipment, and peripherals used in proctoring.
  • Oversees the development of a Test Taking Services database to capture comprehensive instructor/student/course/service information.
  • Works closely with CSS-IT to schedule computing support for proctored exams that require the use of computers and assistive technology applications; and regularly scheduled maintenance and upgrades.
  • Coordinates with classroom scheduling and departmental room schedulers to reserve space for proctored exams.


Database Management/Technical Database Lead:

  • Manages the website builder and provides ongoing editing support for various units in the department.
  • Provides technical support on the Accessible Information Management (AIM) system to department supervisors.
  • Liaising with third-party vendors, DSP Supervisors, management, and end-users to ensure projects and issues are addressed and completed to standard.
  • Manages DSS-Online Help support email and ticketing system and troubleshooting issues.
  • Communicate with staff, faculty, and students when issues are resolved.
  • Identifies issues risks and assisting each unit lead in forming contingency plans.
  • Acts as the primary point of contact with DSP's database software developer when new upgrades and change requests are needed.
  • Leads weekly AIM Team meetings to discuss new or ongoing issues with key stakeholders in DSP.
  • Works with team leads on pulling data and reports for any Disability Access and Compliance requests.


Other:

  • Identifies professional development needs/opportunities and participates in professional organizations.
  • Plans and/or participates in other supportive services for the department (i.e., disability awareness month, graduation, new student orientation), leadership meetings/events.
  • Assists in the preparation of proposals and reports.
  • Completes other duties as assigned.


Required Qualifications

  • 3 - 5 years of supervisory experience working with staff from varying backgrounds, assigning tasks, coordinating multiple work projects, and monitoring the quality of work.
  • Experience with recruitment, selection, and retention of highly qualified staff and/or student employees.
  • Ability to effectively collaborate and communicate with management and supervisory team to achieve organizational objectives.
  • Excellent written and interpersonal skills.
  • Demonstrated ability to communicate effectively, professionally, and tactfully with faculty, colleagues, subordinates, staff, and students alike.
  • Comfortable speaking openly and one to one when needed.
  • Excellent organizational, analytical, and problem-solving skills.
  • Ability to develop original ideas to independently solve problems using reasoning, persuasion, and sound leadership.
  • Proficiency in fostering positive relationships and collaboration with faculty members and campus partners to support program initiatives and institutional objectives.
  • Excellent attention to detail and ability to work well under pressure with tight timelines and competing priorities in a demand-driven, student-focused, complex environment.
  • Must be able to set priorities, meet deadlines, and respond to internal and external requests in a timely manner.
  • Advanced computer knowledge, proficiency, and skills.
  • Ability to function effectively in both a Mac and PC environment and have experience working with DropBox, Google Drive, and other storage and tracking systems.
  • Comfortable working with complex database systems, online applications, web forms, and secure servers.
  • Familiarity with the different forms of assistive technologies (e.g. Kurzweil, JAWS, MAGic) and how they can be used effectively in a classroom environment.
  • Working knowledge of and/or ability to learn about the Federal Family Educational Rights and Privacy Act (FERPA), other privacy laws, state laws, and University policy regarding dissemination of student information.
  • General knowledge of the legal framework involving accommodations for students with disabilities through state and federal laws and regulations.


Education/Training:

  • Bachelor's degree in related area and / or equivalent experience / training.


Preferred Qualifications

  • Experience working in a university environment.
  • Prior experience working with represented staff in a collective bargaining environment.
  • Thorough knowledge of and/or ability to learn procedures for assessing and determining disability accommodation issues, including Disability Compliance Office procedures.


Education/Training:

  • Master's Degree in related area and / or equivalent experience /training.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

  • The budgeted salary or hourly range that the University reasonably expects to pay for this position is $77,600.00 - $98,000.00.
  • This is a 100%, full-time (40 hours per week), career position that is eligible for full UC benefits.
  • This position is exempt and paid monthly.
