Departmental Overview

The Berkeley Population Center (BPC) is an NICHD-funded research center. BPC continues a more than 50-year old tradition of population research at UC Berkeley, and also fosters collaboration with the University of California campuses at Los Angeles, San Francisco, Irvine and Davis, as well as Stanford University. Center faculty currently come from the Berkeley Departments of Anthropology, Demography, Economics, History, Political Science, Psychology, Sociology and Statistics in the College of Letters and Sciences, as well as from the School of Public Health; the Haas School of Business; Environmental Science, Policy and Management; and Agricultural and Resource Economics.

BPC facilitates and sponsors population research in five thematic areas; more can be learned about the Center on the Population Sciences at Berkeley website, www.populationsciences.berkeley.edu. BPC offers seed grant funding to faculty, provides support for grant development and administration, and sponsors seminars, networking events and conferences.

Social Science Matrix is UC Berkeley's institute for social science research and provides an organizational framework-a "matrix"-to support cross-disciplinary projects pursued by more than 500 social scientists across the Berkeley campus research landscape and beyond. Matrix is designed to foment relentless innovation, with the aim to generate new forms of scientific inquiry and design more effective forms of social intervention. The Social Science Matrix fosters collaboration and project development by providing program coordination for seminars and events around questions that demand diverse perspectives and methods. It offers administrative support for grant applicants and for grants and contracts management.

Position Summary

Reporting to Principal Investigator (PI) Joshua Goldstein and Michelle Poulin, Executive Director, the Research Administrator is responsible for a wide range of activities related to the Department's research, training, and infrastructure grants. The Administrator will work closely with other staff and teams in BPC as well as the NIA- funded Center on Economics and Demography of Aging (CEDA) as appropriate, and is expected to have strong managerial and leadership skills.

This is a challenging opportunity for a professional skilled and interested in academic administration, grant management, demographic and health-related research, and social science. The position is for someone with a strong desire to use and deepen skills in grant writing and administration, project management, communications, fairly complex financial analyses and customized reporting, and is energized to contribute to the long-term success of a dynamic department and the BPC.

Responsibilities

  • Under general supervision, organizes, plans, establishes, and monitors fiscal budget control of contracts and grants administration, gifts, endowments and privately funded projects for faculty research programs.
  • Manages budgets and projections, both overall and for specific sub-projects and events of the Department's research, training, and infrastructure NIH T32 grants; submitting purchasing, contracts, reimbursements and HR requests; event coordination; and writing progress reports.
  • Ensures complete and accurate collection of research administration at all stages of the contract and grant life cycle.
  • Collaborates closely with other staff and teams in BPC as well as the NIA-funded Center on Economics and Demography of Aging (CEDA) as needed.
  • Assists in collecting data on grant productivity for annual and close-out reports.
  • Conduct analysis of grant data as requested, interpret data.
  • Drafts appropriate sections of submissions based on data collected from participants, other campus sources, and internet research.
  • Liaise with research teams (including past award recipients), and monitor projects.
  • Analyzes transactions, expenditures, identifies and resolves discrepancies, financial and inventory reports.
  • Verifies accuracy of campus expenditure records and tracks funding commitments so as to maintain updated budget projections in real-time.
  • Creates budgets and budget justification text for grant proposals through identification of precise sponsor and university requirements.
  • Develops and/or oversees non-competing continuations, supplements and other award/agreement amendments.
  • Applies professional concepts to provide projections, analyze spending and recommend adjustments.
  • Assists with the staffing of research and other personnel.
  • Collect data on past and present trainees and postdocs for incorporation into T32 progress reports and competing renewals on an ongoing basis.
  • Create and maintain a database of information on degrees, subsequent careers, and related information for reporting.
  • Under general supervision, provides post-award financial administration and management for research funds in accordance with campus policy and agency requirements.
  • Assists with fulfilling PubMed Central uploads for NIH policy.
  • Provides standard financial reports and projections.
  • Monitors and ensures allowability for financial transactions, expenditures, reconciles funds, identifies and resolves discrepancies and retains all necessary back up documentation.
  • Under general supervision, works with other analysts in negotiation of terms and conditions of research agreements and awards from various sponsors.
  • Identifies subaward institution liaisons in RA and SPO positions and works with them to usher through a complex multi-campus grant.
  • Plan and manage events, including travel and reimbursements.
  • Creates a process to manage Center events on campus, including venue location and contracts, catering choices, hotel bookings for visitors.
  • Performs other duties as assigned.


Required Qualifications

  • Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.
  • Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
  • Ability to manage a high volume of transactions.
  • Ability to perform moderately complex financial analysis and customized reporting.
  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.
  • Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.
  • Maintains current knowledge of compliance regulations in all areas of research administration.
  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.
  • Knowledge of grant funding processes, procedures and techniques.
  • Writing skills to draft persuasive text for variety of audiences.
  • Bachelor's degree in related area and/or equivalent experience/training.


Preferred Qualifications

  • MA in Sociology, Economics, Public Health, Public Policy, Demography, International Affairs, or related discipline and/or equivalent experience/training.


Salary & Benefits

This is a 60% (24 hrs a week) non-exempt career position, which is paid hourly and eligible for UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $30.86 - $53.90.
