Berkeley Regional Services (BRS) is comprised of six (6) Regions which provide services to specific "groupings/clusters" of schools, colleges, and organized research units (5 academic, 1 all other). This regional approach to providing administrative services is intended to improve service quality by re-establishing personal connections and to develop more local expertise.

ChaMPS provides a wide range of reliable, high-quality administrative support services for the University of California, Berkeley in the areas of Research Administration, Purchasing and Reimbursement, Human Resources & Academic Personnel Support, and Information Technology (IT).

The Research Administration function within ChaMPS will provide department level service during the contracts and grants life cycle to UC Berkeley's Principle Investigators (PI) and Principle Directors (PD). By streamlining services in areas such as human resources, purchasing, and grants administration, ChaMPS will help PIs and PDs navigate the campus administrative processes and focus on the research that comprises a large part of the UC Berkeley mission. ChaMPS will provide department level pre-award and post-award support services to all research professionals on campus, in close collaboration with the Sponsored Projects Office, Industry Alliances Office, Contracts & Grants Accounting, and other central compliance groups.
The Research Administrator 3 position within ChaMPS involves providing analytical and financial support in contract and grant administration, and budget development, including, management of funds post-award, and closeout activities for federal, state, local and private sponsors. This work will involve activities associated with forecasting, planning, and managing of research portfolios by performing some or all of the following: administering and monitoring contract and grant awards, including compliance with regulations, terms and conditions; financial management and reporting; analyzing financial data; and sub award/subcontract administration.
The Research Administrator 3 will report to and receive assignments from the Contracts and Grants Supervisor 2. The incumbent will work with the supervisor to ensure a balanced workload. The incumbent will mentor employees at the Research Administrator 2 level to help them gain a better understanding of research administration in a university setting and within ChaMPS.
- The Pre-award Research Administrator works with Department Faculty to develop adherent proposals for submission to funding sponsors. The Research Administrator reads sponsor solicitation and policies, and guides the proposing faculty through proposal development and submission.
- Serves as a knowledge base, ready and able to advise faculty on all aspects of proposal development and submission, including cost-sharing issues, costing policies, developing supporting documents such as data management plans, facilities docs, mentoring plans, and more.
- Develops detailed budgets and justifications that accurately represent the financial needs of the proposed research. Convert budget to sponsor format, which may include different forms (e.g. RR budget form), sponsor spreadsheets, or sponsor breakdowns (grant fiscal year, university fiscal year, phase, task, etc).
- Works with sub- and super-recipient institutions to coordinate subcontract proposals and collaborative submissions.
- Provides document management support, including maintaining libraries of frequently used documents, creating documents from raw text provided by faculty, converting documents from and to a variety of formats, and combining or separating these as needed to provide in sponsor-specific portals.
- Assists with budgeting a wide range of personnel with different appointment types. Some complexities include budgeting summer salary for academic appointment faculty, graduate student researcher planning, participant support, undergraduate temp planning, staff and consultant roles, and more.
- Will have primary responsibility for managing proposals in sponsor systems, including FastLane/research.gov, grants.gov/Workspace, NSPIRES, STGMS, Assist, among others.
- May facilitate PI interactions with BRS HR and BRS Purchasing.
- Assists in support of audits as directed by senior staff.
- Participates in training/educational sessions designed to increase knowledge of professional research administration concepts and practices, and BRS, University, and/or funding agency processes and policies.
- Minimum 1 year of demonstrated experience in research contract and grant management.
- Requires independent judgment and strong organization and communication skills and customer service focus across broad and diverse subject areas.
- Extensive experience in pre-award administration, proposal preparation and submission processes.
- Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy requirements.
- Demonstrated working knowledge of applicable federal, state, local, sponsor, and institutional regulations, policies, and guidelines.
- Ability to work independently and as a team member, research and resolve problems, meet deadlines, and follow through on assignments with minimal direction.
- Accounting and budgeting skills in managing complex financial accounts and funds, as well as knowledge of generally accepted accounting, fiscal, and reporting principles.
- Requires thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
- Ability to manage significant volume of transactions.
- Thoroughly knowledgeable in applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, et cetera.
- Ability to translate technical/scientific concepts into a fundable proposal.
- Bachelor's degree in related area and/or equivalent experience/training.
- Three years of demonstrated experience in research contract and grant management preferred.
Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience within the range of $68,000.00 - $75,000.00.
