The Office of the Vice Chancellor for Research has overall managerial responsibility for UC Berkeley's research enterprise. The Office initiates and supports a range of initiatives to foster a creative and collaborative campus-wide research environment, including advocating for research needs and resources; and maximizing the benefits of Berkeley's research to the scholarly community and to the quality of life in the local community, the state, and the nation. The Office of the Vice Chancellor for Research supervises over 50 interdisciplinary research units, six museums and seven field stations; encourages and administers the flow of research funding to the Berkeley campus; oversees the compliance of campus research with federal, state and university regulations; and facilitates relations between University researchers and private industry for the benefit of society.
The VCRO Project/Policy Analyst provides high level project analysis, coordination and consultation to advance a wide range of strategic initiatives and projects to advance interdisciplinary research on the UC Berkeley campus. The Analyst coordinates a continuously-evolving portfolio of projects, spearheading planning, conducting background research and analysis, and/or providing consultation and advising as needed. The Analyst serves as a resource and consultant to leadership, faculty, directors and staff on policy interpretation/development, grant proposal development, as well as providing staff and/or project support to working groups and committees. The Analyst assists in policy and program planning, development and administration; interprets, monitors and analyzes information regarding policies and procedures; and provides consultative services regarding general management to department administrators.
Strong candidates will bring a robust understanding of the depth and complexity of the academic research environment, and be able to get up to speed and manage/respond quickly and thoughtfully to a complex array of evolving projects. S/he must be able to advance progress on a range of initiatives and/or decisions simultaneously, employing influence, consultation, resourcefulness, confidentiality and tact as appropriate.
- Provides high level program management and analytical support across a broad spectrum of complex programs, policies and initiatives, and a wide range of issues and topics representing the breadth of the UC Berkeley research environment.
- As a member of the leadership team, participates in the discussion of strategic decisions facing the Vice Chancellor for Research.
- Makes recommendations to the Vice Chancellor for Research.
- Develops proposals and recommendations to guide and support a broader strategic direction for the campus and academic research agenda.
- Makes high level contacts of a sensitive nature, internally and externally (including deans, department chairs, unit directors and external stakeholders), requiring discretion and diplomacy in order to negotiate with or persuade officials to adopt the proposed solution.
- Develops and advocates solutions to systemic issues, including developing and administering new systems, policies, processes, or programs.
- Organizes programs, researches issues and gathers data and information to find and evaluate new and/or alternative solutions.
- Provides analyses for complex budget, financial, academic, data, systems and resource projects working directly with all levels of managers.
- Leads and directs a wide variety of projects and follows through with all levels of staff and individuals inside and outside the organization.
- Manages large and highly complex multi-disciplinary, multi-investigator research teams (initiative working groups, campus-wide committees, etc).
- Organizes, manages and facilitates research symposia and workshops.
- Proposes, leads and/or participates on policy and planning committees and working groups.
- Researches and summarizes best practices in field.
- Attends functions, meetings and serves on internal/external committees as a representative of the Berkeley Campus on behalf of the Vice Chancellor for Research.
- Develops and coordinates policy communications; formulates strategies to ensure timely and thorough communication to campus and external constituencies.
- Communicates the status and progress of initiatives through the compilation and design of reports, media stories, website posts, etc.
- May lead a team of lower level analytical and administrative staff.
- Ability to gain thorough knowledge of campus processes, protocols and procedures.
- Excellent verbal communication and interpersonal skills to communicate effectively with all levels of faculty, staff and administrators.
- Strong writing skills.
- Strong understanding of organizational culture.
- Ability to develop strong relationships with a wide range of researchers, staff and leadership, to provide input and advance progress.
- Ability to navigate sensitive issues with discretion and tact; ability to influence decisions in decentralized environments.

- Bachelor's degree (or equivalent experience/training) and at least 5 years of relevant experience in an academic or similar work environment.
- Advanced degree preferred.
Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience.
