The Office of the Vice Chancellor for Research has overall managerial responsibility for Berkeley's research enterprise. It seeks to maintain a research environment that fosters creativity, collaboration and community. Its specific goals are to provide effective support for campus-wide research efforts; to advocate for research needs and resources; and to maximize the benefits of Berkeley's research to the scholarly community, and to the quality of life in the local community, the state, and the nation.
In support of these goals, the Office of the Vice Chancellor for Research:
- Supervises over 50 research units, six museums, and seven field stations;
- Administers the flow of research funding to the Berkeley campus;
- Oversees the compliance of campus research with federal, state and university regulations;
- Facilitates relations between University researchers and private industry for the benefit of society.
The University of California adopts as a fundamental value the repatriation of Native American and Native Hawaiian human remains and cultural items (funerary objects, sacred objects and objects of cultural patrimony), in accordance with state and federal law.
Reporting to the Campus NAGPRA Official (Vice Chancellor for Research), the NAGPRA Liaison is the point of contact for tribes on matters related to NAGPRA including consultation, repatriation, disposition, and access to human remains of Native American and Native Hawaiian ancestors.
The NAGPRA Liaison shall be familiar with NAGPRA, CalNAGPRA, UC Office of the President 2020 Systemwide Policy on Native American Cultural Affiliation and Repatriation (UCOP 2020 Policy), and other relevant laws and regulations; familiar with the repatriation process; and knowledgeable regarding consultation practices and process with Native American Tribes and Native Hawaiian Organizations.
The incumbent works in close partnership and collaboration with the Phoebe A. Hearst Museum of Anthropology Faculty Director and Executive Director to support and advise consulting and claimant tribes on all matters related to NAGPRA, CalNAGPRA, and the UCOP 2020 Policy. The incumbent will also consult with the Head of Cultural Policy (HCP) and Cultural Policy Registrar, appropriate UC administrators, and the Chair of the NAGPRA Advisory Committee on matters related to repatriation. In collaboration with the HCP, the incumbent provides support and advice on NAGPRA and CalNAGPRA Repatriation and Cultural Policy issues.
The incumbent works in close collaboration with the Museum's Faculty Director in preparing internal and external communications, as well as correspondence for consultation. In addition, the incumbent oversees the necessary support to tribal members, tribal governments, and lineal descendants during consultations.
REVIEW, PREPARATION, and DISTRIBUTION OF CONFIDENTIAL MATERIAL & REVIEW OF CLAIMS & APPEALS:
- Assists prospective claimants or requestors in obtaining cultural affiliation information as required by Policy.
- Ensures that information is complete and accurate so that requests may proceed.
- Works with the campus NAGPRA Advisory Committee to resolve disputes when disagreements arise.
- In collaboration with the HCP and the NAGPRA Advisory Committee, responds to inquiries and, as necessary, drafts correspondence for signature by relevant campus authority in response to urgent requests specific to NAGPRA.
- Breaks down complex NAGPRA related information into easily digestible details, abstracts basic information for public application, and disseminates it to appropriate recipients.
- Analyzes, summarizes and/or reviews data, reporting findings, interpreting results and/or making recommendations.
- Supports the office of the Vice Chancellor for Research and HCP to implement system for managing communications between the campus NAGPRA Official, NAGPRA Committee, NAGPRA Liaison, Museum, and Tribes.
- Serves as the campus's designated NAGPRA Liaison under the UCOP 2020 Policy, reporting to the designated campus NAGPRA Official and the office of the Vice Chancellor for Research.
- Keeps lines of communications open between the office of the Vice Chancellor for Research and NAGPRA matters.
- Serves as the primary point of contact for all NAGPRA inquiries seeking information about Native American remains and objects falling under NAGPRA regulations.
- Develop and implement an outreach program to proactively engage Native American communities in NAGPRA consultations. Represent UC Berkeley as lead NAGPRA staff at regular meetings with tribal government officials and representatives to coordinate NAGPRA compliance, address tribal concerns, and when possible, negotiate culturally sensitive resolutions.
- Travels to semi-annual National NAGPRA Review Committee Meetings, and other relevant meetings and conferences, as assigned, to research best practices in the field and/or to publicly present Museum and University policy or determinations regarding NAGPRA.
- Cultivates a positive relationship with Native American and Native Hawaiian communities.
- Assists tribes and native Hawaiian organizations in accessing ancestral human remains and cultural items.
- In collaboration with the HCP, manages logistics with appropriate scholars, labs, administrators, and across departments in preparation for NAGPRA related consultation visits.
- Assists tribes and Native Hawaiian organizations in initiating and implementing the repatriation or negotiating other mutually acceptable short-term care agreements.
- Responds to constituent inquiries.
- Identify and apply for grants to support campus NAGPRA efforts.
- Maintains NAGPRA website.
STRATEGIC PLANNING AND SUPPORT:
- Using institutional knowledge and awareness of constituency perception, designs, develops and implements short and long-term strategic plans, programs, events, and activities.
- Oversees all aspects of complex external relations programs, projects and events, including coordinating special programs and overseeing production of audio/visual or written and visual materials.
- Quickly and appropriately identifies, addresses, and mitigates unforeseen and/or rapidly unfolding events that may negatively impact relationships between the campus and various constituencies, keeping senior management appropriately advised and notified.
- Ability to gain thorough knowledge of the campus, its vision, mission, goals, objectives, achievements, issues of concern and infrastructure.
- Advanced knowledge of issues of concern in higher education.
- Advanced knowledge of assigned area of responsibility:
- Knowledge of NAGPRA with experience implementing regulations.
- Experience working with Native American communities, preferably in California Native American Communities.
- Knowledge of relevant North American history and pre-history.
- Advanced knowledge of practices and procedures associated with building and maintaining effective working relationships with all levels of internal and external constituencies.
- Advanced written, verbal, and interpersonal communication skills, including skill to produce information that is appropriately presented and effectively received by target constituencies.
- Active listening skills, including advanced critical thinking and analytical skills.
- Skill to recognize potential areas of constituency concern and address, resolve and/or mitigate problems or issues.
- Experience using effective interpersonal communication skills to interact with a diverse group of individuals to secure and/or provide information to clarify situations, and resolve problems; to communicate clearly and professionally; and to develop and sustain collegial working relationships with individuals from diverse backgrounds and perspectives.
- Advanced project management skills, including skills to plan and implement successful events and outreach programs.
- Experience with computer programs and applications, and database management.
- Experience using analytical and organizational skills to manage multiple projects simultaneously, and to assist with complex, sensitive or confidential projects.
- Able to work a flexible schedule including weekends to meet program needs
- Ability to travel as required which may include overnight stays.
- Bachelors degree in Anthropology, Native American Studies, Law or a related field, and/or equivalent experience/training - plus at least three years of relevant administrative experience
Salary & Benefits
This is an exempt, monthly paid position. Annual salary is commensurate with experience.
