Definition

Under the direction of the appropriate Administrator, to plan, organize, and administer a comprehensive Children's Center program. The Director, Children's Center will manage the daily operations of the Center including instructional, nutritional, parent involvement/education and college student early childhood education practicum elements.
 
The Director will develop funding applications, manage and project budgets, create and maintain record keeping systems; monitor various compliance elements of the program; select, hire, train and evaluate all direct report staff; provide and maintain a high quality of education and service to internal and external clientele; secure various grant and funding resources; ensure compliance with all local, state and federal agencies as related to licensing and reporting requirements and is responsible for Children's Center's Program Review and assessment.
 
EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:

  1. Manage, direct, and supervise professional staff in developing educational programs and curriculum which provides for the development of children.
  2. Continuously plan, implement and evaluate the Center's overall program for children and families.
  3. Identify the roles and relationships of federal, state and local regulatory agencies in the administration of the Center and ensure compliance with all applicable licensing and funding regulations.
  4. Manage the Center's budget and all grant funding sources(actively review and renew) for the Center; research, plan and identify additional and/or new funding opportunities; write proposals and submit necessary applications to potential funding resources.
  5. Prepare required local, state and federal forms and reports; ensure timely delivery and licensing compliance is met.
  6. Plan and conduct training programs for staff (state requirements, permits, professional development, continued education); develop personnel policies related directly to the Children's Center.
  7. Coordinate Parent Advisory Committee (PAC), providing parent orientation, counseling, referrals, and meetings.
  8. Coordinate with community agencies for field site placement of students (ECE department, Golden West nursing students).
  9. Conduct tours, make presentations to community groups, develop and maintain good working relationships with all campus offices.
  10. Manage enrollment, propose policies, and produce reports related to various aspects of the program.
  11. Develop and supervise procedures for implementing parent education activities and ensure activities are based on the parent's current and stated needs; make initial contact with parents, determine eligibility and fees, enroll children, schedule hours and prepare contracts.
  12. Research outside funding sources, write proposals, and solicit funding from private and public agencies; develop alternatives to generate funds for the operation of the Center.
  13. Oversee the Children's Center Food Program; coordinate contracts with the Instructional Food Services on site and oversee serving food at the Children's Center; provide nutritional resources for the food program and menus along with educational objectives.
  14. Provide oversight management in classrooms; plan activities and calendar of events.
  15. Plan and develop curriculum with teachers using Early Childhood Education practice, and California Department of Education standards (Learning Foundations and Frameworks); develop and maintain classroom materials, visual aids and library.
  16. Evaluate program planning, goals and objectives; consult with teachers regarding the Desired Results Developmental Profile (DRDP) assessment of children.
  17. Evaluate children's progress with teachers for year-end report.
  18. Comply with health and safety standards required by local and state agencies; ensure compliance with all health and safety regulations by coordinating various health screenings, child health immunization record keeping, and providing first aid and CPR training (ASQ assessments with parents).
  19. Maintain health records and physician report; submit immunization report to state health agency on an annual basis.
  20. Arrange for screening of children and referrals to appropriate resources and specialists.
  21. Comply with safety and health standards for the Center; plan and conduct fire safety, emergency drills (fire, earthquake, lock down), first aid and cardiopulmonary resuscitation training programs; maintain safety, first-aid, and CPR certification and training for staff, as required; ensure maintenance and repair of equipment and facilities.
  22. Ensure program quality meets the highest rating standards as evaluated by related agencies.
  23. Supervise and evaluate field site students enrolled in various early childhood practicum courses.
  24. Provide direction and supervision to students for course observation and special class project opportunities.
  25. Plan, develop, coordinate, and evaluate curriculum and monitor child assessments; support, advise, and provide referrals for program participants, as needed.
  26. Ensure compliance with state and federal requirements, department of Social Services, community care licensing (DSS-CCC), California Department of Education – Early Education Support Division (EESD), Department of Pest Regulation, OSHA, and other applicable policies and procedures.
  27. Plan and implement a public relations program for the Children's Center and make presentations to community and other groups.
  28. Perform other related job duties as related.

Qualifications and Physical Demands

MINIMUM QUALIFICATIONS
 
Knowledge of:

  1. Current theories and concepts used in child development, early childhood education, and parent education.
  2. Principles and practices of effective supervision.
  3. Title 5 and Title 22 of the California Administrative Code for Child Care Programs.
  4. Federal, state and local regulations governing the operation of Children's Centers.
  5. California Department of Education funding, reporting, DRDP Child Assessment Program, etc.
  6. Effective writing and verbal communication skills including the ability to facilitate group discussions, problem solving and group decision making.
  7. Proficiency in utilizing technology such as computers, databases, and various software programs.
  8. Health, safety, and nutritional requirements of a Children's Center program.
  9. Federal, state, and local funding sources, funding requirements, and laws and regulations governing programs for young children.
  10. General principles of management, supervision, training and leadership.
  11. Budget preparation and control; maintain fiscal records which are audited by internal and external sources throughout the course of the fiscal year.
  12. Working with diverse populations and an understanding of and sensitivity to the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of a community college district.
 
Ability to:

  11. Maintain a wide variety of records and reporting systems.
  12. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations; communicate effectively both orally and in writing.
  13. Establish, oversee, and maintain a cooperative working relationship with staff, faculty, administrators, students, parents and the community in the regular course of work.
  14. Understand and carry out oral and written instructions.
  15. Operate a vehicle observing legal and defensive driving practices, and possess an appropriate, valid, and unrestricted California Driver's License.
  16. Establish and maintain effective relationships with college, District management, faculty, administrators, staff, students, parents and others contacted in the course of work.
  17. Provide leadership (college, District) for staff, parents, students and volunteers.
 
Education and Experience:
  1. Possess a bachelor's degree from an accredited institution in Early Childhood Education or Child Development; AND at least 24 college level units in early childhood development, including three (3) units ECE in Infant/Toddler Development AND eight (8) semester units in adult supervision and administration.
  2. California Children's Center Permit, Director level.
  3. At least three (3) years progressive, responsible experience in the management of a Children's Center program or large child care program.
  4. Five (5) years progressively responsible teaching experience at a Child Development Center.
  5. Or, any combination of education and experience that would provide the required qualifications.

Required Licenses:
  1. Child Development Permit (Supervisory) issued by the California Commission for Teacher Preparation and Licensing.
  2. Valid Red Cross First Aid Certificate.
  3. Certificate of 15-hour course in preventative First Aid.
  4. Valid CPR Certificate.

Conditions of Employment

This is a full-time, 12-month per year classified management position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday, with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

WORK ENVIRONMENT AND PHYSICAL DEMANDS:

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
