DESCRIPTION
Under the direction of an assigned supervisor, performs a variety of highly specialized and complex activities involved in project development, integration, and operation of complex multi-tier computer and telecommunication systems; oversees and performs installation, configuration, operation, maintenance and repair of LAN, WAN, Data Center Environment, and other network systems and related servers, equipment, hardware, operating systems, software and applications; administer, monitors, maintains and provides advanced technical support for assigned network systems; develops and maintains systems standards; ensures connectivity, operation, and security throughout the wide and local area networks including site distribution networks and  hosted computer and telecommunication systems.
 
DISTINGUISHING CHARACTERISTICS:
Incumbents in this position integrate advanced concepts from all engineering disciplines to develop and oversee infrastructure projects from concept, production, and operation stages to ensure business and technical goals are achieved. In addition, incumbents are involved in the installation, configuration, operation, development, modification, maintenance, and repair, and security of complex network systems and related servers, equipment, hardware, software and applications. Incumbents are responsible for the information technology infrastructure equipment from the data center to the edge IP Switches and/or to the Point of Presence (PoP) IP switches; including, but not limited to: networks, physical and virtual servers, routers, switches, storage area network (SAN), network and physical security, system backups, configuration management, Internet, telecommunications, data center environment and power, and related software. Responsible for planning and implementation of disaster recovery protocols. Incumbents ensure all requirements of project stakeholders are met, risks have been properly analyzed and resolved, and life-cycle concerns are considered in all phases of project management.
 
EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:
a)                  Research, design, recommend, test, and implement the installation and/or upgrades of new and existing physical/virtual servers, networking equipment, SAN, UPS (Uninterruptable Power Supply), and peripherals for data and voice services; analyze system compatibility, utilization, and capacity to ensure peak system performance and operation; decommission obsolete equipment; plan and coordinate activities as appropriate.
b)                  Troubleshoot and resolve all issues and/or outages of assigned equipment including hardware, software, and related operating systems; respond to user requests regarding system performance or enhancements; work with vendors and staff to restore services, and plan and implement disaster recovery protocols as needed.
c)                  Perform a variety of specialized activities involved in the installation, configuration, operation, development, maintenance, and repair of LAN, WAN, and other network systems and related servers, equipment, hardware, operating systems, software and applications; assess network performance to ensure operation and identify problems, concerns and security issues.
d)                  Inspect, troubleshoot, and diagnose highly complex network hardware, software, server and application issues to ensure proper operation of computer systems; resolve network and system problems and malfunctions; develop, implement and document solutions; make necessary system alterations and ensure the integrity and reliability of networks and related systems, data, and information therein.
e)                  Install, configure and ensure operation of network hardware, cabling, wiring, hubs, routers, switches, wireless access points and other network components; repair and replace cabling, equipment and devices as needed; install, configure, administer and maintain network, data communication and other system servers.
f)                   Perform a variety of network administration activities including establishing and maintaining user accounts, passwords, e-mail accounts, internet connectivity, firewalls and designated programs and systems; assess and respond to requests for network system and server installations, upgrades and modifications; determine appropriate hardware and software to meet requests.
g)                  Maintain peak network/systems operations by conducting network/system analysis and performance tuning; troubleshoot system hardware, software, networks, and operating systems; design and run system load/stress tests; escalate problems to vendors for resolution; maintain a standard quality of service within departmental guidelines, minimize security threats, identify possible intrusions; ensure network/system security meets industry standards, Board policy, and departmental procedures; provide overall high system reliability.
h)                  Install server and workstation software, operating systems and applications; test applications to ensure integration and operation; configure hardware and software to provide network access; troubleshoot and resolve operating system malfunctions; install software and application upgrades, patches and updates as needed.
i)                    Analyze and ensure proper control and use of network resources; monitor and maintain network system security; implement anti-virus solutions and security patches; troubleshoot and resolve security issues; prepare, maintain and replace back-up data files; perform system restores and data recovery procedures as needed.
j)                    Lead projects, assignments and activities related to complex network installation, maintenance, repair and modification; train and provide work direction and guidance to assigned staff; assign employee duties, coordinate projects and review completed work for accuracy, completeness and compliance with established standards, requirements and procedures.
k)                  Design, install, configure and modify LANs, WANs and other network systems and related technology infrastructure; assist in the planning, development and implementation of related network projects; facilitate the development of network upgrade plans.
l)                    Oversee and perform network hardware and software planning; research and evaluate new technologies for implementation; confer with users concerning system needs; test, analyze and provide recommendations concerning the purchasing and implementation of network hardware and software.
m)                Prepare technical reports to management on the operational state of assigned systems, including an overview of system utilization, and schedule planned maintenance periods; equipment needs, upgrades or replacements.
n)                  Communicate and exchange information with staff, administrators, and outside agencies to resolve issues or concerns
o)                  Operate a variety of computers, servers, peripherals and specialized software; utilize various hand and power tools as required; drive a vehicle to conduct work.
p)                  Prepare and maintain various records and reports related to assigned activities.
q)                  Perform other related duties as assigned.

Qualifications and Physical Demands

MINIMUM QUALIFICATIONS
 
Knowledge of:
1.                  LAN/WAN connected infrastructures such as: servers, routers, SAN, switches, hubs, fiber channel switches, firewalls, proxies, voice gateways, media converters, spam filters, load balancers, WLAN controllers, VPN, NAC, Server and desktop virtualization; as well as understanding of VLANs, NATs, tunneling protocols and other physical, virtual and cloud technologies.
2.                  Data center software such as: Windows and LINUX/UNIX operating systems, Anti-virus end point management, Active Directory, Exchange, MS Office Platforms (i.e. SharePoint), LDAP, DNS, SFTP/FTP, VoIP, IPsec, and DHCP.
3.                  Server and network security; including schemes such as role- or rule-based ACLs , logical and physical level security, anti-virus end point protection, SSL encryption and certificates, DLP, WPF, and compliances.
4.                  Integrated networking facilities and protocols for data and voice services such as fiber optic distribution technologies, SNMP, STP, TCP/IP, UDP, SIP, RTP, QSIG, RTCP, MGCP, H.323, H.264, SCCP, PRI, EIGRP, HSRP, BGP, OSPF, CDP, GRE tunnels, VTP, RSTP, PVST, ISL, or equivalent.
5.                  Scripting proficiency to automate repetitive tasks or integrate systems (i.e. Powershell, Shell, kornShell, python, Perl, Linux Bourne Shell, C Shell) or other methods.
6.                  Equipment, utilities, and tools used to monitor hardware and network utilization, bandwidth, processors, memory, storage, and QoS.
7.                  Telecommunication technologies such as T-1 and PRI circuits, mesh networks, enhanced 911, call routing, and analog compression.
8.                  System utilities, design, and programming applications.
9.                  Applicable types of cabling systems, servers, hubs, routers and other related equipment.
10.              Review system, application, and network utilization logs to validate the successful completion of scheduled programs and backups.
11.              Materials, methods, and tools used in the operation, installation and repair of network systems.
12.              WAN and LAN usage, implementation and network terminology.
13.              Applicable types of cabling systems, Blade and traditional servers, hubs, switches, routers and other related equipment.
14.              Principles and techniques of systems and network design and analysis.
15.              Computer hardware systems, software applications and networking standards.
16.              Customer service standards, practices, techniques and procedures.
17.              Business communication techniques.
18.              Appropriate safety precautions and procedures for all job related functions and interactions.
 
Ability to:
19.              Install, test, maintain, migrate, and/or consolidate data center software such as operation systems, patches, virus protection, MS Office applications, Active Directory, Exchange, LDAP, ID Management, databases, Portals, cloud computing, virtual servers and desktops; monitor vendor sites for new releases, patches, and product announcements; perform testing to ensure compatibility/integration and performance across the infrastructure; coordinate activities with users and IT departments as appropriate.
20.              Install, test, maintain, and repair data center hardware such as physical servers, storage, networking equipment, telecommunications, and peripherals.
21.              Monitor and maintain the integrity and availability of all hardware, server resources, systems and key processes.
22.              Maintain security of assigned network systems.
23.              Perform ongoing performance tuning, hardware upgrades, and resource optimization as required; configure CPU, memory, and disk partitions as required.
24.              Work with users, technical staff, and vendors to perform or assist with diagnosing and resolving errors, malfunctions, and disaster recovery of assigned systems.
25.              Develop and provide technical training and support; provide backup to department staff as needed.
26.              Coordinate and prepare technical design specifications, RFPs, and procedural manuals.
27.              Assist in the development of departmental Standard Operating Procedures.
28.              Lead and oversee information technology support staff.
29.              Remain current with new advances in computer sciences and information technology.
30.              Protect the confidentiality of data in accordance with applicable laws, policies, and procedures.
31.              Prepare and maintain various records and reports related to assigned systems, service requests, project status, and assigned activities.
32.              Lead or participate in various meetings and training sessions as assigned.
33.              Operate a variety of computers, servers, peripherals and specialized software.
34.              Integrate equipment and ensure adaptation with the existing IT infrastructure.
35.              Work under changing deadlines with frequent interruptions and/or emergencies.
36.              Work independently with little direction.
37.              Work on multiple projects simultaneously.
38.              Be flexible in work schedule and assignment.
39.              Communicate effectively orally and in writing.
40.              Establish and maintain cooperative and effective working relationships with others.
 
Education and Experience:
41.              Any combination equivalent to: Bachelor's degree in Information Systems, Computer Science, or related field.
42.              Minimum five years of experience working in a lead capacity to support an IT infrastructure.
43.              Minimum three years of experience with IT architecture design and integration.
44.              A proven track record related to data center systems design, migrations, consolidation, and network operations.
45.              Or, any combination of education and experience that meets the required equivalent qualifications for this position.
 
Desirable Qualifications:
46.              Experience working with, deployment, configuration and maintenance of any or all of the following: SANs, blade servers, Cisco; Avaya, and related operation systems; Microsoft Windows server, SQL, Exchange, SharePoint, MOM, and client OSs; VMware; Oracle application and database servers.
47.              Possession of technology certificate(s) such as CISCO CCNA, CCNE, CCNP, CCIE, CCSP; HP ASE; CISSP, Microsoft MCSE or equivalent.
48.              Proficiency with Windows, Linux, and/or UNIX.
49.              Possession of a technology certificate such as Microsoft MCSE: Enterprise Devices and Apps, MCSE: Desktop Infrastructure, or equivalent.
50.             3 - 5 years' experience with a mixed platform, highly available data center computing environments, including Microsoft, Linux and Unix server platforms and technologies; demonstrated experience with the installation, configuration and testing of Unix/Linux, Cisco and MS Windows environments.3 - 5 years as a Technical Leads with demonstrated experienced in achieving project tasks and meeting deadlines.
51.             3 - 5 years' experience translating high-level requirements into working system configurations.
52.            3 - 5 years of demonstrable experience in project management and associated tools and techniques.
53.            3 - 5 years of demonstrable experience with VMware Virtualization.

 
LICENSES AND OTHER REQUIREMENTS:
·         Valid California driver's license and ability to drive personal or District vehicle to conduct work.
  • Travel to and from district sites to perform work as required.

Conditions of Employment

This is a regular, full-time, 12-month per year, classified position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday, with some flexibility required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

All movement on the salary schedule will occur July 1 of each year for all classified employees.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.

Schools First Federal Credit Union

The Schools First Federal Credit Union is a federally insured, full service, financial cooperative that is a not-for-profit organization. Earnings are used to benefit all members to provide a full range of financial services and offerings.
