Definition

Under general direction, to utilize independent judgment and initiative in providing diversified functions in support of the overall District/College Human Resources programs; provide administrative and technical support to the administrative staff, students, and the public; train and provide direction in a lead capacity as assigned.
 
EXAMPLES OF DUTIES: Duties may include, but are not limited to, the following:

  1. Perform a variety of professional, technical and analytical human resources duties related to District Human Resources day-to-day operations, ensuring that work is accurate and completed in accordance with established procedures and timelines.
  2. Prepare, process, and maintain employment records related to hiring, termination, leaves, transfers, or promotions using human resources management system software.
  3. Hire employees and process hiring-related information.
  4. Initiate onboarding processes.
  5. Provide general information to employees related to compensation, benefits, schedules, and/or working conditions.
  6. Process all personnel action documentation and data and ensure proper approvals and compliance with established procedures.
  7. Initiate, schedule and conduct new employee orientations.
  8. Conduct exit interviews and employee check-out to ensure that necessary employment termination paperwork and processes are completed.
  9. Audit employment-related data and prepare required reports.
  10. Train, schedule, and provide direction to others as assigned; provide technical assistance to other Human Resources staff as directed.
  11. Ensure that all written office procedures and employment forms are current and maintained; recommend changes to internal workflow procedures as appropriate; review and process a variety of human resources forms, recommend changes as needed.
  12. Compose, proofread, and edit a variety of correspondence, manuals and forms; maintain pertinent files and records; compose, proofread, audit, and edit Human Resources items requiring Board action.
  13. Interpret, explain, and apply policies, procedures, laws, codes and regulations relating to the District Human Resources program.
  14. Respond to requests for information and assistance from employees, management, outside agencies and the public.
  15. Operate a variety of modern office equipment including computers for word processing, spreadsheets and data base management.
  16. Research and prepare statistical data, reports and surveys; perform human resources-related studies as directed.
  17. Communicate with other departments on a variety of human resources issues.
  18. Receive a variety of information, which may be of a confidential nature, such as medical reports, employment status, evaluation materials, and/or other human resource related documents.
  19. Perform other related duties as assigned.

Qualifications and Physical Demands

MINIMUM QUALIFICATIONS:

Knowledge of:

  1. Principles and practices of human resources administration and employee relations.
  2. Applicable Federal, State and local laws, codes and regulations.
  3. Modern office practices, procedures and equipment.
  4. Professional business letter composition and report preparation.
  5. Computers, specified programs, and applicable software.
  6. Correct English usage, grammar, spelling, punctuation, vocabulary, and arithmetical processes.
  7. Oral and written communication skills; interpersonal skills using diplomacy, tact and patience.

Ability to:
  1. Provide technical information and assistance to others concerning employment policies, practices, and procedures.
  2. Learn, interpret, explain and apply federal, state and local laws, codes, rules and regulations related to area of assignment.
  3. Learn, interpret, explain and apply District organization, operations, policies and objectives related to classified and/or certificated personnel.
  4. Conduct research and maintain records and prepare reports.
  5. Operate office equipment, including a computer and specified programs.
  6. Navigate intermediate to advanced technical software.
  7. Compose correspondence and written materials independently.
  8. Communicate effectively both orally and in writing.
  9. Establish and maintain cooperative and effective working relationships with others.

Education and Experience:
  1. Possession of an Associate's degree or equivalent.
  2. Three (3) years of clerical and technical experience in the human resources field.
  3. Or, any combination of education and experience that would provide the required equivalent qualifications.

Conditions of Employment

This is a regular, full-time, 12-month per year, classified position. The normal hours of work will be 8:00am to 5:00pm, Monday through Friday; some flexibility to work occasional evenings and weekend hours is required to meet the needs of the department. The effective date of employment will be arranged with the supervisor.

PAY PHILOSOPHY: Starting salaries for support staff positions begin at Step-1 of the salary range. All movement on the salary schedule will occur July 1 of each year for all classified employees.

Physical Demands:

The employee is frequently required to stand and walk. The employee may occasionally be required to stoop, kneel and bend, climb and balance and lift up to 50 pounds. Sabbatical Leaves

The District's sabbatical leave program is designed to assist in this pursuit and is available on a semester basis after completing six consecutive years of service.

Academic Senate
The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.

Schools First Federal Credit Union

The Schools First Federal Credit Union is a federally insured, full service, financial cooperative that is a not-for-profit organization. Earnings are used to benefit all members to provide a full range of financial services and offerings.
