Summary
Provides administrative and technical support to special funded programs and activities that reach out to economically disadvantaged students and contribute to enrollment, school readiness, and retention.  Serves as first point of contact for inquiries and assists with outreach, registration and courses, and targeted services to student and community groups.  
 
Distinguishing Career Features
The Student Programs Specialist provides clerical and program support for students applying for and actively engaged in the programs.  Programs such as EOPS, CARE, and Foster Youth are State-sponsored and designed to attract and retain economically and socially disadvantaged ant otherwise at-risk students into higher education.   The Specialist serves in an outreach capacity to support a program. 
 
Essential Duties and Responsibilities 
Specific duties may vary among departments and jobs.  Incumbents typically perform a substantial portion or all of the following kinds of duties: 

  • Provides information to potential students regarding extended opportunity programs, application procedures, and College enrollment, along with referral to other services.   
  • Provides intake of students.  Determines eligibility of students.  Reviews financial and other information and applies guidelines for acceptance.  Certifies continuing eligibility of students receiving services.   
  • Assists with conducting outreach activities targeting economically disadvantaged students eligible for EOPS financial aid assistance and/or services.  Assists students with enrollment, including inputting data onto student databases. 
  • Distributes and delivers advertisements, brochures, newsletters, and informational materials and other media to promote interest in the EOPS, CARE, Foster Care and other similar programs. 
  • Collects and records statistical and demographic information about potential and current students.   Inputs data onto an automated information system using established data entry screens, including information used for determining funding levels. 
  • Assists and provides support to students concerning class schedules, career goals, instructors, and academic progress.  Assists students in resolving problems and in communicating effectively with others. 
  • Establishes and maintains records of student contact.  Inputs student data and follow up as needed with telephone calls and correspondence. 
  • Refers students to various community employment and social service organizations, employment/unemployment offices, and other local businesses. 
  • Assists in planning, organizing, and providing a variety of student support services and workshops, and advisory board meetings. 
  • Determines and certifies continuing eligibility of students receiving services. 
  • Communicates with student services personnel, faculty and student body groups to exchange information and coordinate activities. 
  • Assists with hiring, training and providing work direction to assigned student workers, peer counselors and volunteer staff. Completes performance evaluations and resolves performance issues as needed.  
  • Maintains currency of knowledge and skills related to the duties and responsibilities. 
  • Performs other related duties as assigned.

Qualifications and Physical Demands

MINIMUM QUALIFICATIONS
 
Knowledge and Skills:
The position requires working knowledge of state-funded programs and resources encompassing socially and economically disadvantaged students.  Requires working knowledge of higher education certificate and degree requirements that can accommodate disadvantaged students.  Requires a working knowledge of Title V, EOPS, and other related State regulations. Requires knowledge of the social and cultural programs that can enhance student retention.  Requires a working knowledge of funding sources and requirements, as well as the services that may be available to students from other agencies. Requires sufficient human relations skill to convey technical concepts to students, exercise patience, and make presentations to secondary schools and outside agencies.  Requires sufficient language and writing skills to prepare reports and correspondence.  Requires working knowledge of common office productivity software such as student databases, word processing, spreadsheets, and presentation graphics.  Requires math skills sufficient to maintain financial and statistical records.
 
Abilities:
Requires the ability to carry out all aspects of the position.  Requires the ability to implement programs and services that enhance disadvantaged student admission, retention, and outplacement into the job market.  Requires the ability to demonstrate sensitivity to a diverse population of individuals.  Requires the ability to determine student eligibility to participate in special-funded programs by interpreting rules and regulations. May require the ability to perform work assignments at all College locations and off-campus settings.  Requires the ability to maintain productive and cooperative working relationships with others.

Education and Experience:
The position requires an Associate of Arts degree in a social science or education and two years of experience working with special populations.  Additional experience may substitute for some higher education. Or, any combination of education and experience which would provide the required qualifications for this position.
 
Licenses and Certificates:
May require a valid driver license.

Physical Abilities:
Requires sufficient ambulatory ability to move to various work locations.  Requires manual hand-eye-arm coordination to use a personal computer.  Requires the ability to retrieve, lift, push, pull, and carry lightweight materials on an occasional basis.  Requires sufficient hearing and auditory ability to carry on conversations in one-on-one and small group settings and deliver in-service type presentations.  Requires near visual acuity to read printed materials.

Working Conditions: 
Work is performed indoors where minimal safety considerations exist.

This is a specially funded, full time, 12 month per year classified position. The normal hours of work are Monday through Friday, 8am to 5pm. The effective date of employment will be arranged with the supervisor. The District reserves the right to extend, modify, or eliminate this position based upon available funds.       

  • Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment.

Academic Senate
The Academic Senate is the governing body at each of our colleges for making recommendations to administration and to our Board of Trustees with respect to academic and professional matters. The Senate consists of elected faculty and has the responsibility for matters related to curriculum and general academic policy.

Time to Refuel
Vacation
Classified, contract staff earn vacation days commensurate with years of service. Classified Management and Administrators earn 22 days vacation per year.

Sick Leave
All contract employees earn sick leave as outlined in the CA Education Code. Sick leave may be carried over from year-to-year and, upon retirement, unused sick leave may contribute to your PERS and STRS retiree benefit.

Holidays
The District observes 21 paid holidays per year.

Jury Duty, Bereavement, Military Leave
Coast grants contract employees called to jury duty a leave of absence, without loss of pay, for the entire length of required service. Other available leaves include bereavement from 3-5 days and military leaves of absence in accordance with applicable state laws.

Great Expectations
Pension Plans
The District participates in the California State Teachers Retirement System (CalSTRS) and the California Public Employees Retirement System (CalPERS) for contract employees. Non-contract employees participate in Public Agency Retirement Services (PARS) plan for the first 1,000 hours of their employment.
Additionally, it is the policy of the Coast Community College District that contract employees who retire from the District with ten or more years of service be afforded the same group insurance benefits until 70 years of age. A Medicare Supplement or GAP plan  is available to retirees and their spouses after age 70.

Annuities
The District maintains a program whereby qualified employees may request through Payroll to have a portion of his or her salary deposited under a tax sheltered annuity plan or an approved deferred compensation plan.
