Departmental Overview

The College of Environmental Design is a diverse instructional and research design environment with multifaceted academic units: three academic departments (Architecture, City & Regional Planning, and Landscape Architecture & Environmental planning) and one research unit (IURD, which also houses 3 degree granting programs). CED has approximately 50 faculty, 1200 undergraduate and graduate majors, and approximately 50 total staff. In addition to the academic units, CED has diverse set of functions on site including fabrication services, studios, AV and computer labs, and general use classrooms, a cafe, library and Archives.

The incumbent is the principal manager of financial analysis and services for the dean's office of the College of Environmental Design and the college's three departments - Architecture, Landscape Architecture and City and Regional Planning. This position creates and maintains tools to manage the permanent and temporary budgets and financial operations of the college and uses advanced professional concepts and campus objectives to resolve complex issues in creative and effective ways. The incumbent works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors, exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. This role manages and directs Dean's Office financial activities involving a wide variety of fund types and restrictions; includes accounting, internal control, budgets, decision support, management information reporting, disbursements, receipts and cash handling in compliance with UC policies and procedures. Contacts are both internal and external to the college at all levels.

Responsibilities

40% Responsible for providing analytical support for highly complex budget, financial, and resource projects dealing directly with College leadership. Directs, initiates, designs and provides analytical studies, summary reports and background materials for college leadership and department administrative officers and managers for financial plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses that have a significant impact on the college and the individual departments. Applies advanced professional concepts to perform complex technical analysis to understand past performance and determine present and future performance and/or resource allocations. Acts as the college-wide expert in CalAnswers reporting and CalPlanning implementation.

20% Performs highly complex financial or resource research and studies for the College. Examples include generating, modifying, and conceiving of new financial or other resource reports, strategic planning and modeling, analyzing and forecasting staff/faculty salary budgets, contracts, grants, gifts, endowments, or user fees, and making recommendations for maximizing financial or other resource outcomes. This includes historical reports, trend analyses and forensic accounting. Acts as the point person for annual fiscal close proceedings.

20% Applies financial services concepts (i.e., accounting, accounts receivable, accounts payable, collections and billing) and human resource concepts relating to payroll, to resolve issues, and prepare business process procedures and policy recommendations. Prepares budgets, tracks expenses and oversees the use of chartstrings. Responsible for administering grants, private gifts, endowments, research funds and coordinating extramural funding.

15% Reviews, processes, and approves financial data and transactions. This includes initiating Salary Cost Transfers, funding and expense journals, event and Blucard administration, credit card (Cybersource) transactions, cash and check deposits. Ensures that financial processing functions are performed with accuracy and that daily financial operations run smoothly. Acts as back for Financial Services Analyst if necessary.

5% Career development, training and other duties as assigned.

  • Advanced knowledge of finance policies, practices and systems.
  • Indepth ability to use, identify and analyze information from a variety of sources and multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management and financial reporting.
  • Ability to present complex finance related information in a clear and concise manner, both in writing and verbally.
  • Advanced knowledge of finance policies, practices and systems.
  • Indepth ability to use, identify and analyze information from a variety of sources and multiple spreadsheet and database software tools to gather information for specialized, complex financial analysis, fiscal management and financial reporting.
  • Ability to present complex finance related information in a clear and concise manner, both in writing and verbally.


Preferred Qualifications

  • Advanced degree in related area and / or equivalent experience / training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $116,000 - $136,000.
