Departmental Overview

The College of Environmental Design is a diverse instructional and research design environment with multifaceted academic units: three academic departments (Architecture, City & Regional Planning, and Landscape Architecture & Environmental planning) and one research unit (IURD, which also houses 3 degree granting programs). CED has approximately 50 faculty, 1200 undergraduate and graduate majors, and approximately 50 total staff. In addition to the academic units, CED has diverse set of functions on site including fabrication services, studios, AV and computer labs, and general use classrooms, a cafe, library and Archives.

The Financial Services Analyst for the College of Environmental Design, uses skills as a seasoned, experienced financial services professional with a full understanding of industry practices and UC and campus policies and procedures. The incumbent resolves a wide range of issues involving budget, revenue, payroll and expenses expenditures and audits. This individual will demonstrate good judgment in selecting methods and techniques for obtaining solutions.

Responsibilities

25% Applies financial services concepts (i.e., accounting, accounts receivable, accounts payable, collections and billing) and human resource concepts relating to payroll, to resolve issues, and prepare business process procedures and policy recommendations. Prepare budgets, track expenses and oversee the use of CED chartstrings. Responsible for administering state funding, private gifts, endowments, various revenue funds, research funds and coordinating extramural funding.

20% Applies a wide variety of internal and external policies and regulations to address a range of issues such as regulatory compliance, tax implications (e.g., in pricing and limitations on revenue generation), recovery of cash, risk management, and the organized implementation of a diverse range of financial services for students, faculty and the department.

15% Provides analyses for complex summaries and proposals with the College and administrative units relative to a diverse range of topics to include new financial procedures and/or services, new job costing models, changes in legal regulations, tax implications, etc.

10% Review, processes and approves financial data and transactions. Ensures that financial processing functions which may include Accounts Payable, Accounts Receivable, Cashiering and Collections are performed with accuracy and that daily operations run smoothly. Acts as divisional expert on credit card transactions (Cybersource), cashiering, Independent Contractors, Faculty relocations.

5% Assesses, recommends, and implements changes as needed to ensure financial processes maintain compliance with federal and state requirements and internal financial/audit policies.

5% May act as team leader for support and lower level professional staff. Train staff and faculty in effective business processes and create effective teamwork environment. Act as backup to the CED Financial Manager.

5% Recommends and implements quality customer service standards and procedures to affect various constituencies, including internal department, students, College and campus units, and external vendors.

5% Consults with UC and campus specialists to keep abreast of changes in regulations and best practices concerning financial accounting and services.

5% Documents procedures for financial activities.

5% Professional development and other duties as assigned.

Required Qualifications

  • Thorough knowledge of financial processes, policies and procedures.
  • Thorough knowledge of financial and payroll data management and reporting systems such as BFS, UCPath, PayPath, CalAnswers, CalPlanning.
  • Must be proficient in use of Microsoft Office and common desktop/web applications.
  • Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, ability to multi-task in a high volume environment, organizational skills, effective verbal and written communication skills, sound judgment and decision-making; ability to develop original ideas to solve problems.
  • Leadership skills to provide guidance, coaching and mentoring to professional and support staff.
  • Thorough knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Bachelor's degree in related area and / or equivalent experience / training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $83,700 - $94,000.
