Budget Analyst I
St. Edward's University


Overview
Under the direction of the Director of Budget and Resource Planning, the Budget Analyst is responsible for maintaining the position control budget, and will prepare, develop and design financial and budgetary reports for management including monthly departmental reports and institutional-wide reports. Perform macro and microanalysis of financial data to assist management in the decision-making process. Monitor, analyze, and report financial performance to current year budget and historical financial data and provide explanations of variances. Assist in the development, analysis, and reporting of long-range financial projections. Perform duties as assigned related to the annual fiscal year-end audit activities. Execute periodic reviews/testing of the University's fiscal policies and regulations and report the results to management.

Responsibilities
Assist in the coordination and preparation of the University's annual operating budget during the budget development cycle as directed by supervisor.
Assist with research, analysis and development of new reports. Monitor existing report suite to ensure reports remain relevant, accurate and complete in a changing environment.
  • Curate the existing report suite, including documenting, creating and maintaining file directories, and participate in developing an archive policy.
  • Review and validate new financial reports for completeness and accuracy.
  • Recommend enhancements to reports.


Prepare monthly analysis of budgeted vs actual results, research and document significant variances.
  • Prepare and distribute monthly budget reports to relevant stakeholders.
  • Prepare excess revenue over expense reports to support management oversight of various campus entities.


Take the lead role in performing routine budget maintenance activities.
  • Prepare budget transfer entries, document proper authorization.
  • Process budget transfers, monitor one-time transfers
  • Maintain high level roll-forward schedule and budget reporting attribute cross-walk


Carry out all day to day activities related to position control
  • Prepare, validate, and distribute position reports to campus stakeholders.
  • Assist with implementing and documenting an encumbrance process. Run and validate this process once established
  • Initiate budget changes as necessary to fully fund positions and recapture salary lapse.
  • Prepare monthly salary salvage calculations
  • Maintain position status in HR system


Assist with testing ERP system upgrades and implementations
Monitor inter-departmental re-organization tasks to ensure timely completion
Assist accounting staff with error corrections uncovered in budget reviews
Prepare reports validating revenue against enrollment data
Update annual data requests for external analysis
Prepare ad-hoc reports and analysis as needed
Other duties as assigned

Qualifications

Required:
Bachelor's degree in accounting, finance, or closely related field.
A minimum of 2 years of related experience.
Strategic analytical capabilities.
Excellent oral and written communication skills and the ability to successfully collaborate with others, including colleagues who may not be familiar with accounting/finance/budget.
Excellent organizational and follow-through abilities; ability to work well under pressure; and ability to manage multiple projects on deadline.
Excellent computer skills with a demonstrated expertise in software, including Word and Excel.
Ability to analyze, summarize, and present data in a digestible manner.

Preferred:
  • MBA and/or Certified Public Accountant (CPA) designation.
  • 3-5 years of related experience.
  • Higher education or non-profit experience.
  • Experience with Banner Finance, Argos or Cognos, and Tableau.
