Position Summary:

The Idaho State-level SHIP evaluation is a $3.6 million 3 year federally funded effort incorporated into the overall 4 year $40 million Idaho Statewide Healthcare Innovation Plan (SHIP). Administered by the Idaho Department of Health and Welfare (IDHW), the SHIP is a cooperative agreement with the Center for Medicare and Medicaid Innovation (CMMI) and involves multiple entities including the Governor appointed 50 member Idaho Health Coalition, the IDHW SHIP administrative team, many subcontractors, the Center for Medicare and Medicaid Innovation, and a Federal evaluation contractor (RTI).

The State-level evaluation program manager reports to the University of Idaho Principal Investigator. This is an administration level decision making position requiring both independent and collaborative analysis and problem solving skills for the University State-level Evaluation and IDHW SHIP administrative teams. At policy level, the program manager will represent the University State-level evaluation and local, State and national meetings. The ability to forge relationships with the multitude of SHIP stakeholders and to serve effectively as a liaison for the University State-level evaluation team is particularly critical. At program management level, the program manager will interact with the University State-level evaluation and IDHW SHIP administrative teams with regards to monitoring the status of data collection and budgetary and resource expenditures. In addition, the program manager will work closely with the principal investigator, program coordinator, and other members of the Boise State University evaluation team. He / She will also supervise the research associates and student staff (graduate and undergraduate) by assigning the work schedules and work plans.

Minimum Qualifications:

Bachelors Degree and four years experience, or a combination of education and experience totaling eight years.
Demonstrated experience managing and evaluating a research, education and/or business program or initiative.
Demonstrated experience making strategic administrative and financial decisions affecting program operations.
Ability to work independently managing a fast paced, dynamic and complex educational, research and/or business program.
Possesses and demonstrates interpersonal relationship skills and the ability to work independently and in a multi-layered team environment while fostering positive relationships, teamwork, and cooperation with students, faculty, staff, and administrators across campus and with stakeholders at public, private, and governmental offices and agencies.
Knowledge of and experience in interpreting and applying laws, rules and regulations.
Experience with various software packages, such as MS Word, MS Excel, MS Project etc.
Ability to travel and work weekends or after regular business hours and holidays.

Preferred Qualifications:

Experience working in higher education and/or higher education sponsored program administration.
Experience working with Federal and/or State grants agencies.
Knowledge of grants management techniques, methods and concepts.
Experience with analyses of current and proposed federal and State legislation related to health and social services.
